MINUTES - TOWN COUNCIL MEETING 691 Water Street JANUARY 28, 2019 Mayor Kennedy opened the regular meeting of the Belvidere Town Council with the Pledge of Allegiance. Teresa Yeisley read the following notice in compliance with the Open Public Meetings Act: In accordance with Chapter 231 of the Public Laws of 1975, notice of this meeting was given by way of notice filed with the Star Gazette and/or the Express-Times, filed in the Municipal Clerk s Office and posted in the Belvidere Town Hall, 691 Water Street, Belvidere NJ. Mayor Kennedy asked for a moment of silence in memory of former Councilwoman Sharon Heller. Mayor Kennedy advised that the following would be added to the agenda: appointments, CCB presentation, raffle license approval, executive session Roll Call: Present - Mayor Kennedy, Councilman Makatura, Councilwoman Miers, Councilwoman Napolitani, Councilman Roth, Councilman Tutka Adoption of Minutes: A motion was made by Councilwoman Napolitani, seconded by Councilwoman Miers and carried to adopt the December 17, 2018 regular and executive meeting minutes of the Belvidere Town Council. Presentation: Mark Young, representing the CCB reviewed for Council the activities at the Center in 2018 and some of the proposed activities scheduled for 2019. They had 5,596 participants in 2018. Public Comment: Linda Stettler - what contract is being discussed in executive session. Kevin Benbrook - Kasson Redevelopment. Committee Reports: Councilman Tutka - Environmental Commission gave a lecture at the CCB. Recreation Committee tentatively scheduling the Spring Fling for April 28 th. BOE now has an enrollment committee that is working on cost saving measures. Councilman Roth - Goodwill Fire had eight calls in December with 194 man hours. Their officers for 2019 are Keith Wolfinger, Chief, Dennis Riley, President and Glen Gingles, Vice President. The Belvidere Ambulance Corps officers for 2019 are Tyler Herb, Captain and Susan Reeder, President. Councilwoman Miers - beginning the budget process. Scheduling a Saturday meeting if possible. Councilwoman Napolitani - no report at this time. Councilman Makatura - Chief Scott has been meeting with the school regarding the resource officer. PD contract is done. Working on pricing for the fence at the firing range. The emails for the court credit card system have been set up. Mayor Kennedy - eight recipients for the Jr. National Honor Society. Looking for location for a book box that was financed through lollipop sales. Correspondence: Councilman Tutka initiated a discussion regarding a request for a resolution in support of the Path to Progress recommendations. Council members will review this request. Page 1 of 5
A motion was made by Councilwoman Miers, seconded by Councilman Roth and carried authorizing a street closure for the Belvidere Fox Trot on April 13, 2019. Previous Business: A motion was made by Councilwoman Miers and seconded by Councilman Roth approving Maser Consulting to provide a licensed sewer collections system operator for the Town of Belvidere at $200.00 per month. Councilman Roth, Councilman Tutka, Mayor Kennedy Nays - None New Business: Municipal Parking Lot #2 (corner of Market and Water Streets) Property owner Ann Skoog requested that the lease fee remain at $5,000 per year and that the Town seal the cracks and reline the spaces. A motion was made by Councilman Makatura and seconded by Councilwoman Miers approving the aforementioned request to continue the lease and address the crack sealing and lining. Councilman Makatura stated that Chief Scott is in favor of renewing this lease to provide storm parking. Councilman Tutka stated that the Town insures and plows this lot, adding that the business owners should be addressing this matter and not the taxpayers. Councilman Roth, Mayor Kennedy Nays - Councilman Tutka A motion was made by Councilwoman Miers, seconded by Councilman Makatura and carried approving the following raffle license applications: RL2019-01 (Belvidere Lions Club) and RL2019-02 (Woman s Club of Belvidere). A motion was made by Councilman Makatura, seconded by Councilman Roth and carried to adopt Resolution No. R2019x13. RESOLUTION NO. RESOLUTION NO. R2019x11 A RESOLUTION TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE TOWNSHIP OF BLAIRSTOWN FOR CHIEF FINANCIAL OFFICER SERVICES WHEREAS, the Town of Bevlidere and the Township of Blairstown have expressed interest in renewing