A Caucus meeting of the Governing Body of Seaside Heights was held at the Municipal complex in Court Room annex on at 4:05 pm Council President, Rich Tompkins, opened the meeting with the Open Public Meetings statement. Council Members present on roll call: Harry Smith, Rich Tompkins Louie DiGuilio, Agnes Polhemus Borough Attorney: Jean L. Cipriani Administrator: Chris Vaz Deputy Borough Clerk: Victoria Coppola RESOLUTION NO. 19-92 AUTHORIZING AN EXECUTIVE SESSION IN ACCORDANCE WITH THE OPEN PUBLIC MEETINGS ACT Motion to approve: Smith Second: DiGuilio Approve: DiGuilio, Smith, Polhemus, Tompkins Discussed payroll clerk retirement date and a schedule of days to assist while new system is being implemented. Discussed Seaside Heights vs. Village Inn settlement amount. The executive session was adjourned by unanimous vote at 4:17 pm Councilman, Rich Tompkins, brought up concerns with mercantile rates and suggested making a scale for the units. Borough Attorney, Jean Cipriani, to draft a new Ordinance. Chris Vaz summarized process of refurbishing Carousel with grants and loan. Will be applying for other grants for refurbishment. Councilwoman Graichen enters at 4:40 pm. Mike Redpath, Executive Director of the BID, suggested setting up bus permits similar to Cape May and reviewed their process of taking the application and payment online so that it doesn t require an individual to handle it. The BID Board approved $40/bus to park in the Bayfront parking lot. Councilman Smith suggested RV s in free parking which would bring many people to town. There was no objection from the governing body that BID handle charter buses. Chris Vaz reviewed meeting agenda. The caucus session was adjourned by unanimous vote at 4:54 pm

Council members present on roll call: Harry Smith, Victoria Graichen Lou DiGuilio, Agnes Polhemus Rich Tompkins Borough Attorney: Jean Cipriani Administrator: Chris Vaz Deputy Borough Clerk: Victoria Coppola Approval of meeting minutes of March 6, 2019 Motion to approve: Smith Second: Polhemus Approve: DiGuilio, Smith, Graichen, Polhemus Abstain: Tompkins Public Hearing for Green Acres Program/Resolution No. 2019-93: Jean Cipriani reads public notice. Chris Vaz provided architectural renderings and reviewed the grant amount and loan amount. The location would be the parking lot on Sampson and Carteret on the Boardwalk. Chris reviewed the process of seeking funding and the next step to hire a company to disassemble and relocate. Marilynn Lennon and Jen Gorini from PS&S spoke in favor of the application. Peter Smith, 108 Bay Blvd, favorably in support of the Carousel and grant. It is part of the history of Seaside as well as the United States and believes the building will eventually pay for the restoration. Mike Redpath, Executive Director of the BID, believes putting the carousel in a building will bring people from around the world, similar to when Mr. Marlin operated the carousel. He believes that it will be a positive image for Seaside Heights. He also believes by putting the building on the north end of the boardwalk, it should stimulate business on that side of the boardwalk. Robert Moss 117 New Street, Bloomfield, inquires whether the carousel can be placed on the lot without the building. Marilynn from PS&S explains that you can t have mechanical units in a flood zone and the carousel must be protected from the elements.

Councilman DiGuilio commented that it would be nice to receive the grant for the Carousel.

Councilman Tompkins commented that Polar Bear Plunge and St. Patrick s Day was a good start to the season. The meeting was adjourned by unanimous vote at 5:18 pm
