Gordon to accept the Inter-municipal Assessment Review Board Agreement as presented. A copy of the RFD reporting a balance remaining in the Killam Sedgewick Airport Commission bank account is hereto attached and forms a part of the minutes. MOVED by Clr. Gordon to accept recommendation that the Killam Sedgewick Airport Commission distributes the balance of funds remaining, $605.33 in the general bank account and $1,732.35 invested in a GIC, equally between the Town of Killam and the Town of Sedgewick. A copy of the RFD recommending amendment to the Town of Killam Land Use Bylaw No. 809, for fencing provisions made specifically for corner lots, is hereto attached and forms a part of the minutes. Following discussion, Council recommended revising the proposed changes for front yard fencing provisions to indicate that when property abuts a roadway,

Suggested recommendation to read as: Section 40 Fencing and Screening 40.1 Notwithstanding any regulation respecting required yard to the contrary in this Bylaw, A fence may be constructed along a boundary line of a parcel of land. Fences shall complement the character and quality of the principal building. 40.2 In a residential district, fences are not permitted in front of the most forward portion of the principal building on the lot (front yard).on corner lots, a site abutting two (2) streets or more shall have a front yard on each street and two (2) side yards. 40.3 In a residential district a fence, or wall shall not exceed 2 m (6.6 ft.) in height. 40.2 In residential front yards, no fence shall be higher than 1 metre (3.3 ft) 40.3 In residential side and rear yards, no fence shall be higher than 2 metres (6.6ft) ADDED REVISION: * 40.4 Where yards are adjacent to a roadway (street or avenue), the setback for the fence shall be 1.0 metre (3.3ft) from the property line. 40.4 40.5 Commercial/industrial buildings adjacent to residential areas must be screened by a fence of not less than 2.0 m (6.6 ft.) in height on those sides of the commercial lot abutting the residential area. 40.5 40.6 In the case of drive-in businesses, car washing establishments, service stations and gas bars, landscaping shall be provided and maintained to the satisfaction of the Development Officer. Solid fences shall be provided at least 2.0 m (6.6 ft.) in height adjacent to residential areas. 40.6 40.7 Notwithstanding 40.4, a higher fence or a fence with barbed or other security features may be approved for public safety, security, privacy or buffering purposes 40.7 40.8 No barbed wire fences shall be permitted in residential areas. 40.8 40.9 The electrification of any fences within Killam shall not be permitted. 40.9 40.10 Unless required as part of the sale, promotion or display of the vehicle, equipment or product, all outdoor storage of vehicles, equipment, or products shall be screened from public view to the satisfaction of the Development Officer/Municipal Planning Commission. 40.10 40.11 Screening in the form of fences, hedges, landscaped berms or other means is required along the property lines of all commercial and industrial lots where such lines are coterminous with a residential property line or are adjacent to lanes that abut a neighboring residential property. Such screening shall be at least 2.0 m (6.6 ft.) high. Length and

BYLAW NO. 821 1 ST READING 078.05.16.13 BYLAW NO. 821, BEING A BYLAW OF THE TOWN OF KILLAM, IN THE PROVINCE OF ALBERTA, FOR THE PURPOSE OF AMENDING THE TOWN OF KILLAM LAND USE BYLAW NO. 809. MOVED by Clr. Krys to pass First Reading of Bylaw No. 821, amending Land Use Bylaw No. 809, with recommended revisions. The date for the Public Hearing is Thursday, June 6, 2013 at 7:00pm in the Killam Town Office Council Chambers. CAO Borgel will advertise appropriately as required prior to this date. GREEN GRASS BONANZA HALL REQUEST 079.05.16.13 JUNE COUNCIL MTG DATES 080.05.16.13 A copy of the Community Hall letter requesting permission to hold a Beer Garden in Heritage Park during the Green Grass Bonanza is hereto attached and forms a part of the minutes. MOVED by Clr. Krys to allow the Community Hall to hold a Beer Garden in Heritage Park, from noon to 4:00pm, during the Green Grass Bonanza on Saturday, June 15, 2013. Due to a conflict of obligation, discussion regarding the dates of the June Council meeting was had. MOVED by Clr. Eskra to have only one regular Council meeting during June, to be held on Thursday, June 6, 2013; the Thursday, June 20, 2013 Council meeting will be cancelled. CORRESPONDENCE 1. Health Advisory Councils Save the Date, Yellowhead East Health Advisory Council is inviting leaders and other community members to its 3 rd annual connection event. FILED Clr. Krys will be attending the Health Advisory Councils Community Health Forum and Networking event on Wednesday, June 12 in Wainwright. 2. Alberta Tourism Parks and Recreation- The Recreation Volunteer Recognition Awards have been a part of Energize since 1977. COUNCIL COMMITTEE REPORTS Mayor James a) Flagstaff Inter-municipal Partnership Committee A copy of the report Mayor James prepared highlighting the May 6, 2013 FIP Meeting is hereto attached and forms a part of the minutes. Also attached are copies of the Managers Report, Protocol for Regional Cooperation and the Regional Cooperation Report. Clr. Slavik a) Citizen Advisory Committee Clr. Slavik reported that the next meeting for the Citizen Advisory Council will be held on June 11, 2013. The Flagstaff County Protective Services department will be repainting their trucks. Also, the schedules for patrolling have been updated to change rotations. Clr. Gordon a) Killam Adult Housing Committee Clr. Gordon shared with Council that the Killam Adult Housing Committee has distributed invitations to contractors who may be interested in beginning construction for Adult Living Duplexes. Submissions were requested by June 12, 2013, and will be reviewed on June 13, 2013. A meeting will be held on June 24, 2013, open to the public who may be interested in purchasing a unit. COMMITTEE REPORTS ACTION ITEMS CAO REPORT A copy of the May 2, 2013 Action Items List is hereto attached and forms a part of the minutes. A copy of CAO Borgel report for May 2013 is hereto attached and forms a part of the minutes.
