September 12, 2007 JUDICIAL/LAW ENFORCEMENT AND EMERGENCY MANAGEMENT COMMITTEE The regular Judicial/Law Enforcement and Emergency Management Committee meeting was called to order by Chairman Thom at 4:30PM on Wednesday September 12, 2007, in the County Board Room, Courthouse, Green Lake, WI. APPEARANCES Judy Street, Child Support Adminstrator, appeared with a purchase request. Additional Funds were provided by the Department of Workforce Development with the main objective of assisting local agencies in updating their information technology (IT) equipment. She would like to purchase a new Printer, bids: OfficeMax $1,506.05; FloridaMicro $1,543.94 and 2 Monitors bids: FloridaMicro $576.82 and GovConnection $645.64. P&I has already approved the purchases pending on Judicial/Law approval. Motion/second(Schubert/Gorr) to approve purchases at the low bid. All Ayes. Motion carried. CORRESPONDENCE Correspondence in packet: Letter of thanks from the Green Lake County Ag/Extension & Fair Committee for Sheriff Department presence at the County Fair this year. Letter of Thanks from Green Lake Chamber of Commerce thanking the Sheriff for the help of the huber people who did a great job. Letter from Frank s County Market thanking Deputy Preuss for his assistance when his car ran out of gas. Letter of commendation to Sheila Pulice, Communications Officer for actions taken beyond the normal demands of her time on Sunday, July 31, 2007. Mike Prachel, Communications Office was given a letter of commendation for actions taken beyond the normal demands of his time on Sunday, July 31, 2007. Letter from Sheriff Podoll regarding cutting an additional $1,000 from the 2008 Budget and discussion on the adult prisoner board account. This will be put on next months agenda. Deb Schubert will take his letter to Finance in September. Helmer stated that Finance is looking for $586,000 to be cut out of the overall budget. OUT OF STATE TRAVEL District Attorney Collins and Mark Putzke, Chief Deputy Sheriff, requested permission for out of state travel to St. Louis, Mo. for Conference on Building and Enhancing your Coordinated Community Response to Battering: An institute for Rural Grantees. Jason Preuss, Deputy Sheriff and Lynn Dutcher, Victim Witness will be attending with the DA and other personnel. The conference is entirely funded by the Department of Justice. The conference is from Monday September 17 through Thursday September 20, 2007. Helmer pointed out that per County Ordinance, all out of state travel needs to be approved by County Board and the September County Board meeting is on the 18 th. Collins explained that he did not get the confirmation on funding for the conference until August 20 th and the August County Board meeting was on the 21 st. Discussion was held on whether or not to amend the Ordinance for this type of problem. This will be put on next months agenda. Lynn Dutcher and have the DA write a letter to the County Board explaining why this was presented after the fact and that no overtime will be used for this conference. All Ayes. Motion carried. TRAFFIC PROBLEMS AT ALL SAINTS CHURCH - BERLIN Tom Malchetske, President All Saints Church and Cindy Skipchek, Funeral Director Stated that when funerals are held at the church, escorts are needed on STH 49 from the City limits to the Church and vise virsa. The City Police can only escort to the city limits or meet them at the city limits to escort them into the city. Mark Putzke, Chief Deputy stated that the Sheriff Department does not have the manpower to do any escorts. Both Malchetske and Skipchek stated that they were not asking for the Sheriff s Dept. to do the escorts, but questioned if the City Police could be deputized for such an occurrence. The Sheriff does not want to deputize the police because of the liability issue for the county. John Selsing, Corp. Counsel, stated that if the city would get an assumption of liability insurance and the County was secondary, our insurance carrier would probably agree. We would have to ask our insurance carrier first. But the final decision to deputize is up to the Sheriff. Selsing will write a letter to Chief Plantz and Matt Chier, City Attorney, to get together with the Sheriff to discuss the matter. This will be put on the agenda for the next meeting. Malchetske, also stated that the DOT has suggested flashing signs be put 200 feet below and 200 feet above the entrance to the driveway for use when regular church services were held. These would be at the expense of the Church and not the county. COMMENDATIONS Commendation Awards were presented to Timothy Schaub, Corey Schaub and Allen Sutton. Your action on attempting to save Sylvia Herriman from drowning in Spring Lake on July 8, 2007 is highly admirable. You took all the right actions in aiding Sylvia by providing her with a flotation device, doing your level best in keeping her afloat and promptly obtaining aide to assist you. On behalf of the residents of Green Lake County, we would like to express our deepest gratitude and commend you for the manner in which you handled the situation. Podoll and the Green Lake County Judicial and Law Enforcement Committee DEPARTMENT COMMENTS Darlene Strey, Coroner reported on the expenses of Certification Testing for Coroners in Wausau, Wi. Cost of test $250 per person in Wausau (3 people = $750) for 2 days. St. Louise is a weeks stay and cost of test is $750 per person (3 people = $2,250 plus meals, mileage and lodging). Committee agreed attending the Wausau testing site was more economical. Judicial/Law Enforcement September 12, 2007 Page 3

Chief Deputy Putzke reported that two cities had no police coverage over the weekend and the County is required to cover for them especially in emergency situations. This stretches our resources very thin. As more budgets get cut, this will happen more and more. Jail contract with Waushara County ends on October 9, 2007. New contract with Waupaca County is being drawn up. Selsing has been reviewing the new new contract. Boat Patrol will be ending for the year. Scott Cody, Corrections Officer has been promoted to Patrol and Mike Prachel, Communications Officer has been promoted to the Jail as Corrections Officer. In the middle of the month, the Sheriff will be ready to announce the part-time officer for security for the Courthouse. EXPENSE & REVENUE MONTHLY REPORTS Expense & Revenue Reports were reviewed by the committee for each department. Motion/second (Schubert/Sell) to accept the expense and revenue reports. All Ayes. Motion carried. MONTHLY SHERIFF REPORTS Reports on accidents, complaints, paper services, citations, warnings for patrol, transports and Jail Population reports were reviewed by the committee. Population for August was 65, today 67. Motion/second (Sell/Gorr) to approve the monthly reports as presented. All Ayes. Motion carried. PURCHASE REQUESTS Squad Car Video Cameras (6) Replacement of 4 squad videos that are no longer working. Also to replace 2 squad videos that have already been rebuilt and are failing. Approximately 60% of the cost is to be paid for through contributions to the Anti-Drug Program as a portion of the use of these cameras will be for drug interdiction. Account No. 07-100-09-52126-369-000 ($10,000) 07-101-09-52126- 999-000 ($14,175). Bids: Digital Ally (sole vendor) $3995 Plus 1 Flash Reader $25 Shipping & Handling $180. Motion/second (Schubert/Gorr) to purchase video cameras per IT and P&I approval. All Ayes. Motion carried. Chairs for Jail Office (4) State bids Endeca $345, Corporate Express $240.83, Bubricks (State Bid) $197.18 plus $35 for arms.
