MINUTES OF THE SUBDIVISION REVIEW SUBCOMMITTEE MEETING January 8, 2018 The Subdivision Review Subcommittee of the Stark County Regional Planning Commission met in regular session at 1:30 p.m. on Monday, January 8, 2018, in the Stark County Regional Planning Commission Conference Room, 201 3 rd St. NE, Suite 201. Jonelle Melnichenko and Emma Posillico presented the staff review and recommendations on the following: SITE IMPROVEMENT PLAN REVIEW Cramers Inc. (3,200 sf bldg.) SW ¼ Section 13, Perry Township Paulus moved, Mueser seconded, and the motion carried to recommend conditional approval of the above-noted site improvement plan, subject to the following conditions: 1. Stark County Metropolitan Sewer District s condition: a. The existing and proposed utilities serving the site shall be shown. 2. Staff conditions:

MINUTES, Subdivision Review Subcommittee, page 2 January 8, 2018 accordance with Sec. 430.3 of the Stark County Subdivision Regulations: 1) Provide a location map on the plan; 2) The plan submitted does not scale; 3) Provide the project name, township name, tract, quarter-section, and the distance to the nearest intersection on the plan; 4) Provide the property owner s name, address, and phone number on the plan; 5) Show the quarter-section line running through Southway Street; 6) Show/label both right-of-way lines, the center line, and the roadway width of Southway Street; 7) Show all existing utilities on the property; 8) Show topography lines; 9) Show the building on the property to the south (parcel number 4301663) that is within 50 feet of the property line; 10) Provide the adjacent property owners information on the plan; 11) Label the roadway shown on the northern side of Southway as a driveway; 12) Provide the total site acreage, dimension the existing buildings, and provide water and sewage treatment provider information on the plan; and 13) Future submittals lacking adequate information will be denied. More significant changes may require a revised site improvement plan review. Stark County House Numbering: No objections. Must obtain a house number for the new structure. Custom Truck & Equipment (8,750 sf bldg. addition) SW ¼ Section 26, Plain Township Paulus moved, Bernhard seconded, and the motion carried to recommend withdrawal of the above-noted site improvement plan. EDR Enterprises (1,750 sf bldg.) NE ¼ Section 2, Plain Township Mueser moved, Paulus seconded, and the motion carried to recommend conditional 1. Plain Township Zoning s conditions are attached. (attachment mailed) 2. Stark County Health Department s condition: a. Health Department review and approval of sewage treatment system is required. 3. Staff conditions: accordance with Sec. 430.3 of the Stark County Subdivision Regulations: 1) The land

More significant changes may require a revised site improvement plan review. Stark County Metropolitan Sewer District has no sanitary sewers within 500 feet of the site. Stark County House Numbering: No objections. Must obtain a house number for the new structure. Groffre Commerce Center (48,000 sf bldg., 48,000 sf future expansion, access drive & parking) SW ¼ Section 30, Nimishillen Township There was discussion regarding the 50 foot buffer between commercially and residentially zoned properties and adjacent property owners expressed their concern over Jeffries Company reportedly accessing the neighbor s properties. Posillico referred residents to the Township Zoning Inspector for questions on the buffer. Paulus moved, Rohn seconded, and the motion carried to recommend conditional 1. The existing and proposed utilities serving the site shall be shown. 3. Stark Soil & Water Conservation District s conditions: a. The Ohio EPA Construction General Permit is required for as the construction activity will disturb one or more acres of total land, or will disturb less than one acre of land but is part of a larger common plan of development or sale that will ultimately disturb one or more acres of land. b. A Storm Water Pollution Prevention Plan, Storm Water Management Plan, and Long Term Maintenance Plan will be required for review and approval by our office. These items must comply with the Stark County Storm Water Quality Regulations. 4. Staff conditions:

MINUTES, Subdivision Review Subcommittee, page 4 January 8, 2018 accordance with Sec. 430.3 of the Stark County Subdivision Regulations: 1) Show the existing gas well on the property and the outline of the L&G building; 2) Show all structures within 50 feet of the property lines; 3) Dimension the proposed asphalt drive and parking; and 4) Dimension the existing buildings on the property. More significant changes may require a revised site improvement plan review. Stark County House Numbering: No objections. Must obtain a house number. Nimishillen Township Zoning: As a note a natural area, a landscaped buffer of 50 feet in depth must be maintained adjacent to the residential areas. NE & NW ¼ Section 31, Nimishillen Township Mueser moved, Haines seconded, and the motion carried to recommend conditional 1. Stark County Health Department s condition: a. A septic permit has been issued for this property. Please verify that the additional proposed building on the parcel will not increase the estimated wastewater flow. Staff conditions: accordance with Sec. 430.3 of the Stark County Subdivision Regulations: 1) Show/label the distance to the nearest intersection on the plan; 2) Add the property owner s address and phone number to the plan; 3) Show/label the quarter-section line running through the property; 4) Label the right-of-way lines, center line, and roadway width of Broadway; 5) Show the contour lines (connecting the elevation labels on the drawing); 6) Show the floodplain on the western side of the property; 7) Show the building on the property to the west that is within 50 feet of the property line; and 8) Label all adjacent property owners. More significant changes may require a revised site improvement plan review. Stark County House Numbering: No objections. Must obtain a house number.

