Minutes of the of the New Lenox Community Park District Board of Commissioners held on Wednesday, at approximately 6:00 pm in the Board Room of the Village Hall, New Lenox, Illinois. GENERAL FUNCTIONS: Call to order President Fischer called the meeting to order at approximately 6:02 pm. Pledge of Allegiance Roll Call Also in Attendance Treasurer s Report President Fischer led the Board, Staff, and all others present in the Pledge of Allegiance. President Fischer directed the Recording Secretary to take roll call. Upon taking roll call, the following were present, Commissioner Kraemer, Commissioner Schulz, President Fischer and Commissioner Larson. Recreation Supervisor Lauren Lotz, Deputy Director of Recreation Lea Pipiras, Director of Parks- Maintenance George Travnicek, Director of Golf Bob Schulz, Director of Business Services Kathy Lynch, Attorney Angelo Vitiritti and Deputy Director of Executive Services Jacque Tuma. Commissioner Kraemer quoted the totals from the monthly Treasurer s Report as presented for March 31, 2017. President Fischer requested any questions or comments regarding the monthly Treasurer s Report for March 31, 2017. Hearing no questions or comments, President Fischer requested a motion to approve the Treasurer s Report as presented for March 31, 2017. Motion made by Commissioner Larson, seconded by Commissioner Schulz. Upon a roll call vote, all were in favor and the motion passed unanimously. Payment of Bills Commissioner Kraemer quoted totals from the Payment of Bills as presented for March 31, 2017. President Fischer requested any questions or comments. Hearing none, President Fischer requested a motion to approve the Payment of Bills as presented for March 31, 2017. Motion made by Commissioner Thomson, seconded by Commissioner Schulz. Upon a roll call vote, all were in favor and the motion passed unanimously. Consent Agenda Communications Approval of the Regular Meeting Minutes of March President Fischer requested any questions or comments on the Consent Agenda. Hearing no questions or comments, President Fischer requested a motion to approve the Consent Agenda as presented. Motion made by Commissioner Kraemer, seconded by Commissioner Larson. Upon a voice vote, all were in favor and the motion passed unanimously. IAPD Power Play Grant Letter Awarded Brian Fischer discussed receiving the IAPD Power Play Grant Letter, the New Lenox Community Park District received grant for $1000.00 that will be used for fitness equipment and staff training. Director of Recreation Shirley Braglia noted that the New Lenox Community Park District has been receiving this grant since 2003; and noted that Dianna Kroll and Kelly Molloy did a good job obtaining this grant. President Brian Fischer also congratulated the staff for working hard to receive this grant. Amendment to Agenda President Fischer requested a motion to amend the agenda and to hear Resolution No. 17-05 Resolution of the New Lenox Community Park District Honoring Shirley M. Braglia, Director of Recreation, Retirement after 32 Years of Service. Motion made by Commissioner Kraemer, seconded by Commissioner Larson. Upon a voice vote, all were in favor and the motion passed unanimously. Resolution No. 17-05 Resolution of the New Lenox Community Park District Honoring Shirley M. Braglia, Director of Recreation, Retirement after 32 Years of Service. Communications/Marketing Supervisor Lauren Lotz ready the Resolution No. 17-05. President Fischer requested a motion to approve Resolution 17-05. Motion made by Commissioner Larson, seconded by Commissioner Kraemer. Upon a roll call vote, all were in favor and the motion passed unanimously.

