CHIEFS /SHERIFF S MANAGEMENT COMMITTEE Wednesday, October 2, 2013 ITEM # 1. ROLL CALL RECOMMENDATION +2. APPROVAL OF AUGUST 7, 2013, MEETING MINUTES 3. PUBLIC COMMENTS/COMMUNICATIONS/MEMBER COMMENTS APPROVE Members of the public will have the opportunity to address the Management Committee on any issue within the jurisdiction of the Committee. Speakers are limited to three minutes each and shall reserve time by completing a Request to Speak form and giving it to the Clerk prior to speaking. Committee members also may provide information and announcements under this agenda item. REPORTS (4 through 7) 4. PUBLIC SAFETY COMMITTEE UPDATE (ARJIS Staff) INFORMATION The Public Safety Committee (PSC) meeting scheduled for September 20, 2013, was cancelled. The next scheduled PSC meeting is Friday, October 18, 2013, at 1:00 p.m. 5. SOUTHWEST OFFICER REAL-TIME TIFICATION (ARJIS Staff) INFORMATION ARJIS has been awarded a grant from the Bureau of Justice to implement the Southwest Officer Real-Time Notification (SWORN) initiative. Staff will provide an overview of this effort that involves partnering with the California Department of Corrections and Rehabilitation (CDCR), and San Diego and Maricopa County, AZ Probation Departments, to provide real-time alerts and wireless technologies for access to information on probationer and parolees for officers in the field. 6. DATA SHARING MOU (ARJIS Staff) DISCUSSION/ RECOMMENDATION ARJIS staff will provide an update on the discussions and actions relating to the regional data sharing MOU, and the inclusion of the LECC (Law Enforcement Coordination Center) to the document. The Management Committee is asked to discuss and make recommendations of any actions. 7. SUBSTANCE USE TRENDS AMONG THE SAN DIEGO COUNTY ARRESTEE POPULATION (Cynthia Burke) DISCUSSION As part of an on-going locally supported effort, data are collected from arrestees regarding their drug use histories and other risky behaviors. Recently compiled information from both juveniles and adults through 2012 will be presented. 8. UPCOMING MEETINGS INFORMATION The next meeting of the Chiefs /Sheriff s Management Committee is scheduled for Wednesday, November 6, 2013, at 9:30 a.m. at San Diego Police Department, Western Division. + next to an agenda item indicates an attachment 2

San Diego Association of Governments CHIEFS /SHERIFF S MANAGEMENT COMMITTEE October 2, 2013 AGENDA ITEM.: 2 MANAGEMENT COMMITTEE DISCUSSION AND ACTIONS Meeting of August 7, 2013 Action Requested: APPROVE 1. ROLL CALL Chief David Bejarano (Chula Vista Police Department) called the meeting to order at 9:30 a.m. Roll call was taken and a quorum was present. See attendance sheet on last page. 2. APPROVAL OF JUNE 5, 2013 MEETING MINUTES (APPROVE) Action: Upon a motion by Chief Adolfo Gonzales (San Diego District Attorney s Office) and a second by Assistant Sheriff Kirby Beyer (San Diego Sheriff s Department); the Management Committee unanimously approved the minutes of June 5, 2013. 3. PUBLIC COMMENTS/COMMUNICATIONS/MEMBER COMMENTS Ms. Pam Scanlon (ARJIS Director) advised the members that ARJIS is working on new UCR and Geo quarterly updates. The ARJIS data center has successfully moved to NLETS in Phoenix, Arizona. San Diego Data Processing Corporation has been dissolved as of June 30, 2013. REPORTS 4. PUBLIC SAFETY COMMITTEE UPDATE (INFORMATION) Ms. Scanlon reported the next Public Safety Committee meeting is scheduled for Friday, September 20, 2013. Action: This item was presented for information. 5. SYCUAN TRIBE ARJIS MEMBERSHIP (DISCUSSION/POSSIBLE ACTION) Chief Bill Denke from the Sycuan Police Department provided an overview of the Sycuan s efforts to obtain access to ARJIS and CLETS data. There are 110 federally recognized tribes and 25 have tribal police departments in California. Assistant Sheriff Kirby Beyer (San Diego Sheriff s Department) noted the application for CLETS has been mailed and suggested a pilot project with Sycuan. He noted that the California State Sheriff s Association (CSSA) is opposing Sycuan s application. 3

