Council Journal, 03-25-2019, Page 1 St. Charles County Council Journal Regular Meeting March 25, 2019 The St. Charles County Council met on Monday, March 25, 2019 at 7:00 p.m. in the County Council Chambers, 100 North Third Street, St. Charles, Missouri. Pastor Brad Harris with Bible Baptist Church in St. Charles provided the invocation and Councilman Hammond led in the Pledge of Allegiance. The following roll call was taken by the Clerk: Council Member Joe Cronin Council Member Joe Brazil Council Member Mike Elam Council Member Dave Hammond Council Member Terry Hollander Council Member Mike Klinghammer Council Member John White absent County Executive Staff : Steve Ehlmann, County Executive Joann Leykam, Director of Administration Jennifer George, Assistant Director of Administration John Greifzu, Assistant Director of Administration County Counselor s Office: John Watson, County Counselor PUBLIC PRESENTATIONS County Executive Steve Ehlmann ed a Proclamation to Donna Hafer on all of her successes and involvement related to the South Main Street Preservation. Ehlmann pointed out various businesses Ms. Hafer had as well as beginning the Christmas Walk with fellow friends John Dengler and Archie Scott which is now known as Las Posadas and Christmas Traditions along South Main Street in St. Charles City. Ms. Hafer thanked everyone for the recognition and noted it is often times difficult to keep the motivation going however these types of events helps keep the drive alive. Council Chair White thanked Mrs. Hafer for all of her time and involvement. White also pointed out that both he and Mrs. Hafer were involved in 4-H. White also thanked Mrs. Hafer s son Rob for all of his help.

Council Journal, 03-25-2019, Page 2 CONDITIONAL USE PERMITS BILLS FOR FINAL PASSAGE Bill No. 4689 Sponsored by Joe Brazil AN ORDINANCE GRANTING CONDITIONAL USE PERMIT CUP18-18 FOR BUILDINGS, STRUCTURES, OR OPEN SPACES FOR CONDUCTING WEDDINGS AND/OR WEDDING RECEPTIONS OR OTHER PRIVATE PARTIES TO ROBERT G. BRINKMANN AND KIM BRINKMANN, PROPERTY OWNERS Council Member Hollander stated Exhibit C, the Findings of Fact and Conclusion of Law for Bill No. 4689 was not received in time for posting. Hollander made a motion to table Bill No. 4689, seconded by Council Member Hammond and Cronin and unanimously approved by the members. Bill No. 4689 was tabled. PUBLIC COMMENTS Council Chair White opened public comments. He requested comments be limited to three minutes per speaker with three alternating pro and con positions on any particular topic. He also requested that anyone who addressed the Council fill out a speaker s card for the record prior to the start of the meeting. Bill No. 4689 Graeme Garvey, 11 Sunfish Dr., Defiance, MO stated he was not in opposition of the wedding venue project, however, has concerns regarding outdoor amplified music, fireworks and stopping the serving of alcohol prior to the end of any event to help eliminate intoxicated drivers on Highway F, Hwy. 94, etc. Miscellaneous Arnie Dienoff PO Box 1535 O Fallon MO, - Dienoff shared his concerns regarding the tree removal around the Executive Building and hoped there was a plan to replant trees. Dienoff noted the various harassment suits of past St. Charles County employees and offered his involvement if necessary. ORAL REPORT FROM THE COUNTY EXECUTIVE No report was ed. CONSENT AGENDA

Council Member Elam made a motion to approve the Consent Agenda as ed, seconded by Council Member Klinghammer and unanimously approved by the members. CHARLES, MISSOURI, BY REZONING LAND FROM A, AGRICULTURAL DISTRICT, TO RR, SINGLE-FAMILY RESIDENTIAL DISTRICT, AS PER APPLICATION RZ18-12 Council Member Cronin stated this rezoning is in District 2 and explained he reached out to Council Member Brazil who is currently on vacation to see if he was in support of this bill. Cronin announced that Council Member Brazil was in support. CHARLES COUNTY, MISSOURI Council Member Cronin stated he helped sandbag this area in 1973 and this bill is extremely important due to the flooding of the Dardenne Creek has shut down Highway 70 in the past. County Executive Steve Ehlmann stated the flooding of the Dardenne Creek also shut down Highway 70 in 2016 and after waiting for several years for the U.S. Corps of Engineers to get involved, St. Charles is now introducing this bill to work with the USGS.

ANNOUNCEMENTS AND MISCELLANEOUS Council Member Cronin announced he took his grandson to the Shriner s Circus at the Family Arena and stated it is a wonderful circus and benefits Shriner hospitals. Cronin pointed out the event was a huge success as it was seen in all of the children s faces. Joann Leykam, Director of Administration shared that all employees at the Family Arena take a series of training classes and one employee successfully performed the heimlich maneuver on a citizen over the weekend at the circus who was choking. There being no further comments Council Member Elam made a motion to adjourn, seconded by Council Member Klinghammer and unanimously approved.
