CONGRESS The International Congress about Intellectual Handicap took place for first time in 2006. It was organized and promoted jointly by the University of Jaén and the Provincial Intellectual Handicapped Association of Jaén (APROMPSI in Spanish acronym). The Congress arrives at its IV edition. These meetings have achieved a better scientific level, because they have caught more attention in the society and institutional and political support. In addition, there is a better quality, which is confirmed in the interest of important publications, such as Portularia in 2009 and International Sociology Journal in 2014. This IV Congress is backed up by the experience and knowledge of its Scientific Committee, which includes professors, lecturers, and relevant figures from the University and other fields. They have in common their participation in the activist movement, which searches the total inclusion of intellectual handicapped people into society, which is the central topic of the IV Congress. Moreover, the intellectual handicap requires more and more research, development, studies and spreading of congress materials and experiences of our professionals. It is considered the better way to fight against exclusion and neglect of many handicapped people. They can be helped with our actions. It would be a manner to give them back their dignity and autonomy, two important humans rights. Therefore, we reaffirm our total engagement of working tirelessly in this beautiful task. We assume it like a dynamic and ecological situation, which represents a challenge for professionals and scientists. Additionally, it is an opportunity to build a multidisciplinary space to the positive dialogue and opinions exchange. It implies a better understanding of these people and an improvement on their quality of life. In order to get better their services and support, it is mandatory to broaden the scientific and professional understanding about the topic. It means that all institutions and entities, universities, associations and activists have to work together. Related to this, it is necessary to promote the development of qualified human capital in these areas to guarantee a better attention of intellectually handicapped. It justifies the need of doing these kinds of events. They are a motivating factor for researchers and the first step for many professionals from different fields, such as: social, business world, educational system, engineering, legal context and health workers. The lack of social, cognitive and physical autonomy is an important barrier in all life areas. These
people depend on public help and health or social centres. They usually are not included in economic, political or electoral platforms. These elements strengthen the relevance of developing inclusion measures and pay attention to these people and their relatives. Up to now, they have asked our attention. It is time that the government, public and private institutions and society, answer them. A good way is to open a social and scientific discussion about the manner in which this group is been considered inside the Social Responsibility. Taking these elements into account, the IV Congress expects to join professionals of many universities, companies, centres, non-lucrative entities and all interested people around the world; who can contribute with this topic and to rescue the true role of institutions and society facing intellectual handicapped needs. Therefore, the main objectives of the IV Congress are: - To promote the knowledge about the intellectual handicap from university, business and research contexts. - To build a space of meeting and reflection for researchers and professionals to reach a better understanding of intellectual handicap from different fields, for instance: health, psychology, education, politic, sociology and social action. To sum up, the IV International Congress about Intellectual Handicap wants to continue the previous work, which was beginning during the I Congress. The intention is to join the principal professionals and research staffs to build a scientific forum, as a way to look for solutions for improving support systems, professional development and education, and increasing research.
