Pillar 2: What is Formalization? At it simplest form: a process that seeks to integrate the ASGM sector into the formal economy, society, and regulatory system (UN Environment, 2012) UN Environment Definition A process that ensures that ASGM operations possess licenses and permits and adhere to standards prescribed by law; such operations are organized in representative entities which represent their needs; policies are implemented, monitored, and enforced; and, ASGM operations receive technical, administrative, and financial support that enables them to adhere to standards

FORMALIZATION KEY CONCEPTS: - A process, not just obtaining legal permit - Issue is poverty driven - Formalization is not a privilege but a combination of miner responsibilities and state duties - Adherence to human rights non-discrimination; protection of vulnerable groups; rights of women and children, etc. - To foster compliance, ensure requirements themselves are enforceable - Organization is needed - Integration of the socio-economic aspects
