Introduction European Neighbourhood Policy (ENP) Main objectives: Create common space of stability, security and prosperity Avoid new dividing lines in Europe Increase efficiency of external assistance Greater coherence through unified instruments New political initiatives for ENP region: Eastern Partnership (EaP) in the East and Union for the Mediterranean (UfM) in the South 3

ENPI Overview Neighbouring countries covered under ENPI: East (7 countries): Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine, Russia South (10 countries): Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, the Palestinian Authority, Syria, Tunisia Total ENPI budget: 12 billion for the period 2007-2013 (ca. 32% above TACIS and MEDA average) 5

ENPI - Interregional instruments (I) Cross Border Cooperation (CBC) Programmes and funding: Over 1.1 billion to finance CBC 2007 to 2013 13 ongoing programmes Objectives: Promote economic and social development Address common challenges Ensure efficient and secure borders Foster people to people co-operation Principles: Equal participation in programming and decision making structures MS/PC One set of rules applied on both sides of the borders 9

ENPI - Interregional instruments (II) Neighbourhood Investment Facility (NIF) EC contribution 2007-2013: 700 M Objectives: Mobilise additional funding; grant resources of EC and MS to be used to leverage loan financing Finance larger infrastructure operations and bring greater visibility for the European dimension of external cooperation Sectors: transport, energy, water & sanitation, social sectors, support to private sector Capitalise on European Public Financial Institutions 10

ENPI - Interregional instruments (III) Twinning, TAIEX and SIGMA Twinning: 13 countries 110M contracted & committed Total pipeline of 233 projects: 52 concluded, 36 ongoing, 32 negotiation contract/cfp open, 110 under preparation TAIEX: 17 countries 5 M per year (2007-2010), 7 M per year (2011-2013) 1.200 requests & 15.000 participants SIGMA: 10 countries 5.9 M (2007-2010), 9 M (2011-2013) 60 missions 11

Additional funding opportunities European Instrument for Democracy & Human Rights (EIDHR) Aim: Supporting liberty, democracy, respect for human rights and the rule of law Budget: 472.5 M for periode 2011-2013 Main beneficeries: groups or individuals struggeling for democracy and freedom within civil society Worldwide scope, but nevertheless contains also country specific envelopes Operates mainly through calls for proposals 12

Additional funding opportunities Development Co-operation Instrument (DCI) Aim: helping to eradicate poverty 5 thematic instruments for Neighbourhood region: Protection of the environment and sustainable planning Investing in people Non-state actors and local authorities Food security Migration and asylum policies 13

Additional funding opportunities Instrument for Stability (IfS) Launched in 2007 Main objectives: (1) Response to crisis or natural disasters (short term-component) (2) Longer-term actions to counter global and trans-regional threats (trafficking, proliferation CBRN agents, threats to public health, etc) (3) Longer-term pre- and post-crisis capacity building measures (strengthening international organizations in crisis prevention) 14

Additional funding opportunities Nuclear Safety Co-operation Instrument (NSCI) Overview: Promotion of a nuclear safety culture and safety management through cooperation From CIS (excluding Russia) to worldwide implementation (South-East Asia, North Africa, Latin America) INSC committed since 2007: 199 M of which 72.6 M in 2009 15
