CALL TO ORDER FLAG SALUTE: ROLL CALL: called the meeting to order at 7:00 p.m. Led by Committeeman DeLorenzo Absent: None Also Present: Clerk Mary Picariello and Township Attorney Roselli SUNSHINE STATEMENT: The provisions of the Open Public Meetings Act have been met. Notice of this meeting has been transmitted by email to the Courier Post, Burlington County Times and The Trenton Times as well as given to those having requested same and posted on the Township bulletin board located in the foyer of the municipal building. PUBLIC COMMENT AS IT RELATES TO AGENDA ITEMS opened the meeting to the public. There were no public comments this evening. MOTION TO CLOSE PUBLIC COMMENT Proposed By: Seconded By: Committeeman DeLorenzo REVIEW OF CORRESPONDENCE Clerk Picariello noted late correspondence was received from Ms. Darlene Morrow. Ms. Morrow runs the Blood Drive for North Hanover Township. The Red Cross sent correspondence thanking Ms. Morrow for her drive. There were various hospitals listed that benefited from the successful drive. ENGINEER S REPORT Engineer Hirsh was not present this evening however, a written report was sent. Clerk Picariello noted the FY2016 Municipal Park grant project was approved to spend remaining funds on bathroom improvements. The FY 2015/2016 NJDOT grant project for Jones Mill Road drainage improvements was scheduled for March 25 th and the additional paving work was not scheduled yet. The FY 2018 NJDOT project was still awaiting formal approval to go out to bid. The stormwater cleaning project on Meany Road has been completed. MINUTES FOR APPROVAL March 7, 2019 Regular/Budget Meeting March 7, 2019 Executive Session BILLS AND CLAIMS FOR APPROVAL Committeeman DeLorenzo ORDINANCE INTRODUCTION 2019-01 Ordinance to Exceed the Municipal Budget Appropriation Limits and to Establish a Cap Bank Pursuant to N.J.S.A. 40A:4-45.14 ORDINANCE 2019-01 CALENDAR YEAR 2019 ORDINANCE TO ECEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK (N.J.S.A. 40A: 4-45.14) WHEREAS, the Local Government CAP Law, N.J.S. 40A:4-45.1 et seq., provides that in the preparation of its annual budget, a municipality shall limit any increase in said budget to 2.5% unless authorized by ordinance to increase it to 3.5% over the previous year s final appropriations, subject to certain exceptions; and WHEREAS, N.J.S.A. 40A: 4-45.15a provides that a municipality may, when authorized by ordinance, appropriate the difference between the amount of its actual final appropriation and the 2.5% percentage rate as an exception to its final appropriations in either of the next two succeeding years; and WHEREAS, the Township Committee of the Township of North Hanover in the County of Burlington finds it advisable and necessary to increase its CY 2019 budget by up to 3.5% over the previous year s final appropriations, in the interest of promoting the health, safety and welfare of the citizens; and WHEREAS, the Township Committee of the Township of North Hanover in the County of Burlington hereby determines that a 3.5% increase in the budget for said year, amounting to $ 26.953.60 in excess of the increase in final appropriations otherwise permitted by the Local Government CAP Law, is advisable and necessary; and, WHEREAS, the Township Committee of the Township North Hanover of in the County of Burlington hereby determines that any amount authorized herein above that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years. NOW THEREFORE BE IT ORDAINED, by the Township Committee of the Township of North Hanover in the County of Burlington, a majority of the full authorized membership of this governing body affirmatively concurring, that, in the CY 2019 budget year, the final appropriations of the Township of North Hanover shall, in accordance with this ordinance and N.J.S.A. 40A: 4-45.14, be increased by 3.5%, amounting to $ 94,337.60, and that the CY 2019 municipal budget for the Township of North Hanover be approved and adopted in accordance with this ordinance; and BE IT FURTHER ORDAINED, that any amount authorized herein above that is not appropriated as part of the final budget shall be retained as an exception to final appropriation in either of the next two succeeding years; and 2