Please provide the plumbing plans showing the water service detail including the backflow preventer(s) inside the buildings for approval. 5. Staff conditions: Submit four (4) copies of the revised site improvement plan, with minor changes made to comply with the above conditions. More significant changes may require a revised site improvement plan review. Stark County Metropolitan Sewer District: The applicant shall submit two sets of the building and site improvement plans to the Permit Office (330.451.2304) in order to proceed. Stark County House Numbering: No objections. Must obtain a house number. Ohio Edison: The project proposal for proposed electric lines is acceptable. Once an order for electrical service is placed with Ohio Edison, we can proceed with design to provide electric. Please allow 18 weeks lead time from when power service is needed for placing order. Staff conditions: accordance with Sec. 430.3 of the Stark County Subdivision Regulations: 1) The property owner s name provided on the plans does not match the Stark County Auditor s listing; 2) Show parcel number 1627179 as a separate parcel; 3) Show the right-of-way lines, center line, and roadway width for Portage and Strip; 4) Show/label topography lines; 5) Dimension the proposed site improvements and provide a zoomed-in/clearer drawing of this area; and 6) Re-submit only the pages that have been modified. More significant changes may require a revised site improvement plan review. Stark County Metropolitan Sewer District: The applicant shall submit two sets of the building and site improvement plans to the Permit Office (330.451.2304) in order to proceed. PRELIMINARY PLAN REVIEW Nobles Pond Senior Living NE & SE ¼ Section 21, & NW ¼ Section 22, Jackson Township Paulus moved, Haines seconded, and the motion carried to recommend withdraw of the above noted preliminary plan. FINAL PLAT REVIEW Ingold Heights Allotment No. 2 SE ¼ Section 10, Perry Township Paulus moved, Mueser seconded, and the motion carried to approve the requested variance of Section 420 (conformance with preliminary plan). Mueser moved, Paulus seconded, and the motion carried to approve the requested variance of 530.4 (double frontage). Mueser moved, Paulus seconded, and the motion carried to recommend conditional approval of the above noted final plat review, subject to the following conditions: 1. Stark County Prosecutor s condition: a. Update the authority to sign to establish that only one signature is necessary for execution. 2. Perry Township Zoning s condition:

After further review, we have determined that the proposed lot split will not meet the zoning requirements in a B-2 Commercial Zoning District of the Perry Township Zoning Resolution. The proposed lot split will reduce the square footage of land for the property located at 3500 Lincoln Way and create a non-conformity where there is otherwise none. A variance must be sought after and approved by the Perry Township Board of Zoning Appeals. 3. RPC Staff conditions: a. The street name in the original tract drawing should read Lincoln Way. b. Correct the owner s address (Windbur, 44720 not Winbur 44721). c. Correct the acreage on the property to the east. d. Correct the spelling of Ingold under Bearing Basis. e. Correct the lot numbers in the certification of owners. f. Correct the spelling of commissioner for the Health Commissioner certification. g. All conditions and corrections must be met no later than 12 p.m. on January 11, 2018, or the plat will be denied. Other Comments/reports: Stark County Sanitary Engineer: These sites are served by the Stark County Metropolitan Sewer District. Lake Cable Section X-2 (replat of lots 834, 835, 836 in Lake Cable Section X ) SW ¼ Section 14, Jackson Township Mueser moved, Rohn seconded, and the motion carried to approve the requested variance of Section 420 (conformance with preliminary plan). Paulus moved, Mueser seconded, and the motion carried to approve the requested variance of 530.3 (frontage on a public street). Paulus moved, Rohn seconded, and the motion carried to recommend conditional approval of the above noted final plat review, subject to the following conditions: 1. Stark County Subdivision Engineer s condition: a. Change the name of this plat to Lake Cable Section X-2 to be consistent with the naming convention used for previous Lake Cable plats. 2. Stark County Health Department s condition: a. The eastern house of this proposed replat is served by a septic system. Please remove the for sanitary sewers only note on the plat. 3. Stark County Auditor s condition: a. Lake Cable is still missing the original lot acreage breakdown and new line of division label. 4. RPC Staff conditions:

Label the right-of-way lines, centerlines and roadway width of West and Knob Hill. d. All conditions and corrections must be met no later than 12 p.m. on January 11, 2018, or the plat will be denied. Other Comments/reports: Stark County House Numbering: Must obtain a house number for new construction. Shore View Allotment No. 4 (replat of lot 35 & part of lot 36 in Shore View Allotment No. 1) NE ¼ Section 11, Perry Township Paulus moved, Mueser seconded, and the motion carried to approve the requested variance of Section 420 (conformance with preliminary plan). Paulus moved, Mueser seconded, and the motion carried to recommend conditional approval of the above noted final plat review, subject to the following conditions: 1. RPC Staff conditions: a. Correct the new Regional Planning Commission President and Secretary signature lines (Wayne Schillig, President and Galen Stoll, Secretary). b. Update the year as necessary from 2017 to 2018. c. All conditions and corrections must be met no later than 12 p.m. on January 11, 2018, or the plat will be denied. Other Comments/reports: Stark County Metropolitan Sewer District: The sites are served by Stark County Metropolitan Sewer District. The Lot 78 access to the sanitary sewer near the southwest corner of Lot 79 may require an easement across Lot 79 to benefit the owner of Lot 78.
