AGENDA SAPULPA CITY COUNCIL MONDAY, MARCH 16, 2015 CITY HALL, 425 EAST DEWEY REGULAR MEETING - 7:00 P.M., COUNCIL CHAMBERS As required by Section 311, Title 25of the Oklahoma Statutes, notice is hereby given that the City of Sapulpa, State of Oklahoma, will hold a regular meeting on Monday, March 16, 2015, at 7:00 p.m., at the Council Chambers, Sapulpa City Hall, 425 East Dewey, Sapulpa, Oklahoma. MEETING PROCEDURE: Comments from the public are welcome at two different times during the course of the meeting: (1) Comments not scheduled on the Agenda will be heard under Public Comments - Agenda Item No. V.; and (2) Comments on all scheduled Agenda Items will be heard immediately following the presentation by staff or petitioner. Please wait until you are recognized by the Mayor and keep comments as brief as possible. The City Council will act on the Agenda Item after comments from the staff and the public has been heard. I. Consider adopting an Ordinance Extending the Corporate Limits of the City of Sapulpa, Oklahoma, Making Findings of Fact; Annexing an Area Adjacent to the City of Sapulpa in Sections 20, 21, 28 and 29, Township 18 North, Range 12 East, Creek County, Oklahoma, into and as a Part of the Corporate Limits of the City of Sapulpa, Oklahoma; Designating the Tract to Be Annexed; Providing for the Zoning of the Annexed Area; Providing for Severability; and Declaring an Emergency. B. Resolutions: 1. Consider adopting a Resolution of the City Council of the City of Sapulpa approving an amended and restated Trust Indenture for the Oklahoma Municipal Retirement Fund; providing amendments to the Trust to authorize daily valuations and daily accounting for assets within the master defined contribution plans administered by Oklahoma Municipal Retirement Fund; providing for daily valuation of participant accounts in the defined contribution plans administered by Oklahoma Retirement Fund and providing procedures and rules for accounting of such assets; providing for effective date and amended and restated Trust Indenture and continuing existing Trust as amended in full force and effect. 2. Consider adopting a Resolution of the City of Sapulpa, Oklahoma amending the FY 2014-2015 annual budget by increasing revenues and appropriations in the General Fund and increasing revenues in the Park & Recreation Capital Fund to recognize additional Park and Rec fees collected. 3

Consider adopting a Resolution of the City of Sapulpa, Oklahoma amending the FY 2014-2015 annual budget by increasing revenues and appropriations in the General Fund for the purpose of appropriating funds received from Court Fine Collections Fees for the payment of the collection agency fees. 4. Consider adopting a Resolution of the City of Sapulpa, Oklahoma and the Sapulpa Municipal Authority, Sapulpa, Oklahoma amending the FY 2014-2015 annual budget by decreasing estimated beginning fund balance and increasing revenue and appropriations in the Series 2014 Street Capital Improvement Fund to provide for receipt of bond proceeds and paying bond issue costs. C. Bid Awards: D. Contracts 1. Consider approving credit application with Best Western Plus Broadway Inn and Suites, Oklahoma City, OK. 2. Consider acknowledging Permit No. SL000072150123 for the construction of 3,000 linear feet of eight (8) inch PVC sanitary sewer line and all appurtenances to serve the Polson Industrial Park, Tulsa County, Oklahoma. 3. Consider acknowledging Permit No. WL000072150122 for the construction of 2,847 linear feet of twelve (12) inch PVC, 3,620 linear feet of eight (8) inch PVC potable water line and all appurtenances to serve the Polson Industrial Park, Tulsa County, Oklahoma. 4. Consider approving a Lease Agreement between the City of Sapulpa, Oklahoma (Lessor) and Heart of Route 66 Auto Museum d/b/a Tulsa Automotive Museum, Inc. (Lessee), to lease certain space located at Route 66 & Sahoma (formerly Armory Building) for use as an Automotive Museum. 4

5. Consider approving the Third Amendment to Water Tower Lease Agreement with New Cingular Wireless PCS, LLC/AT&T Network Real Estate Administration for the placement of additional equipment on the 9 th Street Water Tower located in the City of Sapulpa, Oklahoma. 6. Consider approving the Final Plat for Polson Industrial Park per the SMAPC Case #FP-15-01 Part of S32-T19N-R12E City of Sapulpa, Tulsa County, State of Oklahoma. XIV. COMMITTEE REPORTS XV.
