RECOGNITION OF MINUTES: Recognize the minutes from the August 28, 2017 Potter County Commissioners Court meeting. The minutes from the August 28, 2017 Potter County Commissioners Court meeting were so recognized. 2. BUDGET AMENDMENTS: To authorize the County Auditor to prepare a budget amendment effective 9-30-17 to make any necessary transfers for year end. Transfers will be made within departments whenever possible, otherwise contingency funds will be used. [Hood] MOTION was made by Commissioner Murguia: I make a motion that we approve the County Auditor to prepare a budget amendment effective 9-30-17 to make any necessary transfers for year-end. 3. VOUCHERS: To consider and act upon the approval of the payment of vouchers processed by the County Auditor s office for the period of August 23, 2017 through September 6, 2017. [Hood] Judge Tanner referenced Vouchers checks Nos. 176594-176790 and wire Nos. 949-956 in the total amount of $2,477,933.06. MOTION was made by Commissioner Church: I move we approve Vouchers as presented. SECOND for discussion was made by Commissioner Murguia. 4. INSURANCE REPORT: To recognize the insurance fund report. [Holland] The Insurance Fund Report was so recognized. 5. COMPENSATORY TIME: To hear a report on Compensatory Time and take any action necessary. [Holland] Judy Woodard, Human Resources Department, gave a Compensatory Time report. No action was taken.

6. 2017/2018 AMARILLO POTTER EVENTS VENUE DISTRICT BUDGET: To consider and act upon the approval of the Amarillo Potter Events Venue District for the fiscal year 2017/2018. This budget is funded through a 5% car rental tax and a 2% hotel occupancy tax. The District operates and maintains voter approved entertainment venues within the City of Amarillo. [Bonner] Michelle Bonner, City of Amarillo Assistant City Manager, gave a report to Commissioners Court and introduced Terry Wright, President of Potter and Randall Events Venue District. MOTION was made by Commissioner Church: I move we approve the budget of the Amarillo Potter Events Venue District for 2017/2018. SECOND was made by Commissioner Vaughn. 7. JUVENILE PROBATION DEPARTMENT: To consider and act upon the installation of security doors within the 5 th floor offices of the Juvenile Probation Office in the Santa Fe Building. [Navarette, Head] Troy Navarette, Chief Juvenile Probation Officer, made a request before Commissioners Court and Mike Head, Facilities Maintenance Director, spoke before Commissioners Court. MOTION was made by Commissioner Vaughn: I move that we approve the installation of security doors within the 5 th floor offices of the Juvenile Probation Office in the Santa Fe Building. SECOND was made by Commissioner Murguia. 8. ONLINE LEGAL SUBSCRIPTIONS: To consider and act upon renewing the contract to provide online legal research services for the public through LexisNexis, with subscriptions paid from fees collected as part of court cost. [Hood] MOTION was made by Commissioner Murguia: I d like to make a motion that we not approve the renewal of the contract for online legal services for the public through LexisNexis and move to the allinclusive West Law package.

9. TEXAS DEPARTMENT OF FAMILY AND PROTECTIVE SERVICES-TITLE IV-E LEGAL SERVICES CONTRACT: To consider and act upon the approval of the contract between Potter County and TDFPS and to authorize Judge Tanner to sign the contract. [Hood] MOTION was made by Commissioner Church: I move we approve the contract between Potter County and Texas Department of Family Protective Services and to authorize Judge Tanner to sign the contract. SECOND was made by Commissioner Vaughn. 10. POTTER RANDALL APPRAISAL DISTRICT: To consider and act upon the following: A. Submitting a nominee/nominees for board members on the Potter-Randall Appraisal District Board for a two year period; or B. Allow the board members for Potter County to remain on the board for an additional two year term. [Tanner] MOTION was made by Commissioner Church: I move that we allow the current board members for Potter County to remain on the Potter-Randall Appraisal District Board for an additional two years. SECOND was made by Commissioner Murguia. 11. LOCAL GOVERNMENT CORPORATION: To hear an update on the Local Government Corporation [Murguia] Commissioner Murguia gave a Local Government Corporation update. 12. STRATEGIC PLANNING SERVICES: To provide an update on the interlocal agreement between Potter County and Panhandle Regional Planning Services for Strategic Planning Services. [Murguia, Vaughn, Ingham] Kyle Ingham, PRPC, gave an update on the interlocal agreement between Potter County and PRPC. 13. TAX INCREMENT REINVESTMENT ZONE (TIRZ) #2: To provide an update on the Tax Increment Reinvestment Zone (TIRZ) #2 East Gateway TIRZ. [Murguia] Commissioner Murguia gave a TIRZ #2 update.

