. BOARD OF SELECTMEN MEETING MINUTES May 22, 2017 A regular meeting of the Board of Selectmen was held on Monday May 22, 2017 at 7:00 p.m. in the Conway Hearing Room. Present were Selectman Andrew Deslaurier, Chairman, Selectman, Edward Giroux, Vice Chairman, Selectman Kim Conway, Secretary, Selectman Michael Rosa, Member, Selectman, George Simolaris Member, Town Manager, John Curran and Assistant Town Manager, Cathleen O Dea. CALL TO ORDER: Chairman Andrew Deslaurier called the meeting to order at 7:00 p.m. OPEN MICROPHONE: Steve Wetzel, 19 Dudley Road Addressing the repaving that is scheduled on Dudley Road. Mr. Wessel is worried that once this is complete, drivers will speed through and it will be even tougher to get out of their driveways. He would like the project to be put on hold and have some safety concerns addressed. Also, there is a drainage problem and an incline issue at the Concord Road end. Mr. Curran responded that the road is likely to be sewered over the next 5 years and the paving is only a shim coat is being done because they received numerous complaints from Dudley Rd residents. The first step for Mr. Wetzel should be speaking with someone in engineering. He would also have another opportunity to speak when the project goes before the Conservation Dept. George Simolaris, 38 Andover Rd. Addressing an issue that was on the agenda back in September 2015 regarding millions of dollars stolen stolen from special needs students of the Merrimack Valley Education Collaborative. Basically Mr. Simolaris would like Mr. Calabrese s name removed from the board in the center of town and from the Marshall School football field. Mr. Calabrese was part of the investigation of the missing funds and should not be honored in any way in the town.

National Grid & Verizon, RE: Boston Road National Grid to Install one new joint owned pole and anchor along the east side of Boston Road proposed pole is #167-84 30 +/- CL. The location begins approximately 60 feet north of the centerline of the intersection of Cummings Street. OLD BUSINESS: Town Mangers Report Neighborhood Meetings The neighborhood meetings always start around now in June and the first one is always at the Town Hall. They will be going through their previous meetings to make sure they don t have reoccurring topics.

The building is not insured and not practical to do so. We need to come to a decision in the near future on this building. MassWorks Project On schedule and is moving along very well! The poles are expected to be removed in the fall. Spring Town Meeting All the financial articles were approved. Article 25, the Water Meter article did meet some opposition after the vote was placed. A group, The Billerica Watchers was concerned with some safety issues. The town s new Social Media person, Clancy Main put together a YouTube video to educate the residents on the safety of the meters RF technology. It received 2100 hits on Twitter, 4,500 hits on Facebook and it was viewed over 568 times on YouTube. We believe it helped with the health risk concerns. Purple Heart Community The Town Managers Office met with Alicia Reddin and Ed Tierny about rolling out the Purple Heart Signs. We are looking to do that in conjunction with the Veterans Day celebrations in the fall. Aggregate Energy Timeline Right now we are looking at the DPU public hearings which will happen in June. The DPU will issue an order hopefully in late Aug/early Sept. The bidding process should happen about Sept. We should have a signed contract in Sept. Then an education period that takes place in Oct. The Opt Out period also takes place in Oct. We hope to be operational in November. NEW BUSINESS Billerica Council on Aging one day beer and wine license for Tuesday, June 13, 2017 from 6:30 pm to 8:30 pm COA Family Italian Dinner open to all that are eligible for the COA Selectman Kim Conway, seconded by Selectman Edward Giroux made the motion to grant a one day beer and wine license for Tuesday, June 13, 2017 from 6:30 pm to 8:30 pm for the Billerica Council on Aging. The liquor liability policy is on file and the fee waived.
