DISPOSTION: Carried BUSINESS ARISING FROM MINUTES DELEGATIONS (B) REPORTS (C1 - C10) 1. ROADS a) Roads Report for October RES. NO.4 Moved by Bodnar RESOLVED that the Roads Report for October from the Public Works Superintendent dated November 9, 2017 be received. b) Concrete Stockpile RES. NO.5 RESOLVED that the Concrete Stockpile Report from the Public Works Superintendent dated November 9, 2017 be received; AND THAT the Council of the Municipality of West Elgin agrees to give Spence Construction the surplus uncrushed concrete material currently at Kearns Pit in exchange for temporary storage at Kearns Pit; AND FURTHERMORE that if the Public Works Department requires the crushed concrete material, that Spence Construction make the material available to the Municipality of West Elgin at a reduced material rate. c) Proposed Sidewalk Maintenance Grant RES. NO.6 RESOLVED that the Proposed Sidewalk Maintenance Grant Report from the Public Works Superintendent dated November 9, 2017 be received; AND THAT the Council of the Municipality of West Elgin remain status quo. 2. NO.9 acknowledge Julie Newman as a delegation and allow her to address Council. RES. NO.10 RESOLVED that the Haven s Lake Road Transfer Funds from the C.A.O.-Clerk dated November 9, 2017 be received; AND THAT the Council of the Municipality of West Elgin set-up a reserve with monies received from Seaside Developments for a portion of the Haven Lake Road Allowance; AND THAT funds in the set-up reserve be used on a project in the Port Glasgow Beach and Marina area to honour the family that donated the lands; AND THAT representatives of Haven s family be part of the committee to make a recommendation to Council; AND FURTHERMORE THAT the appropriate by-law to establish a Reserve Fund be brought forth. CORRESPONDENCE 1. Letter to Council from the West Elgin Community Health Centre thanking the Municipality of West Elgin for our participation with the Fall Family Fun Night. 2. Request for Support from the Township of Lucan Biddulph regarding municipal concerns with Bill 148. RES. NO.13 send a letter from Mayor and Council pressing West Elgin s concerns regarding Bill 148 and that copies of the letter be sent to the MPP Elgin-Middlesex-London, Jeff Yurek, MP Elgin-Middlesex-London, Karen Vecchio, MPP Barrie & Chair of the Standing Committee on Bill 148, Ann Hoggarth and the Honourable Premier Wynne. 3. Notification from the Town of Essex of their support of the Town of Halton Hills resolution regarding zero tolerance against racism and condemn all racist acts of violence. RES. Letter to Council from the Elgin St. Thomas Alzheimer Society request for Flag Raising Ceremony the morning of Tuesday January 9, 2018 for Alzheimer s awareness month. RES. NO.15 Raise the Flag to bring awareness to Canadians living with Alzheimer disease or other dementias at the West Elgin Municipal Office and the West Elgin Arena on Tuesday January 9, 2018. 8. Letter to Council from Packetworks requesting municipal access for the development of a Fibre to the Home/Premises Network in West Elgin. RES. NO.16 to agree in principle to enter into a long-term lease arrangement for two municipally owned parcels of land (as described in correspondence D8 of the West Elgin Agenda Package for November 9, 2017) for the placement of structure(s) to house the electronic equipment and terminate the fibre optic cables necessary to operate the Fibre to the Home undertaking; AND THAT the Council of the Municipality of West Elgin enter into a Municipal Access Agreement granting North Frontenac Telephone Elgin Corp. the ability to place its fibre optic cables, ducts, vaults etc. within the municipal rights-of-way within industry standard terms and conditions as agreed to by Municipal Officials under the direction of the solicitor. 9.