Page 2 of 5 Consent Agenda Committee & Staff Reports Approval of the Regular Meeting Minutes of March President Fischer has a few issues for Resolutions 17-03 and 17-04; a few changes will be made and cleaned up with subject to changes. President Fischer requested any other questions or comments on the Consent Agenda. Hearing no questions or comments, President Fischer requested a motion to approve the Consent Agenda as presented. Motion made by Commissioner Kraemer, seconded by Commissioner Larson. Upon a voice vote, all were in favor and the motion passed unanimously. 2016 Levy Will County Tax Rate Calculation Director of Business Services Kathy Lynch reported that she has been working with the county to have different rate calculations adjusted so that money can actually be moved where we can make better use of it. 2017-2018 Fiscal Year Overall Personnel Increase not to exceed 3% President Fischer requested any questions or comments on the Fiscal Year 3% Increase. Hearing no questions or comments, President Fischer requested a motion to approve the Fiscal Year 3% Increase as presented. Motion made by Commissioner Schulz, seconded by Commissioner Kraemer. Upon a roll call vote, all were in favor and the motion passed unanimously. Fiscal Year 17 18 Entry Level Compensation Chart President Fischer requested any questions or comments regarding the Entry Level Grade Chart Reclassification. Hearing none, President Fischer requested a motion to approve the Entry Level Grade Chart Reclassification as presented. Motion made by Commissioner Schulz, seconded by Commissioner Kraemer. Upon a roll call vote, all were in favor and the motion passed unanimously. Fiscal Year 18 19 Compensation Specific to Director of Recreation President Fischer requested any questions or comments regarding the 18 19 Compensation Specific to Director of Recreation. Hearing none, President Fischer requested a motion to approve the 18 198 Compensation Specific to Director of Recreation as presented. Motion made by Commissioner Schulz, seconded by Commissioner Kraemer. Upon a roll call vote, Commissioner Larson did not approve; majority approved so the motion passed. Director of Recreation Recommendation Lea Pipiras Executive Director Greg Lewis made the announcement that Lea Pipiras is the new Director of Recreation as of May 1, 2017 and former Director of Recreation, now retired has formally introduced Lea Pipiras into her new position. Deputy Directors of Recreation Recommendations Jason Braglia/Olga Viano Director of Recreation Lea Pipiras has formally introduced Olga Viano and Jason Braglia as the new Deputy Directors of Recreation as of May 1, 2017. Olga Viano has been with the New Lenox Community Park District and Jason Braglia has been with the New Lenox Community Park District for 18 years; having both these individuals with many years of experience will bring great value not only to the New Lenox Community Park District but to the community as well. 2017 Class of Callaway Staff Professional Hall of Fame - Bob Schulz Commissioner Garry Kraemer congratulated Director of Golf Bob Schulz on his 2017 induction into the Callaway Hall of Fame. There were only 53 individuals that were inducted into the 2017 Callaway Hall of Fame. Director of Golf Bob Schulz is also certified club fitter. Director of Golf Bob Schulz was very honored.

Page 3 of 5 Facilities / Planning LCC Plumbing Issues Commissioner Bill Thomson reported on major plumbing issues at the Lions Community Center; according to plumbing contractors there needs to be some work to resolve the issues. Director of Parks-Maintenance George Travnicek reported that there will be 10 of pipe that needs to be replaced and the work will be completed the week of May 22 nd. Fees and Charges Commissioner Bill Thomson stated he proposes to cease resident cards as of today 4/19/17; the households who have the cards will be honored for the calendar year, but no longer available to the population. President Fischer requested a motion to seize the Resident Cards as of 4/19/17. Motion made by Commissioner Schulz, seconded by Commissioner Kraemer. Upon a roll call vote, all were in favor and the motion passed unanimously. Amended Recreation Fees Amended for 2017-2018 President Fischer also requested a motion to approve recreation fees for 2017-2018 that were amended. Motion made by Commissioner Kraemer, seconded by Commissioner Thomson. Upon a roll call vote, all were in favor and the motion passed unanimously. Yearly Back Flow Testing Director of Parks-Maintenance George Travnicek reported the Yearly Back Flow Testing was done both at the Clubhouse and 701 and passed successfully. Golf Course Parks/Development Golf Course Commissioner