Minutes COUNCIL MEETING City Hall Bel Aire, Kansas June 2, 2015 7:00 P.M. I. CALL TO ORDER - Mayor David Austin called the City of Bel Aire Council meeting to order, June 2, 2015 at 7:00pm. II. III. IV. ROLL CALL Council Members present Dr. Ramona Becker, Ken Lee, Guy MacDonald, Betty Martine and Peggy O Donnell. Also present City Attorney Alison McKenney-Brown, City Manager Ty Lasher, and City Clerk/Utility Clerk Jamie Hayes. MOMENT OF SILENT PRAYER - A moment of silent prayer was led by Mayor David Austin. PLEDGE OF ALLEGIANCE TO THE AMERICAN FLAG V. DETERMINE AGENDA ADDITIONS: None VI. CONSENT AGENDA A. Minutes of the May 19, 2015 City Council Meeting. MOTION: Mrs. O Donnell made a motion to approve the consent agenda as listed. Seconded by Dr. Becker. Motion carried 4-0-1 Mr. Lee abstained since he was not present at the last meeting. VII. DISCUSSION AND APPROVAL OF APPROPRIATIONS ORDINANCE A. Appropriations Ordinance 15-11 in the amount of $390,545.61. MOTION: Mr. MacDonald made a motion to approve appropriations Ordinance 15-11. Seconded by Mr. Lee. Motion carried 5-0. VIII. PROCLAMATIONS: Proclaiming June 14, 2015 as Flag Day read by Council President Guy MacDonald 1
IX. CITY REQUESTED APPEARANCES: None X. CITIZEN CONCERNS: Oral communication from the audience (Please move to the podium and state your name & address so that you can be clearly heard by the viewing public as well as the Governing Body. Comments are limited to three (3) minutes unless additional time is granted by the Mayor). XI. REPORTS: A. Mayor s Report Mayor Austin attended the CCUA meeting on Thursday as well as the open house that Perfection Builders had at the Courtyards in Elk Creek with Ms. Martine. While at the open house they were even told that one of the new homes had just sold. Mayor Austin congratulated the group on a great job with the Courtyards and the open house. Mayor Austin will be attending the Mayor s Summit on Wednesday and will report back to the council on that. Prior to the meeting tonight there was a PBC meeting at which Bill Brookhouser has resigned from the committee. Mayor Austin wanted to thank Mr. Brookhouser publically for his service on the committee since 2002. Mr. Brookhouser wishes the new appointment well and endorses his replacement on the committee. Mr. MacDonald stated that Mr. Brookhouser is one of two remaining members of the original crew of the USS New Jersey in World War II and was called a plank holder. A year or two ago Mr. Brookhouser and the other had the privilege of vising the ship and were even allowed to go places the public wasn t allowed to. B. Council Member Reports Ms. Martine attended the CCUA meeting as an alternate and attended the open house on Thursday and ran into the previous City Engineer and said he gave her some good compliments. She also ran into many people from the west side of Wichita and from Willowbend who are looking at moving into the Courtyard homes. Ms. Martine said the houses were very big and very nice and the food was great too. Mr. MacDonald had no report. Mrs. O Donnell was sorry she missed the open house on Thursday. She wanted to echo what the Mayor said about Bill and she has served with him on the PBC since 2005 and he will be greatly missed. Mrs. O Donnell also noted that Mr. Brookhouser has worked with every Mayor of Bel Aire in some capacity which is great. Mrs. O Donnell gave an update that the CCUA will be fixing the odor problem that Park City is experiencing when the wind blows a certain direction from the plant, Bel Aire has yet to have the odor but Park City has been getting a lot of complaints about it. 2
Mrs. O Donnell thanked the committee working on the issue including Mr. Lasher and said that the CCUA is looking to get the problem fixed with no increase to the water and sewer rates. Mr. Lee stated that it was a very good CCUA meeting and that the citizens can rest easy that they are fully aware of the problem and want to keep the rates low. Mr. Lee apologized he was not at the last meeting but was hosting a banquet and will to his best to be here for the meetings in the future. Dr. Becker read the background information for the first National Gun Awareness Day that was today and wore orange in support of it. Dr. Becker attended the open house on Thursday and it was so lovely, she took a friend who was visiting from Newton with her. She was very impressed with the homes, they were beautiful and very well done, she said it s a great addition to the community which we already have such lovely homes in town. The open house also had good food. Mr. Lee said he will be running in the Party for Parkinson s and encouraged others to participate as well. C. City Attorney Report City Attorney Alison McKenney-Brown had no formal report. D. City Manager Report Mr. Lasher reminded citizens that Saturday June 13 th the brush site will be open as well as it is the Party for Parkinson s run. The run will start at the Catholic Care, go through Elk Creek and Central Park, out to Woodlawn and end at the Catholic Care. City staff will be working as well to make sure everyone is safe during the race. June 25-27 will be the city wide garage sales and July 11 th from 8am to noon will be the community clean-up day, the brush site will be open that weekend too. The brush site is open the second Saturday of every month from 9am to 1pm. Also we have had 3 people adopt the fire hydrants so far, they will mostly be painting them red and keeping up the maintenance around the hydrant. E. Committees/Boards/Commissions Reports XII. ORDINANCES, RESOLUTIONS AND FINAL ACTIONS: A. Consideration of AN ORDINANCE AUTHORIZING THE SALE AND DISPOSITION OF CERTAIN PROPERTY UNDER A LEASE BETWEEN THE CITY OF BEL AIRE, KANSAS AND THE CITY OF BEL AIRE, KANSAS PUBLIC BUILDING COMMISSION. MOTION: Mr. Lee made a motion to approve AN ORDINANCE AUTHORIZING THE SALE AND DISPOSITION OF CERTAIN PROPERTY UNDER A LEASE BETWEEN THE CITY OF BEL AIRE, 3
KANSAS AND THE CITY OF BEL AIRE, KANSAS PUBLIC BUILDING COMMISSION and authorize the Mayor to sign. Seconded by Ms. Martine. Motion carried 5-0. Seconded by Ms. Martine. Motion carried 5-0. XIII. DISCUSSION AND FUTURE ISSUES: Workshop June 9 th at 6:30pm Workshop June 13 th at 6:30pm XIV. EXECUTIVE SESSION: MOTION: Mr. Lee made a motion to go into Executive Session for attorney client privileges for a period of 10 minutes and to invite in the City Manager and City Attorney. Seconded by Mrs. O Donnell. Motion carried 5-0. Executive Session began: 7:22pm Executive Session ended: 7:34pm and no binding action was taken. MOTION: Mr. Lee made a motion to accept a real estate purchase agreement between Bel Aire and Freedom Buildings, LLC. Seconded by Ms. Martine. Motion carried 5-0. XIV.
