RES-2019-242 Consider a resolution creating a 2020 Census Complete Count Committee as a special advisory committee of limited duration to plan and implement local outreach efforts to publicize the importance of the 2020 Census. 2. RES-2019-243 Consider a resolution amending the Fiscal Year 2018-19 operating budget for the General Fund, Health Services Fund, Police Forfeitures Fund, Water Fund, Wastewater Fund, WMARSS Fund, Solid Waste Fund, Airport Fund, Waco Convention Center Fund, Transit Services Fund, Rural Transit Fund, Cameron Park Zoo Fund, Cottonwood Creek Golf Course Fund, and Engineering Fund. 3. RES-2019-244 Consider a resolution amending the Capital Improvements Program for the City of Waco Fiscal Years 2018-19 and 2016-17. 4. RES-2019-245 Consider a resolution authorizing continued participation in the Steering Committee of Cities served by Oncor ("Steering Committee") and the payment of 8 cents per capita ($10,914.88) as the City of Waco s assessment for participation in the Steering Committee. 5. RES-2019-246 Consider a resolution awarding a contract to Mazanec Construction Company, Inc., lowest responsible bidder, for the Fitness Equipment in 6 Parks Project in an amount not to exceed $199,710.00, and authorizing the City Manager to execute all documents necessary to complete the transaction. 6. RES-2019-247 Consider a resolution ratifying the execution of the Ryan White Part B Services grant contract with the Brazos Valley Council of Governments for the period of April 1, 2019, through March 31, 2020, in the amount of $319,577.00, and authorizing the City Manager, or his designee, to execute any documents in connection therewith and/or furnish additional information/documentation as is deemed necessary for implementation of said program and related matters. 7. RES-2019-248 Consider a resolution authorizing an interlocal agreement with the Cities of Hewitt, Lacy-Lakeview, and Woodway for the purpose of sharing costs of conducting the 2019 Household Hazardous Waste Collection event, and authorizing the City Manager to execute all documents necessary to complete this transaction. 8. RES-2019-249 Consider a resolution awarding a contract to Clean Earth of AL, Inc., the responsible offeror with the most advantageous proposal, for the collection, transportation, and disposal of Household Hazardous Waste for a term of one year with options to renew for three additional one-year terms, authorizing the expenditure of funds under said contract in an amount not to exceed $65,000.00 during Fiscal Year 2018-19, and authorizing the City Manager to execute all documents necessary to complete these transactions. 9. RES-2019-250 Consider a resolution authorizing an Advance Funding Agreement with the State of Texas, for the construction of the Highway Safety Improvement Program grant improvements to Bosque Boulevard at the intersections of 25th Street and 26th Street for a total estimated cost of $248,969.00, with the City s share of the costs estimated to be $39,906.00 plus any cost overruns, and authorizing the City Manager to execute all documents necessary to complete this transaction. 10. RES-2019-251 Consider a resolution authorizing a contract for surveying and engineering services with CP&Y, Inc., for the Landon Branch Bridge and Utility Rehabilitation and Repair project in the amount not to exceed $847,763.00, and authorizing the City Manager to execute all documents necessary to complete this transaction. 11. RES-2019-252 Consider a resolution ratifying (1) the award of an emergency rental contract to Aggreko Holdings Inc., d/b/a Aggreko, LLC, for the Waco Metropolitan Area Regional Sewerage System (WMARSS) Central Plant Emergency Generator Replacement Project in an amount not to exceed $169,548.22, and (2) the City Manager's expenditure in the amount of $136,410.02 as the City of Waco's cost share of this Project, and authorizing the City Manager to execute all documents necessary to complete this transaction. 12. RES-2019-253 Consider a resolution ratifying (1) the award of an emergency contract to MP Electric, Inc., for the emergency installation of the new Jenbacher generator for the Waco Metropolitan Area Regional Sewerage System (WMARSS), in an amount not to exceed $155,820.00, and (2) the City Manager's expenditure in the amount of $125,364.98 as the City of Waco's cost share of this Project, and authorizing the City Manager to execute all documents necessary to complete this transaction. 13. RES-2019-254 Consider a resolution ratifying the emergency purchase of 48-inch expansion joints from Core & Main LP, for repairing the 48-inch clarified water line, which conveys water from the Dissolved Air Flotation (DAF) Plant to the Mt. Carmel Water Treatment Plant, in an amount not to exceed $78,176.07, and authorizing the City Manager to execute all documents necessary to complete this transaction. 14. RES-2019-255 Consider a resolution ratifying (1) the award of an emergency contract with National Power Rodding Corp., for removal of an obstruction in a 42- inch Waco Metropolitan Area Regional Sewerage System (WMARSS) sanitary sewer line located in Texas Department of Transportation right of way under Interstate Highway 35, in an amount not to exceed $330,225.00, and (2) the City Manager's expenditure in the amount of $265,682.52 as the City of Waco's cost share of this Project, and authorizing the City Manager to execute all documents necessary to complete this transaction. 15. RES-2019-256 Consider a resolution approving the purchase of one Chevrolet Suburban with one Rovver truck-mounted sewer inspection camera system from Caldwell Country Chevrolet, under an existing cooperative purchasing agreement with Tarrant County, Texas, in a total amount not to exceed $163,270.00, and authorizing the City Manager to execute all documents necessary to complete this transaction. XI. ORDINANCES 1. ORD-2019-260 Consider an ordinance amending Sections 17-146 and 17-152 of Division 1 of Article IV "Lakes" in Chapter 17 "Parks and Recreation" of the Code of Ordinances of the City of Waco, Texas, to further clarify where fishing is permitted on Lake Waco and Lake Brazos. FIRST READING 2. ORD-2019-261 Consider an ordinance amending Article I In General in Chapter 17 Parks and Recreation, and Article I In General, Article IV "Operation of Vehicles," and Article XII "Bicycles in Chapter 25 Traffic and Vehicles of the Code of Ordinances of the City of Waco, Texas, for the purpose of addressing matters related to the creation of a shared mobility device program in the city by: adding and/or amending definitions in Sections 25-1; amending Section 25-84 to amend the definition of "vulnerable road user"; renaming Article XII (from Bicycles to Transportation Devices and Shared Mobility Devices ) to address various transportation devices; amending restrictions to parking and riding on sidewalks in Sections 25-297 and 25-298 to provide an exception for shared mobility devices; renaming Section 25-299 (from Bike Share activities to Shared Mobility Device activities ) to address various transportation devices; amending restrictions in city right-of-way and on city-owned property in Section 25-299 to provide an exception for shared mobility device activities authorized by an agreement with the city; adding Section 25-300 to allow for shared mobility and transportation devices to use shared-use paths; and amending the prohibited operation of vehicles in parks in Section 17-10 to provide an exception for use of certain vehicles on shared-use paths.