Garry Kraemer reported the course has been flooded 3 times this year, but fortunately the Golf Course is in great shape. The fairways are very thick. The range is also open. For the month of March the rounds were about average. Director of Golf Bob Schulz reported March was better and ahead of this time last year. Executive Director Greg Lewis reported this has been the longest stretch of consistent cash flow for the Golf Course. Development Projects Update Commissioner Larson reported at Country Meadows park the bridge has been repaired. Director of Parks-Maintenance Travnicek reported regarding Water Chase that still waiting on deed and title. Also, still taking phone calls on Sky Harbor, Prairie Ridge and Bristol asking about the playgrounds plans. Tri-Annual Update Director of Parks-Maintenance Travnicek reported that all associations were present. All numbers were about the same across the board as last year. The New Lenox Baseball Association is requesting permission to illuminate the lights during the NLBA Memorial Day Classic Baseball Tournament from May 23 rd through May 29 th if needed at the Tyler-Bentley Complex. Executive Director reminded that the NLBA has to be courteous of residents; as we received a few complaints last year. President Fischer requested a motion to approve the lighting for the NLBA Tournament. Motion made by Commissioner Larson, seconded by Commissioner Thomson. Upon a voice vote, all were in favor and the motion passed unanimously. New Lenox Horizon Senior Living Impact Fees Executive Director Greg Lewis reported on the development of the New Lenox Horizon Senior Living Impact Fees. The developer has paid the impact fees in full. No children are calculated into the fees but seniors still use our facilities.

Page 4 of 5 Lions Den Park Security Cameras Director of Parks-Maintenance George Travnicek reported that the security cameras and internet connection will be installed on April 20, 2017. Recreation Asset of the Month Motivation Executive Director Greg Lewis read the asset of the month Motivation. Young person has internal motivation to achieve and do well in life. Special Recreation Executive Director Greg Lewis noted within the next couple months Special Olympic teams will be brought before the board to receive awards. LWSRA was recognized by basketball. LWSRA is working on budget and also have a letter our waiving fees on the access road. The organization is continuing to grow. 2017 Proud American Days Executive Director Greg Lewis reported the list of sponsorship has increased, all bands are in place, working together with food vendors. Director of Parks-Maintenance George Travnicek reported that all contractors are in place. Recreation Supervisor Lauren Lotz reported that we have many new sponsors compared to last years. ACES Before and After School Recap Director of Recreation Lea Pipiras highlighted that we employ 76 individuals for the ACES program alone. President Brian Fischer also noted that we employ 312 employees; we provide many jobs for the community. Recreation Events Commissioner Schulz reported on a few events that are coming up such as: Touch-A-Truck May 6 th 10am to Noon; Scott s Pitch, Hit and Run will be held May 7 th ; Chasing the Sun June 8 th registration is required. New Business Resolution No. 17-06 RESOLUTION AUTHORIZING THE EXECUTION OF THE AGREEEMENT WITH ANDROMEDA TECHNOLOGY President Fischer requested any questions or comments regarding Resolution No. 17-06. Hearing none, President Fischer requested a motion to approve Resolution No. 17-06. Motion made by Commissioner Larson, seconded by Commissioner Kraemer. Upon a roll call vote, all were in favor and the motion passed unanimously. Also, welcomed Lea aboard with her new position and congratulated Bill Thomson and Ted Schulz for the returning win on the Board of Commissioners. Commissioner Ted Schulz congratulations to Lea Pipiras on her new position. Commissioner Bill Thomson congratulated to Lea Pipiras. Commissioner Garry Kraemer congratulated Shirley Braglia on her retirement and congratulations also to Lea Pipiras on her new position. Commissioner Kraemer congratulated Bob Schulz on his impressive accomplishment and induction into the Callaway Hall of Fame. Commissioner Kraemer also noted that everyone is going to do great in their new positions and congratulation also to Jason Braglia and Olga Viano. Commissioner Larson congratulated Bill Thomson and Ted Schulz on the re-election on the Board of Commissioners. Also, congratulations to Shirley Braglia on the amazing 32 years. President Fischer congratulations to Shirley Braglia and Lea Pipiras on their promotions; everyone is growing and doing a great job working together.