BE IT FURTHER ORDAINED, that a certified copy of this ordinance as introduced be filed with the Director of the Division of Local Government Services within 5 days of introduction; and BE IT FURTHER ORDAINED, that a certified copy of this ordinance upon adoption, with the recorded vote included thereon; be filed with said Director within 5 days after such adoption. MOTION TO INTRODUCE Committee Doyle SET PUBLIC HEARING FOR APRIL 4, 2019 AT 7:00 P.M. ORDINANCE INTRODUCTION 2019-02 Ordinance of the Township of North Hanover, County of Burlington, State of New Jersey, Appropriating $20,000.00 from the Capital Improvement Fund to Provide for the Purchase of Fire Company Vehicle ORDINANCE 2019-02 COUNTY OF BURLINGON AN ORDINANCE OF THE, COUNTY OF BURLINGTON, STATE OF NEW JERSEY APPROPRIATING $20,000.00 FROM THE CAPITAL IMPROVEMENT FUND TO PROVIDE FOR THE PURCHASE OF FIRE COMPANY VEHICLE BE IT ORDAINED by the Township Committee of the Township of North Hanover, in the County of Burlington, State of New Jersey, as follows: SECTION 1. $20,000.00 is hereby appropriated from the Capital Improvement Fund of the Township of North Hanover, in the County of Burlington, New Jersey (the Township ) to provide for the purchase of Fire Company Vehicle and accessory equipment therefor and incidental thereto. SECTION 2. Said acquisitions are lawful capital improvements of the Township having a period of usefulness of at least five (5) years. Said improvements and acquisitions shall be made as general improvements, no part of the cost of which shall be assessed against property specially benefited. SECTION 3. This ordinance shall take effect upon final passage and publication according to law. MOTION TO INTRODUCE Committeeman DeLorenzo SET PUBLIC HEARING FOR APRIL 4, 2019 AT 7:00 P.M. guidance on the consideration of Arrest and Conviction Records in Employment Decisions Under Title VII of the Civil Rights Act of 1964 RESOLUTION 2019-50 RESOLUTION CERTIFYING THE NORTH HANOVER TOWNSHIP COMMITTEES COMPLIANCE WITH THE UNITED STATES EQUAL EMPLOYMENT OPPORTUNITY COMMISSION S Enforcement Guidance on the Consideration of Arrest and Conviction Records in Employment Decisions Under Title VII of the Civil Rights Act of 1964 WHEREAS, N.J.S.A. 40A:4-5 as amended by P.L. 2017, c.183 requires the governing body of each municipality and county to certify that their local unit s hiring practices comply with the United States Equal Employment Opportunity Commission s Enforcement Guidance on the Consideration of Arrest and Conviction Records in Employment Decisions Under Title VII of the Civil Rights Act of 1964, as amended, 42 U.S.C. 2000e et seq., (April 25, 2012) before submitting its approved annual budget to the Division of Local Government Services in the New Jersey Department of Community Affairs; and WHEREAS, the members of the North Hanover Township Committee have familiarized themselves with the contents of the above-referenced enforcement guidance and with their local unit s hiring practices as they pertain to the consideration of an individual s criminal history, as evidenced by the group affidavit form of the governing body attached hereto. NOW, THEREFORE BE IT RESOLVED, That the Township Committee of the Township of North Hanover, hereby states that it has complied with N.J.S.A. 40A:4-5, as amended by P.L. 2017, c.183, by certifying that the local unit s hiring practices comply with the above-referenced enforcement guidance and hereby directs the Clerk to cause to be maintained and available for inspection a certified copy of this resolution and the required affidavit to show evidence of said compliance. 2019-51 Resolution Authorizing Budget by Title Only RESOLUTION 2019-51 AUTHORIZE READING BUDGET BY TITLE ONLY WHEREAS, N.J.S.A. 40A:4-8, as amended by Chapter 95, P.L. 2015 provides that the Budget may be read by title only at the time of the Public Hearing if a Resolution is passed by not less than a majority of the full Governing Body, providing that at least one week prior to the date of hearing a complete copy of the Budget had been made available for public inspection and shall be made available to each person upon request. NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of North Hanover, in the County of Burlington and State of New Jersey, as follows: 1. The Township Committee, for the aforementioned reasons, hereby determines that the Budget shall be read by title only. 4

