CONSTITUTION ARTICLE I Name The name of this organization shall be the Louisiana Volleyball Coaches Association (L.V.C.A.). ARTICLE II Purposes The purpose of this organization shall be: To encourage among coaches a deeper sense of responsibility in developing, maintaining, Sec. 1 and conducting the game of volleyball. Sec. 2 To promote the playing of volleyball in accordance with the highest traditions of interscholastic and intercollegiate competition. Sec. 3 To teach the game of volleyball within the general objectives of education. Sec. 4 To maintain a membership group representative of all sections of the state and all divisions of competition. ARTICLE III Membership There shall be four classes of membership: a. Regular b. Associate c. President d. Honorary ARTICLE IV Officers and Directors Sec. 1 The officers and directors of this organization shall be elected by regular membership. Sec. 2 The officers shall be President, Vice- President, Secretary, Director of Technology, and Treasurer. Sec. 3 There shall be four regional directors and two at-large directors comprising the Board of Directors. Sec. 4 There shall be an Executive Committee which shall consist of the officers, the Board of Directors, the retiring president, and the coordinators from the east and west. The retiring president shall be an ex-officio member for two years with voting privileges. ARTICLE V Meeting Sec. 1 The L.V.C.A. shall meet semi-annually in conjunction with the Louisiana High School Coaches Association coaching school in July and in conjunction with the Louisiana High School Athletic Association annual convention in January. Sec. 2 A majority of the regular members present at the meeting shall constitute a quorum for the transaction of business. ARTICLE VI Amendments This constitution may be amended by a two-thirds vote of the regular membership present at the semi annual meetings, provided that the proposed amendments have been submitted in writing to the Executive Committee and published to the membership.

Return to Top BYLAWS ARTICLE I Membership Sec. 1 Regular membership shall consist of coaches and assistant coaches who are currently involved in coaching volleyball at the elementary school, middle school, junior high school, high school, or college level. Junior development program coaches shall be regular members. Past regular members who are not presently working in coaching may choose to continue their regular membership. Sec. 2 Associate members shall consist of members of recognized officials associations and any interested persons. Sec. 3 President membership shall be an exemption from dues for his/her 2 years as president. At the completion of the term of office the president is allowed an exemption from dues for two years following his/her term. This carries all privileges of regular membership. Sec. 4 Honorary membership may be conferred upon any individual who has made a valuable contribution to the L.V.C.A. or to the sport of Louisiana volleyball. This membership must be approved by the Executive Committee. An honorary member will be the invited guest of the L.V.C.A. at its annual All-State Banquet the year membership is conferred and will receive a commemorative remembrance of the honor. Sec. 5 Application for membership shall be made to the Treasurer. The applicant shall furnish credentials that will determine the class of membership to which he/she is entitled. The application shall be accompanied by the dues; the Treasurer will inform the applicant if he/she is approved and the class of membership of which he/she is a member. Sec 6 All members shall have the privilege of the floor at the semi-annual meetings, but only regular members may vote. ARTICLE II Dues Sec. 1 Regular members shall pay dues of $40.00 Sec. 2 Associate members shall pay dues of $30.00 Sec. 3 Honorary members are exempt from dues. Sec. 4 Annual dues are payable at the July meeting of the L.V.C.A. and until September 30 of that same year. Sec. 5 Presidents will be exempt from dues for their term plus two years ARTICLE III Nominations and Elections Sec. 1 The nomination and election of the Executive Committee shall be held at the July meeting of the association. This Executive Committee will be installed at the annual L.V.C.A. All-State Banquet at the beginning of the next calendar year. Sec. 2 All officers of the organization shall be appointed by the president and approved by the regular membership.

Sec. 3 A vacancy occurring during the term shall be filled by a vote of the Executive Committee. Sec. 4 The term of office for the officers shall be two years. Sec. 5 The term of office for the Board of Directors shall be two years. Terms of office will be staggered so there is a continuity established among the Executive Committee. ARTICLE IV Duties of the Officers and Directors Sec. 1 The President shall preside at the semi annual meetings of the L.V.C.A. and the Executive Committee, shall appoint all committee chairpersons, shall be responsible for gathering and selecting material for the organization, and shall represent the L.V.C.A. at meetings of allied organizations. Sec. 2 The Vice President shall act as President in case of the President s absence and shall oversee the LHSCA All-Star Match along with the All-State selection process and banquet. Sec. 3 The Secretary shall give notice of the semi-annual meetings and all meetings of the Executive Committee. Sec. 4 The Treasurer shall process membership applications, shall collect dues and keep an accurate record of all funds, shall make disbursements upon approval at the Executive Committee. Sec. 5 The Technology Director shall assist the secretary in the collection of information regarding LVCA archives, LA tournaments, membership news items, and shall be responsible for the distribution of this information to the membership through the associations website. Sec. 6 The directors shall share responsibility with the officers for conducting the various projects of the L.V.C.A. ARTICLE V Executive Committee Sec. 1 The officers, directors, coordinators, and the immediate past President shall make up the committee. Sec. 2 This committee shall meet immediately preceding and following the semi annual meetings. Special meetings of this committee may be called by the President when necessary. The Executive Committee shall manage the affairs and funds of the association Sec. 3 and approve all projects. ARTICLE VI Committees Sec. 1 The chairmanships for the following committees shall be appointed by the President. Sec. 2 There shall be the following committees: a. Seeding b. All-State Selection c. Public Relations and Promotions d. All-Star Selection e. Membership

