MINUTES OF A REGULAR MEETING SIGNAL HILL CITY COUNCIL June 2, 2009 7:00 p.m. A Regular Meeting of the Signal Hill City Council was held in the Council Chamber of City Hall on June 2, 2009. CALL TO ORDER 7:00 p.m. ROLL CALL PRESENT: PLEDGE OF ALLEGIANCE Mayor Ward led the audience in the Pledge of Allegiance. PUBLIC BUSINESS FROM THE FLOOR Ed Villanueva spoke on behalf of Friends of Signal Hill Cultural Arts and invited Mayor Ward and City Council as well as residents to the art making workshop on Sunday, June 7 th at Discovery Well Park Community Center from 2:00 p.m. 4:00 p.m. Mr. Villanueva also invited Mayor Ward and City Council to attend the 8 th Annual Scholarship Award Reception for Latino Managers & Professionals on Thursday, June 11 th at 6:00 p.m., to be held at the Museum of Latin American Art in Long Beach. PRESENTATIONS/INTRODUCTIONS a. Mayor Ward presented a proclamation to Garry Bowie, Executive Director of The Long Beach AIDS Foundation in recognition of the 21 st Annual AIDS Walk Long Beach to be held on Saturday, June 20 th. Garry Bowie invited Mayor Ward and the City Council as well as residents of Signal Hill to support AIDS Walk Long Beach by participating in the event or making a financial contribution. b. Mayor Ward presented a proclamation to Maria Araujo, 2009 School Crossing Guard of the Year, for the City of Signal Hill. PUBLIC HEARING a. Resolution Approving the Proposed use of Community Development Block Grant Stimulus Funds (CDBG-R) for the Signal Hill Park LED Lighting Project City Manager presented the staff report. Mayor Ward opened the public hearing at 7:16 p.m. and asked anyone in favor or opposed to come forward. There being no testimony, Mayor Ward closed the public hearing at 7:16 p.m.. It was moved by, and seconded by COUNCIL MEMBER FORESTER to waive further reading and adopt the resolution. City Attorney read the title of the Resolution No. 2009-06-5761: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, APPROVING THE CITY S APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT STIMULUS FUNDS OF $35,893 AND DESIGNATING USE OF AVAILABLE FUNDS FOR THE SIGNAL HILL PARK LED LIGHTING PROJECT AND AUTHORIZING SUBMISSION OF SUCH APPLICATION TO THE LOS ANGELES COUNTY COMMUNITY DEVELOPMENT COMMISSION Page 2 of 7
It was moved by, and seconded by COUNCIL MEMBER HANSEN authorizing the City Manager to execute documents as may be required for the Project. CITY MANAGER REPORTS a. Resolution Adopting Investment Policy Chair Forester called the Redevelopment Agency to order at 7:18 p.m. City Manager/Executive Director introduced the City Treasurer, who presented the staff report. Mayor Ward and the City Council thanked the City Treasurer for a job well done. It was moved by, and seconded by COUNCIL MEMBER FORESTER to adopt the resolution. It was moved by MEMBER NOLL, and seconded by MEMBER WARD to adopt the resolution. Agency Counsel read the title of the Resolution No. 2009-06-426: A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING AND ADOPTING ITS INVESTMENT POLICY FOR PUBLIC FUNDS CHAIR FORESTER VICE CHAIR HANSEN MEMBER NOLL MEMBER WARD MEMBER WILSON Chair Forester recessed the Agency at 7:36 p.m. CONSENT CALENDAR a. Resolution Joining the Mayors for Peace Program Summary: At the May 19, 2009, City Council meeting, the Council requested staff to draft a resolution in support of the Mayor s for Peace program. Recommendation: Waive further reading and adopt the resolution in support of the covenant of the Mayors for Peace 2020 Vision Campaign. Page 4 of 7
b. Warrant Register Dated June 2, 2009 Summary: The Warrant Register is a listing of all general checks issued since the prior warrant register and warrants to be released upon City Council approval. Recommendation: Authorize payment of Warrant Register dated June 2, 2009. c. Minutes of the Following Meeting(s) Regular Meeting of May 19, 2009. Recommendation: Approve. PUBLIC BUSINESS FROM THE FLOOR Nick Dibs thanked the Mayor and City Council for approving the resolution in support of Mayor s for Peace program and requested the Council consider a resolution appealing to Congress to bring our troops home from Iraq and Afghanistan. COUNCIL AGENDA--NEW BUSINESS Council Member Forester announced he attended a wedding in Boston over the weekend and congratulated his friends on their union. Council Member Noll sent his condolences to Ken Davis, Parks & Recreation Commissioner, for the loss of his mother, Ruth Davis. Vice Mayor Wilson reported on his attendance at the California Contract Cities Annual Municipal Seminar. Mayor Ward thanked the fifty-four volunteers who came out and helped with the first Mayor s Cleanup Campaign at Hill Top Park. Mayor Ward thanked McDonald s for providing lunch and Rossmoor Bakery for providing cupcakes. The next Cleanup date is scheduled for August 29th. Mayor Ward attended a press conference at the Career Transition Center in Long Beach. They have career counselors and will retrain laid-off workers. In addition, they will offer temporary financial assistance and support services while transitioning back to work. Mayor Ward announced Connect CTY, which is now Blackboard Connect, which is a messaging service that allows the Signal Hill Police Department to send out brief personalized messages throughout the City. In an emergency, a message would be sent to targeted members by telephone. The message would provide information regarding the event, as well as instructions to be followed. Residents and business owners are encouraged to contact Scott Ackman, Information Technician with the Signal Hill Police Department at 989-7218 or sackman@cityofsignalhill.org to provide your information. Mayor Ward announced the Family Art Making Workshop to be held on Sunday, June 7 th at Discovery Well Community Center from 2:00 4:00 p.m. Signal Hill s First Friday s Book Club will meet this Friday, June 5 th at 11:30 a.m. in the Signal Hill Library Meeting Room to discuss William P. Young s The Shack. All adults over 18 are welcome. Calbrisas Park Family Festival & BBQ is on June 13 th from 1-4:00 p.m. at Calbrisas Park, 2451 California Avenue. This is a free event with lots of activities. Mayor Ward thanked Becky Burleson for her outstanding work on the City Views. Page 6 of 7
Vice Mayor Wilson announced an event sponsored by the California African American Museum and Beverly Hills Hollywood Branch of the NAACP on June 11 th at 6:00 p.m. at the Museum. ADJOURNMENT Mayor Ward adjourned the meeting in memory of William Bingham, father and father-in-law of Faye and John Donahue, and Ruth Davis, mother of Commissioner Ken Davis. It was moved by and seconded by COUNCIL MEMBER HANSEN, to adjourn the meeting.
