PUBLIC COMMENT There was no public comment. 5. CHAIRMAN'S REMARKS Chairman Curran introduced two individuals in attendance from the Gift of Hope Organ & Tissue Donor Network: Elizabeth Lively, Chief Policy Officer and Lauren Ryan, Advocacy and Policy Coordinator who came to discuss HB 1805, sponsored by Representatives Deb Conroy, Patty Bellock and David Olsen and it's companion bill, SB 868. He then invited Ms. Lively to give a brief presentation on the importance of supporting these bills. A. Presentation by Gift of Hope Elizabeth Lively, Chief Policy Officer at the Gift of Hope Organ & Tissue Donor Network, briefed the committee members on the importance of voting in support of HB 1805/SB 868. Copies of these bills are attached hereto and made a part of the minutes packet. Ms. Lively also provided a fact sheet to those in attendance entitled "Drive for Life" which outlines key facts in support of these two bills. A copy of this handout is also attached hereto and made a part of the minutes packet. Ms. Lively stated that HB 1805/SB 868, referred to as the Drive for Life legislation, are a collaboration between the Illinois Secretary of State and the Gift of Hope. The Illinois Secretary of State's office manages the state's First Person Consent registry for organ and tissue donation. Gift of Hope has been working on these bills for approximately one year and recently held a press conference at which time the bills were introduced. This legislation has received favorable responses from the media. She explained that Gift of Hope's mission is to save and enhance as many lives as possible through organ and tissue donation. They are one of 58 federally mandated organ procurement organizations in the country. Since 1987 Gift of Hope has saved the lives of more than 24,000 organ transplant recipients and has improved the lives of hundreds of thousands of tissue transplant recipients. Illinois is one of only three states that has not passed legislation to provide an opportunity for 16 and 17 year olds to have their name included in the First Person Consent organ and tissue donor registry. According to the United Network of Organ Sharing, in DuPage County there are 324 residents on the waiting list for an organ transplant. Every year 300 residents in Illinois die while waiting for an organ transplant. This legislation has the potential of adding 360,000 16 and 17 year olds to the registry. The largest area where donors come from are through the Department of Motor Vehicles. If this legislation passes, Gift of Hope is hopeful that it DuPage County Page 2

NEW BUSINESS Member Healy informed the committee members that there will be discussion taking place about forming a new Metro County caucus under the Illinois Association of County Board members. He will keep the committee informed as this moves forward. Chairman Curran stated that the draft 2017 Federal Legislative Program will be provided to the committee members for their review and will be discussed at the next Legislative Committee meeting. In addition, he reminded the committee members to review SB 1592 - the Election Commission Bill which was recently filed by Senator Harmon. Finally, he pointed out that the 2017 State Legislative Program would be brought before the County Board today for approval. He thanked everyone for their efforts on this. DuPage County Page 3

Motion to oppose SB 678 Muni CD-Speeding 15 MPH Over Amends the Illinois municipal code. Provides that a municipality may adjudicate speeding tickets of 15 mph or less over the posted speed limit in its administrative adjudication system. Sponsor: Sen. The bills are similar and have language regarding the part-time/full-time designation of elected officials. These bills are posted for committee hearing in Springfield this week. 3.A HB 291: Pension Code-IMRF-Elected Officials Sponsors: Rep. David Olson, Allen Skillicorn Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Pension Code. Provides that a person who holds part-time elective office is not a participating employee with respect to that office, unless he or she (I) was elected to that office before the effective date of the amendatory Act and (ii) has elected while in that office to become a contributor. Provides that an elective office shall be presumed to be part-time in the absence of an official job description or determination by the legal advisor of the applicable unit of government, filed with the Board of the Fund every 4 years, declaring the elective office to be full-time. HB 362: Pension Code-IMRF-Elected Officials Sponsors: Rep. Allen Skillicorn, Lou Lang Amends the Illinois Municipal Retirement Fund (IMRF) Article of the Pension Code. Provides that a person who holds elective office in a participating municipality that is not a home rule unit and is first so elected on or after the effective date of the amendatory Act is not a participating employee with respect to that office. Effective immediately. HB 441: Pension Code - Limits on Membership Sponsors: Rep. Jeanne Ives, David Olson Amends the Illinois Pension Code. In the General Assembly Article, restricts participation in the General Assembly Retirement System to persons who become participants before the effective date of the amendatory Act and provides that, beginning on that date, the System shall not accept any new participants. Makes related changes. In the Illinois Municipal Retirement Fund, Chicago Municipal, and Cook County Articles, provides that a person who holds part-time elective office is not an employee, contributor, or participant with respect to that office, unless he or she (I) was elected to that office before the effective date of the amendatory Act and (ii) has elected while in that office to become a contributor. Provides that an elective office shall be presumed to be part-time in the absence of an official job description or determination by the legal advisor of the applicable unit of local government, filed with the Board of the Fund, declaring the elective office to be full-time.