14. VEHICLE PURCHASE: To consider and act upon purchasing a vehicle from Texas Dodge in the estimate amount of $24,800.00 to be utilized by County Attorney. Federal forfeiture funds will be used. [Shelton, Passmore] MOTION was made by Commissioner Vaughn: I move that we purchase a vehicle from Texas Dodge in the estimate amount of $24,800.00 to be utilized by County Attorney. MEETING SCHEDULE: To adopt a schedule for additional Commissioners Court meetings during October through December 2017. [Tanner] Scott Brumley, Potter County Attorney, gave an explanation to Commissioners Court. MOTION was made by Commissioner Vaughn: I move to approve adopting the schedule for additional Commissioners Court meetings during October through December 2017. 16. INTERLOCAL AGREEMENT: To consider for approval a proposed interlocal agreement with Lubbock County for inmate detention. [Thomas] Sheriff Thomas, Potter County, spoke before Commissioners Court. MOTION was made by Commissioner Murguia: I make a motion that we approve the proposed interlocal agreement with Lubbock County for inmate detention. 17. DONATION OF DRONE: To consider for approval a proposed donation of a Phantom 4 Drone for use by the Sheriff in search and rescue and other operations. [Thomas, Coffee] Sheriff Thomas, Potter County, gave an explanation to Commissioners Court.

MOTION was made by Commissioner Kelly: I make a motion to approve the donation of the drone, Phantom 4, for use by the Sheriff in search and rescue and other operations. SECOND was made by Commissioner Vaughn. 18. NIGHT SHIFT MAGISTRATE INTERLOCAL: To consider for approval a proposed interlocal agreement with Randall County and the City of Amarillo for provision of night shift magistrates. [Fowler] MOTION was made by Commissioner Murguia: I make a motion that we approve the interlocal with Randall County and the City of Amarillo for provision of night shift magistrates. 19. NUISANCE ABATEMENTS DISCUSSION ONLY: To discuss options for abatement of nuisance conditions in areas of the county outside the city limits of Amarillo. [Fowler] Sheriff Thomas and Captain John Coffee, Potter County Sheriff s Office, Scott Brumley, Potter County Attorney, Chief Richard Lake, Potter County Fire Rescue, and Sebastin Ysaguirre, Potter County Road and Bridge Superintendent, spoke before Commissioners Court. Discussion was held. No action was taken. 20. PROCEDURE AND POLICY IMPLEMENTATION: To consider and act upon implementing procedure/policy requiring any salary changes above and beyond what was presented during budget process to come before Commissioners Court for approval. [Hood, Tanner] Scott Brumley, Potter County Attorney, and Randall Sims, 47 th District Attorney, spoke before Commissioners Court. This item was passed. No action was taken.

21. EMPLOYMENT ITEMS: To consider and act upon the following employment items: A. Collections: 1. The employment of Deborah Soria as part time deputy as a replacement for Jennifer Polk effective August 24, 2017. B. Facilities and Maintenance: 1. The loss of employment of Darla Johnson as Custodian I due to her passing away effective August 25, 2017. 2. The resignation of Cecil Echols as Lead Technician IV, effective September 6, 2017. C. Road and Bridge: 1. The discharge of David Trevino as Maintenance Tech, effective August 29, 2017. MOTION was made by Commissioner Church: I move we approve the employment items as presented. SECOND for discussion was made by Commissioner Murguia. 22. POTTER COUNTY PROJECTS: To hear a report on various Potter County Projects and to take any action necessary. [Head] Mike Head, Facilities Maintenance Director, gave a report to Commissioners Court on various Potter County Projects. 23. JAIL REPORT: To hear a report on the Potter County Detention Center and to take any action necessary. Jail population of 598 (83 female; 10 Childress) 88% felonies and 6% misdemeanors was given by Judge Tanner. 24. COUNTY INSURANCE ITEMS: To consider and act upon any insurance claims, accidents, etc. against the county. No insurance items were presented.

25. EXECUTIVE SESSION: To hold an executive session, if necessary, on the above agenda items as allowed by Chapter 551, Texas Government Code. No executive session was held. 26. AGENDA ITEMS: To receive agenda items for the next Commissioners Court. Bushland Rd. Issues; Procedure and Policy Implementation ADDENDUM 1. To hold the second public meeting on the proposed tax rate. Judge Tanner called for public comment on the proposed tax rate.
