Senior Care Commission Minutes December 14, 2011 5. Discuss changes to FY 2012 Commission Work Plan. (Commissioner Brennan) After discussion, Commission deciding to go in a different direction and replace the existing Board approved FY2011-2012 work plan with the new potential work plan being presented. Discussion on the potential work plan items include: Cal Fresh Program participate in the education and marketing of information to eligible seniors. Transportation/ Mobility- establish transportation summit for all county stakeholders and apply for funding to support efforts. Emergency Preparedness- TBD Institutional Care Facilities- TBD Legislation- Identify potential senior related legislation, educate and advocate supporting existing proposed legislation. 6. Discuss Commission Committee structure and role of Committee in Work Plan implementation. (Commissioner Brennan) Commissioner Gerson informed the Commission that a copy of the proposed new work plan for FY2011-2012 will be submitted to the Commission at the next Senior Care Commission meeting for discussion, review and adoption. 7. Consider Chairperson's verbal report. (Chairperson Kinoshita) Commissioner Kinoshita reported on the importance of the commission to continue to have an active part in making changes and becoming an advocacy driven commission. He stated that by doing this, the commission will hopefully be able to change and influence the minds of the people that make the decisions. 3

Senior Care Commission Minutes December 14, 2011 8. Commissioners' verbal report from attendance at Senior Issues Forum. Commissioner Martinez attended the forum in Campbell. She reported that there were about 45 in attendance and the issue that the people brought up was the need for jobs for those who did not qualify for assistance to seniors. Commissioner Mukoyama attended the forum in Santa Clara; he was disappointed to find out that the facilitator was not from Santa Clara County and not very familiar with the issues in this county. He also reported that it was not well attended like some of the other forums.. Commissioner Langford commented that it seem the focus of the forums were about keeping people in their homes. Commissioner Adler added that this was just the beginning and now the work of analyzing the findings from all the forums, arranging the focus groups and survey in the field will be put together by January 2012 and then see how to proceed from there. 9. Reports from other Commissions or Departments: a. Critical Information b. Action Items Commissioner O Connell reported on the San Jose City Senior Commission meeting. The City Clerk s report on consolidation/ elimination of the City Board and Commissions has been released. Senior Commission is proposed for consolidation. Of the two consolidation options given, the San Jose City Senior commission has unanimously endorsed the one that will combine them with the Disability Commission, Human Rights Commission and Youth Commission. Several public outreach meetings will be held before changes are made. A letter has been written to the Mayor and Council recommending that the barriers in the parking lots of the City s Community Centers be painted a bright, florescent color. They are a trip hazard. 4

Senior Care Commission Minutes December 14, 2011 The survey of seniors addressing issues around Community Centers was approved and is being distributed throughout the City by the Commission liaisons to the Community Centers. Responses will be analyzed for possible recommendations to the Mayor and Council. Commissioner Mukoyama reported that at the Bay Area Senior Forum it was reported that Santa Clara County has the highest aging population in the Bay Area. Also there is no money for Washington Medi-cal and Medi-cad. He also reported how other counties such as San Mateo County are using blended funding to help supplement some of their cuts in funding and services. Before proceeding with his report from the Department of Aging and Adult Services Don Moody ask the commission for clarification of the work plan discussion. It was clarified that the commission would be presenting a new FY2011-2012 work plan, emphasizing the commission s role in two major areas of opportunity for contribution, nutrition and transportation. In Home Supportive Services 100 million dollars in cuts will drastically affect the IHSS program. An court injuntion was put into place to stop these cuts. There is an appeal process for those who will be impacted by the cuts. Adult Protective Services APS is in the process of hiring a social worker for the South County office for this year. Also APS is working with Mental Health to get services to isolated seniors; this includes the hiring of a psychiatric nurse to accompany the social workers on home visits. Senior Nutrition Everyone seems satisfied with new providers of the meals for senior nutrition and the meals themselves. 5

Senior Care Commission Minutes December 14, 2011 Public Administrator/Guardian/Conservator- Don Moody introduced Cherie Purdy Program Manager for the Public Guardian. Cross training of Deputy Public Guardians is taking place in anticipate to the proposed staffing reductions. Commissioner Langford asked how is Public Guardian assisting eligible senior to apply for the CalFresh program, and Mr. Moody said that he would bring the information back to the Commission. Commissioner Gerson asked about the process that follows after the initial call to APS on a report of elder abuse. Mr. Moody described how calls are monitored and if the report is serious, there is follow up and visit. Commissioner Gerson further asked if APS does have the capacity to meet the demands, and Mr. Moody said that current capacity does meet demands. Commissioner Mukoyama asked Mr. Moody if the psychiatric social worker and nurse have started in APS, and Mr. Moody explained that they are still in the selection phase for hiring, and will start at the beginning of the year. Commissioner Martinez: asked what happens when a social worker is unable to access a site. Mr. Moody described that social workers make an assessment based on the type of complaint and what you see at the site upon arrival. Kristina Cunningham will be added to the Department of Aging and Adult Services report rotation to the Commission. 10. Announcements. Commissioner Mukoyama announced that the Mental Health Senior Summit recommendations will be presented to the Children s, Seniors and Families Committee on Monday December 19 th at 1:30pm in the Board Chambers at 70 W. Hedding St. San Jose, 6

Senior Care Commission Minutes December 14, 2011 Ca 95112.He gave some statistics: -99% of all chronic diseases are stress related -Depression will be the number one killer in 2020 of all older adults, because it is not being treated. Depression is connected to all senior services in one way or another. These recommendations are very similar to the Senior Agenda forums. These recommendations are to be added to the Senior Agenda and that the Senior Agenda is added to the recommendations as well. Commissioner Mukoyama stressed the important for all to attend. The hopes are that the Board will accept the recommendations and appoint a steering committee to proceed with implementation. Commissioner Martinez announced that the 2012 Budget will not contain allocations for any new construction for senior housing. Commissioner Orton announced that the Council of Aging along with the Congress of Seniors has established senior support groups called Senior Circles. These are small groups of Seniors that are 80+ who are been aided to stay in their homes. 11.
