ADOPTION OF THE AGENDA Moved by: Dave Roy Seconded by: Scott Mackey That the Agenda for the Multi-Municipal Wind Turbine Working Group meeting of be received and adopted, as distributed by the Recording Secretary. 2. DECLARATION OF PECUNIARY INTERESTS: No disclosures of pecuniary interests were made by the Committee. 3. APPROVAL OF MINUTES Moved by: Dwight Burley Seconded by: Carol Barfoot That the Multi-Municipal Wind Turbine Working Group adopt the minutes of the last Committee Meeting held September 14th, 2017, as circulated. 4. DELEGATIONS None. 5. BUSINESS ARISING FROM THE MINUTES 5.1 The Committee discussed sending an invitation to Rick Chappell District Manager of MOECC to attend a Committee meeting to have him provide information on how the MOECC is responding to complaints raised by citizens regarding Industrial Wind Turbines. It was suggested that we invite Mr. Chapell to either the November or December meeting. A suggestion was to have a backup plan where some members of the Committee meet Rick Chappell at his office if he is unable to attend either the November or December meeting dates. 5.2 The Committee wanted an update from Dave Hemingway to find out if he has obtained a registered copyright for the DVD "Impacts of Industrial Wind Turbines." Dave Hemingway stated that a person can have a copyright using the original data, however, the government doesn't verify if its the right person requesting the copyright. A copyright can be registered with the Science and Economic Development Canada office. Dave said that he is not charging any money for the members to use the DVD. Committee members asked if Dave Hemingway has received Releases from the persons in the DVD and if the DVD can now be shown to the member's Councils? Dave confirmed that he has received signed Releases from all the individuals in the DVD and provided copies of the Releases to the Recording Secretary. Dave confirmed that the DVD can now be distributed to the Councils for viewing. Page 2 of 5

The Chair agreed that the Council members are free to show the DVD to their Councils for information purposes. Dave Hemingway said that he would like to hear any feedback on the DVD that members get from their local Councils. 6. NEW BUSINESS 6.1 There was a review of a draft letter to local MPPs asking what their party's policy will be regarding IWTs in the election campaign for 2018. The Committee members discussed whether this letter should be sent at this time, since any political party would be unwilling to set a policy which may be unpopular in the larger urban centers. There was a suggestion the question about policy should wait until all the party's political candidates have been appointed. The Chair suggested that we put this issue on hold. Keith Stelling stated that the issues being raised are greater than any political party. The problems are so great that it will take new ideas to get them resolved. The electricity rates that are being charged are high and the rates keep going up and are being deferred to be paid by future generations. We've lost confidence in our politicians. One way is to approach the MPPs within the municipalities that part in this Committee and to ask them if they are willing to take back their party. Keith referenced the well water contamination that is being experienced in Chatham Kent. Keith asked, "Do we now allow multi-corporations to come in and ruin our water, and the government is doing nothing to help those people?" "How do we get all of them to focus on these issues?" Additional comments from members stated that the members of this Committee are elected members of municipalities, therefore the most important issue should be municipal input and municipal control over issues within municipal jurisdiction. Municipal control helps the municipalities that don't have IWTs but municipalities cannot implement enforcement because the Provincial Government supercedes the municipalities. There was a suggestion that we invite Bill Walker and Lisa Thompson to our meeting to discuss this with them. Stewart Halliday said that we work on amending the letter presented. There was agreement among some members that the important issues are municipal control of IWTs and the MOECC to ensure compliance of IWTs. Page 3 of 5

6.2 There was a request from the Committee that a review of the Committee's accomplishments be conducted. Mark Davis, the Vice-Chair, suggested that during the January meeting a look back at the Committee's past and also to look forward to what could be accomplished in the future. The Chair, Stewart Halliday, suggested that there could also be a recap for solicitation for new members also at the January meeting. 7. FOR INFORMATION 7.1 Municipal Updates: Kincardine - Randy Roppel stated that the Kincardine Council has requested MOECC attend a Council meeting regarding residents' complaints and how the MOECC is handling these complaints and requested that MOECC provide Council with a formal report on the Enbridge project and the Armow project. Bluewater - Dave Roy said Nextera has a project in Bluewater but they haven't paid the municipality anything yet. Northland project has been good so far. Stewart asked Bill Palmer if he had anything to add. Bill Palmer stated that in Huron County there are two families who have had issues with MOECC but they weren't getting anywhere resolving their complaints with IWTs so the families sent a letter to the Minister requesting a study and that it be done properly and that the families be provided with the results. The first public meeting concerning the Huron County Health Study is on October 26, 2017. Philip Englishman advised that Kevin Elwood has invited everyone to come celebrate with them for their success in their ERT. It will be held at the Airport Hanger at the Collingwood Airport. 8. DATE AND LOCATION OF NEXT COMMITTEE MEETING The next meeting date is scheduled for Thursday, November 9, 2017, at 7:00 p.m. at the Chesley Fire Hall, 211 1 st Ave. N., Chesley. 9.