2019-52 A Resolution Increasing Deferred Local School Tax RESOLUTION 2019-52 RESOLUTION INCREASING DEFERRED LOCAL SCHOOL TA WHEREAS, under the provisions of statute, when a municipality raises school taxes on a school year basis, an amount of not more than fifty percent of the levy may be deferred to the following year, providing no requisition has been made for such amount or any portion of such amount; and WHEREAS, the North Hanover Township School District tax is levied on a school year basis; and WHEREAS, fifty percent of the school tax levy of the North Hanover Township School District levied by the Township of North Hanover in 2018 is $1,514,187.50; and WHEREAS, $1,352,643.50 of the above amount has previously been deferred, leaving an available balance of $161,544.00 to be deferred. NOW, THEREFORE, BE IT RESOLVED that the governing body of the Township of North Hanover hereby desires to defer additional school district tax in the amount of $161,544.00 to the year 2019. 2019-53 A Resolution Increasing Deferred Regional School Tax RESOLUTION 2019-53 RESOLUTION INCREASING DEFERRED REGIONAL SCHOOL TA WHEREAS, under the provisions of statute, when a municipality raises school taxes on a school year basis, an amount of not more than fifty percent of the levy may be deferred to the following year, providing no requisition has been made for such amount or any potion of such amount, and WHEREAS, the Northern Burlington County Regional School District tax is levied on a school year basis, and WHEREAS, fifty percent of the school tax levy of the Northern Burlington County Regional School District levied by the Township of North Hanover in 2018 is $1,447,594.50, and WHEREAS, $1,441,070.00 of the above amount has previously been deferred, leaving an available balance of $6,524.50 to be deferred. NOW, THEREFORE, BE IT RESOLVED that the governing body of the Township of North Hanover hereby desires to defer additional school district tax in the amount of $6,524.50 to the year 2019. 5

NON-CONSENT AGENDA 2019-54 Resolution Authorizing Contract with Signature Flooring for Carpeting and Other Improvements to the Jeanette Bowers Community Center Building RESOLUTION 2019-54 RESOLUTION AUTHORIZING CONTRACT WITH SIGNATURE FLOORING FOR CARPENTING AND OTHER IMPROVEMENTS TO THE JEANETTE BOWERS COMMUNITY CENTER BUILDING WHEREAS, the Township of North Hanover requires the services of a contractor for purposes of carpeting and making other necessary improvements to the Jeanette Bowers Community Center building; and WHEREAS, the Township Committee has determined and certified in writing that the value of the contract will not exceed $17,500; and WHEREAS, the Township Committee has solicited two competitive quotations of the service required and have determined that the proposal from Signature Flooring is the most advantageous, price and other factors considered; and WHEREAS, it is the desire of the Township Committee to accept the proposal from Signature Flooring for carpeting and other improvements to the Jeanette Bowers Community Center building in an amount not to exceed $3,300.00; and WHEREAS, funds are available to accept said proposal, as evidenced by the attached Certification of Availability of Funds; NOW, THEREFORE, BE IT RESOLVED, by the Township of North Hanover that it does hereby accept the proposal from Signature Flooring and it does hereby authorize a contract in an amount not to exceed $3,300.00 for carpeting and other improvement services for the Jeanette Bowers Community Center building. BE IT FURTHER RESOLVED that the required Notice of Contract Awards shall be published in the legal newspaper as required by law within ten (10) days of its passage. 2019-55 Resolution Awarding Contract for Grass Cutting and Maintenance of Township Property and Recreation Fields RESOLUTION 2019-55 RESOLUTION AWARDING CONTRACT FOR GRASS CUTTING AND MAINTENANCE OF TOWNSHIP PROPERTY AND RECREATION FIELDS WHEREAS, the Township of North Hanover requires the services of a vendor for purposes of grass cutting and maintenance of Township property and recreation fields; and 6

