IV. Jefferson Takes Office Created less formal presidency. Tried to integrate Republican ideas into Federalists policies already in place. Believed in small government. Began paying off federal debt and cut spending. 7

V. Rise of Supreme Court Congress repealed Judiciary Act 1801 Republicans tried to remove Federalist judges by impeachment. John Marshall -Chief Justice made Supreme Court powerful/independent. Marbury v. Madison case asserted the Court s right of judicial reviewpower to decide if law constitutional or not. 8

X. Rising International Tension Tries to keep us out of war between France and Britain. At first France and Britain fighting helped us economically because U.S. was neutral and traded with both countries. Impressment-stopped ships/seized U.S. sailors and forced them into British navy. Embargo Act 1807-ban on trade of U.S. with Europe but later repealed. 21