an interlocal agreement for shared services; and WHEREAS, the Township of Blairstown will provide the Town of Belvidere with Chief Financial Officer services for $20,000.00 per year, said sum to be paid in four (4) quarterly installments, each in the amount of $5,000.00; and WHEREAS, this agreement shall be effective from January 1, 2019 through December 31, 2019; NOW, THEREFORE, BE IT RESOLVED by the Belvidere Town Council that an interlocal agreement with the Township of Blairstown for Chief Financial Officer services is hereby approved and that the Mayor and Municipal Clerk are hereby authorized to execute said agreement on behalf of the Town of Belvidere. A RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE MORRIS COUNTY COOPERATIVE PRICING COUNCIL TO BECOME A MEMBER FOR THE PERIOD THROUGH SEPTEMBER 30, 2021 WHEREAS, the Morris County Cooperative Pricing Council ( MCCPC ) was created in 1974 to conduct a voluntary cooperative pricing system with municipalities, boards of education and other public bodies located in the County of Morris and adjoining counties; and WHEREAS, the purpose of the MCCPC is to provide substantial savings on various goods and services to its members through the cooperative public bidding process; and WHEREAS, the Town of Belvidere desires to enter into the Agreement with the MCCPC, which is administered by Randolph Township as Lead Agency, to become a member of the MCCPC for the period of October 1, 2016 through September 30, 2021; NOW, THEREFORE, BE IT RESOLVED by the Town of Belvidere, Warren County, New Jersey as follows: 1. The Governing Body of the Town of Belvidere hereby authorizes the execution of an Agreement with the Morris County Cooperative Pricing Council by the Township of Randolph as Lead Agency dated October 1, 2016 pursuant to N.J.S.A. 40A11-11(5). Said agreement is to become a member of the MCCPC for a five (5) year period from October 1, 2016 through September 30, 2021. 2. The Town of Belvider Municipal Clerk is hereby directed to submit a copy of this adopted resolution, along with an executed Agreement, to Randolph Township as Lead Agency of the MCCPC. 3. The resolution shall take effect immediately upon final passage according to law. 4. All appropriate Town of Belvidere officials are authorized and directed to perform all required acts to affect the purpose of this resolution. Certification I, Teresa A. Appointments: A motion was made by Councilman Roth, seconded by Councilwoman Miers with Mayor Kennedy abstaining on the Frederick Andrew Kennedy appointment and all others voting yes to confirm the following appointments: Community Center @ Belvidere Advisory Board - Gayle Howard, Amy Lewis Duplisis, Kristen Kane Environmental Commission - Frederick Andrew Kennedy Planning Board - Patricia MacCallum (Alternate #1) and Claudia Howard (Alternate #2) Public Comment: There was no public comment at this time. Authorization to Pay Purchase Orders: A motion was made by Councilwoman Miers and seconded by Councilwoman Napolitani authorizing the payment of the Purchase Orders as submitted in the amount of $466,148.96. Councilwoman Napolitani requested that the Town pursue some sort of payment or in-kind services from Nelson Tree Service for use of the Pool parking area for their vehicles. Executive Session: A motion was made by Councilwoman Miers, seconded by Councilman Makatura and carried to adopt Resolution No. R2019x14. RESOLUTION NO. R2019x14 WARREN COUNTY, STATE OF NEW JERSEY A RESOLUTION FOR AN EXECUTIVE SESSION WHEREAS, Section 8 of the Open Public Meetings act, Chapter 231,P.L. 1975, permits the exclusion of the public from a meeting in certain circumstances; and WHEREAS, this public body is of the opinion that such circumstances presently exist, NOW THEREFORE BE IT RESOLVED, by the Town Council of the Town of Belvidere, County of Warren and State of New Jersey, as follows: 1. The public shall be excluded from discussion of and action upon the hereinafter specified subject matter; and 2. The general nature of the subject matter to be discussed is: Subject: Litigation 3. Kevin Benbrook advised the public that Council discussed the next steps for the Kasson Redevelopment project and the PILOT negotiations. They also discussed a budgetary personnel reassignment. A motion was made by Councilwoman Miers, seconded by Councilman Roth and carried to schedule a budget meeting for February 9, 2019 at 10:00 AM.