Chief Frank McCoy (Oceanside Police Department) asked why the need to wait regarding CLETS? Assistant Sheriff Beyer noted there is language and policy and an agency needs to be a member of CLETS to get access to CLETS data. Chief Bolduc stated that access to ARJIS data is separate from CLETS and Sycuan could be approved to access ARJIS and County data only. They do not require a CLETS mnemonic. Chief Ed Aceves (La Mesa Police Department) questioned that if we say yes to Sycuan, then what about other tribes and how we would deal with them. Assistant Sheriff Beyer stated that is why a pilot program is suggested and that would set a baseline for future requests. In regards to approvals, Assistant Sheriff Beyer stated that it would be the Department of Justice (DOJ) approval needed for CLETS, and the Chiefs /Sheriff s Management Committee approval for ARJIS/County data. Chief McCoy stated he would like to talk with Martin Mayer (General Counsel, CSSA) regarding his opposition to Sycuan s request. Chief Bolduc asked on SANDAG s legal response. Chief Bolduc would like SANDAG s approval and if it is in conflict with state law. He also would need details of any pilot project before making a decision. It was noted that SANDAG has no response at this time. Action: The Management Committee will review the proposal and discuss with General Counsel Martin Mayer and SANDAG legal before making a decision to move forward. It was noted that November 21, 2013, is the next CLETS meeting. This item will be brought back to the Committee for discussion and vote at a later time. 6. DATA TRANSFER AGREEMENT BETWEEN SANDAG AND ARJIS AGENCIES (APPROVE) Dr. Cynthia Burke (SANDAG) presented an agreement between the ARJIS member agencies and the SANDAG Applied Research Division to obtain crime and arrest data for statistical evaluations of public safety data efforts in the San Diego region. Once the statistical data is extracted, the crime and arrest data would be shredded. Action: Upon a motion by Chief Bejarano and a second by Chief Manuel Rodriguez (National City Police Department), the Management Committee unanimously approved the data transfer agreement between SANDAG Applied Research Division and ARJIS agencies to obtain crime and arrest data for statistical evaluations of public safety data efforts in the San Diego region. 7. PUBLIC CRIME MAPPING DATA EXTRACT FOR THE PUBLIC (APPROVE) Ms. Scanlon and Ms. Shelby Tucker (Associate Legal Counsel/SANDAG) reported on the Public Crime Mapping Data Extract for the public proposal. Ms. Tucker stated that SANDAG is 4

inundated with requests for public data. To help handle the requests, it was proposed that a link be available on the SANDAG Web for the public to be able to download crime data in an excel spreadsheet for the previous 180 days. The only data available would be date, crime type, zip, and the 100 block address. There would be a disclaimer on the site noting which data is available and that SANDAG does not validate data. The data will be refreshed every Tuesday with Omega providing a weekly extract of rolling data. Ms. Tucker stated that if a request comes in for 365 days of data, the requestor would need to pay processing fees to obtain the extract. Action: Upon a motion by Chief Rodriguez and a second by Chief McCoy, the Management Committee unanimously approved to implement the service of inserting a link on the SANDAG web site to allow the public to extract public crime data with the restrictions as noted. 8. DATA SHARING MOU AND TACIDS POLICY (RECOMMEND) Ms. Scanlon provided a copy of the Data Sharing MOU and TACIDS policy. She noted the need for policies and will be holding meetings with legal counsels for recommendations. Action: The Management Committee recommended going forward with discussions with the appropriate legal counsels. 9. BUSINESS WORKING GROUP (INFORMATION) Ms. Scanlon noted the next Business Working Group meeting will be held in September. Action: This item was presented for information. 10. UPCOMING MEETINGS (INFORMATION) The next meeting of the Chiefs /Sheriff s Management Committee is scheduled for Wednesday, September 4, 2013, at 9:30 a.m. at San Diego Police Department, Western Division. 11.
