DDA Minutes March 2, 211 Charter Township of Shelby Downtown Development Authority Meeting Minutes March 2, 211 at 7: p.m. Shelby Township Municipal Building 527 Van Dyke Shelby Township MI 8316 (Employee Lounge Lower Level) Call to Order: Mr. Hellebuyck called the meeting to order at 7:1 p.m. Roll Call: Ms. Rabaut Miller proceeded with roll call. Members Present: Mr. Hellebuyck, Mr. Fanelli, Mr. English, Ms. Rabaut Miller, Mrs. Kiel, and Mr. Swartz Members Absent (excused): Mrs. Filar, Mr. Stathakis and Mr. Mancini Also Present: Glenn Wynn (Township Planning Director), Fazal Khan (Township Engineer), Russ Matika, and Mitch O Connor (Chippewa Consulting) Approval of Agenda: Motion by Ms. Rabaut Miller supported by Mrs. Kiel to approve the agenda. Motion carried. Consultant(s) Report Sewer Update Chippewa Consulting: Mr. O Connor presented an updated map with signed and unsigned properties for the S.A.D. He said 5% have signed the petition at this time. There was discussion about reducing the district, which would eliminate the southern properties (from Gerhardt Street south to Utica border could be eliminated), due to a lack of signatures in that area. Mr. O Connor said he will recalculate the cost estimate with this option. He said they would have 51% approval if this reduction is implemented. Mr. Khan researched the $,1 bill from Utica s engineers. He said their engineers had to complete a study of Utica s present and future capacity and conclude if they could handle more flow, which is possible. Mr. Hellebuyck agreed to have Mr. Khan contact those engineers and have them stop any further study at this time. The members then 1
DDA Minutes March 2, 211 discussed a deadline for signed petitions. Also, Mr. Khan was % confident that the potential adjustment from Gerhardt north was a workable solution. Motion by Mr. Fanelli supported by Mr. English to give Mitch O Connor, from Chippewa Consulting, authority to reduce the S.A.D. to be Van Dyke from Gerhardt north to 22 Mile, if at the deadline of April 1, 211 he cannot secure any more signatures on the southern end of the S.A.D. to help the total percentage. At that point, signatures will be verified through the Assessing Department. Motion carried. Mr. O Connor would like a grant writing specialist to come to the next DDA meeting to discuss any possibilities for private owners to apply for grants to assist them. The members questioned the value for the entire district and declined offer. Old Business Review Signage sample (Design Committee): The board members reviewed the draft street sign samples and decided making the leaf portion of the trees yellow would add more color and show continuity. Additionally, there was a decision to remain with the tree shape like the tree on the existing township signage (vs. the tree shape on the township s new website.) They will have new samples at the next meeting. Old Business DDA Liquor License Update: This topic was left on the agenda in error. New Business Review Contract from Jim Eppink on Streetscape Project Oversight: Mr. Wynn said Jim Eppink submitted a revised contract to add a contractor, to provide oversight to the Streetscape Project, for a maximum of 1 hours or $1,25. Mr. Wynn explained the value of having an expert answer the questions from Superior Scape. He then updated the members on the easements which included a few changes. He said all of the signatures should be obtained by next week and the project should start as soon as the weather clears. Motion by Ms. Rabaut Miller supported by Mrs. Kiel to accept the proposal outlined in the March 1, 211 letter to Glenn Wynn from Jim Eppink, to hire a construction manager for 1 hours time for the value of $1,25. Motion carried. Committee Reports Design: Mr. Fanelli updated the members on the street lighting project, saying the MC Department of Road has started the engineering and have looked at eliminating some of the poles, mostly on the east side of Van Dyke. Committee Reports Promotion: No report Committee Reports Organization: Ms. Rabaut Miller distributed an updated process policy which now includes billing information. Also, she showed a plan and a 2
DDA Minutes March 2, 211 budget for welcome packages for new businesses in the DDA. When asked for ideas to include in the packages, the following ideas were given: sign ordinance, advertising sources, park information, solicitation ordinance, and township contact numbers. Mrs. Kiel suggested offering some service (cable TV, Facebook exposure, etc.) to the business if they do not have a formal ribbon cutting. The members talked about updating the DDA logo to use the tree from the Township campus signs. Ms. Rabaut Miller will try to put Downtown Development Authority on the logo to personalize it for the DDA logo. Ms. Rabaut Miller and Mr. Matika talked about the design of the DDA webpage that will resemble the new Township format. There was discussion about what attracts consumers to a website and coupons and sales were mentioned. Ms. Rabaut Miller said the two target audiences are consumers and the businesses. It was suggested to advertise the business coupons found on the DDA website in the PRM newsletter and on cable TV. Ms. Rabaut Miller felt it would be best to use the existing data, modernize it, and then add to it. She will continue to assist Mr. Matika with this. Committee Reports Economic Restructuring: No report. Treasurer s Report: Mr. Swartz reported the expenditures for February: Minutes - $7.. He is going to reopen the S.A.D. line item for better tracking. He explained the new process for tracking the payment of the minutes. Mr. Swartz also noted that they received $722.1 in interest from last year. Public Comment: None Approve Meeting Minutes: Motion by Mr. English supported by Mrs. Kiel to approve the minutes from February 2, 211. Motion carried.