WHEREAS, the Township of North Hanover issued and had published a Notice to Bidders for purposes of receiving sealed bids in accordance with the Township s Bid Specifications prepared by the Township; and WHEREAS, sealed bids were received and opened on March 14, 2019, as follows: Company Bid for Bid for JB Lawn & Land Care, LLC $,. $,. PO BO Woodstown, NJ WHEREAS, the Township Attorney and Township Clerk have reviewed the bid proposal submitted by JB Lawn & Land Care LLC, the apparent lowest responsible bidder and has determined that the bid proposal is in compliance with the bid specification requirements; and WHEREAS, the Township of North Hanover has sufficient funding in place for this contract for 2019 as evidenced by the Chief Financial Officer s certification of the availability of funds and with the availability of funds for 2020 being subject to adoption of the Township s annual municipal budget. NOW THEREFORE, BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington County, State of New Jersey that an award of contract is hereby issued to JB Lawn & Land Care, LLC, with offices at PO Box 430, Woodstown, NJ 08098 for Grass Cutting and Maintenance of Township Property and Recreation Fields located in the Township of North Hanover for an initial term of two years in the amount of $20,000.00 for 2019 and $20,000.00 for 2020. AMENDING AND SUPPLEMENTING THE MANUAL OF RULES AND REGULATIONS FOR THE POLICE DEPARTMENT WHEREAS, the Township of North Hanover has adopted a Manual of Rules and Regulations for the Township of North Hanover Police Department; and WHEREAS, in accordance with N.J.S.A. 40A:14-118 and Rule 1:1.2 of the Manual, the Township may by Resolution amend or revoke any of the rules, regulations, or procedures previously adopted, and WHEREAS, the Township Committee desires to adopt the Standard Operating Procedures (S.O.P.) numbered and entitled as follows: Number Entitled 60 Duty to Warn Notifications and Procedures NOW THEREFORE BE IT RESOLVED by the Township Committee of the Township of North Hanover, County of Burlington, that the above changes to the Manual of Rules and Regulations for the Township of North Hanover Police Department here hereby adopted. BE IT FURTHER RESOLVED that in the event that any portion of this resolution is determined to be invalid, such determination shall not affect he remaining portions of the resolution, which are hereby declared to be severable. DISCUSSION Waste Facility Summer Hours Committeeman DeLorenzo noted that the waste facility employees kept track of those that attended for the extended hours. After discussion, there was a general consensus to amend the extended hours for July and August only. Clerk Picariello was instructed to amend the website, send an email blast and make sure proper signage was available. 2019 BUDGET INTRODUCTION 2019-57 Authorizing Introduction of the 2019 Municipal Budget MOTION TO INTRODUCE (MAYOR SETS THE PUBLIC HEARING FOR APRIL 18, 2019) TOWNSHIP COMMITTEE COMMENTS noted his attendance at the Burlington County Agricultural Board meeting. noted concerns over the intersection of Meany Road. He noted the County would be installing rumble strips and would look into a flashing beacon. He also expressed his appreciation for the Township Committees professional conduct as he recently attended another Committee meeting. noted he and the Mobile Home Inspector sent various violations to Mobile home parks. He also made note of the destruction and chaos going on in Plumsted Township as it relates to the new pipeline installation. 8

noted his attendance at the Cookstown Fire Department dinner. He also reported that it appears Plumsted will be taking control of Provinceline Road on or about April 8 th due to the Lennar Homes project. He noted the drainage repairs on Meany Road and Larrison Road. He stated four of the baseball fields were completed. He also noted his meeting with the Engineer at the park bathrooms. He also stated Senator Sweeney had sent some documentation asking to pass a resolution with regards to the Path for Progress and he noted he was still reviewing.