f. Hall of Fame g. The Kathy Trosclair Memorial Award h. Advisory Sec. 3 The duties of the committees are as follows: a. Seeding To oversee the power rankings for the state tournament as governed by the LHSAA. b. All-State Selection To follow the selection system as outlined in Article X of the L.V.C.A. bylaws. c. Public Relations and Promotions To promote volleyball throughout the state, including newspaper, magazine, radio, and television coverage. Manages the State Volleyball tournament including the Program and the State Championship MVP s in accordance with the LHSAA rules and regulations. d. All-Star Selection To oversee the selection of the all-star participants as governed by the LHSCA. e. Membership To coordinate a drive to increase membership and participation; to publish a current coaches directory.. f. Hall of Fame to recognize outstanding achievement and/or contribution of an individual to Louisiana volleyball. g. The Kathy Trosclair Memorial Award To recognize, by following the selection system as outlined in Article XII of the L.V.C.A. bylaws, an outstanding senior player who exhibits the qualities of love of volleyball, unselfish support of her coach and teammates, leadership, spirit, and sportsmanship. f. Advisory To be the voice of the membership in the sport of volleyball in coordination with the LHSAA and governed by the LHSAA. ARTICLE VIII Reports All officers and committee chairpersons shall present typewritten reports to be filed with the secretary at both regular meetings of the L.V.C.A. ARTICLE IX Amendments These bylaws may be amended by a majority vote of the Executive Committee. ARTICLE X All State Selection Sec. 1 Any member head coach may nominate players. Each head coach is limited to four (4) nominations. Each head coach may nominate from his/her school only (limit 4). Sec. 2 A nominee s name will be placed on the ballot only if her s a current member of the L.V.C.A. Sec. 3 Nomination forms must be returned to the committee chairperson by date noted on nomination form. Should a coach find an omission in the printed ballot, a correction will not be made unless the coach has the email of the receipt in his/her possession. Sec. 4 The rules for voting are as follows: a. Only regular members currently coaching with a LHSAA sanctioned school of the

L.V.C.A. may vote, only two per school will count. b. Each member may send in only one ballot. c. A coach may vote for members of his/her own team. d. Each ballot must be identified with coach s signature and their affiliation, with a school. e. There will be fifty players selected to an all-state team. f. Each coach must vote for four players in each division.(i,ii,iii,iv,v) If fewer than four players in any division is selected the ballot is null and void. g. Each coach must select at least 20 minimum members at large with a maximum of 30. (vote range of 40-50. If the ballot has less than 40 selected or more than 50 selected the ballot is null and void). h. Each coach must vote for one Coach of the Year in each division. i. Each coach may write in one name from the list of nominees for Player of the Year from each division. j. The completed ballot is to be returned to the committee chairperson, postmarked by date noted on ballot. k. The committee will tally the votes and select the top 50 players, one of whom will be the Player of the Year in each category, and the Coach of the Year in each division. If a tie exists all players included in the tie will be included as an all-state player. l. Past presidents, no longer coaching, may vote. Their ballot must indicate past president status and, if they are currently employed by a school, their ballot must indicate that school affiliation. Sec. 5 All State players and coaches of the Year will be the invited guests of the L.V.C.A. at its annual All State Banquet and will receive a commemorative remembrance of the honor. ARTICLE XI Hall of Fame Sec. 1 The chairman and committee members shall be appointed by the President. Sec. 2 The categories for the nominees are as follows: a. Competitor b. Coach c. Administrator d. Supporter e. Other Sec. 3 Nominations, with resume, shall be submitted in writing to the chairman of the Hall of Fame Committee. Nominations must be postmarked by November 30. Sec. 4 Committee members shall select inductees from past nominations (received within the last 5 years) or from the current year. An on going file of nominations received will be kept by the President. Sec. 5 An induction ceremony will be held in conjunction with the annual All-State Banquet. The inductee shall be the invited guest of the L.V.C.A. and shall be presented with a commemorative remembrance of such an honor. Article XII The Kathy Trosclair Memorial Award Sec. 1 Inducted into the L.V.C.A. Hall of Fame In 1988, Kathy Trosclair was admired by

her peers for her professionalism and high ideals, and revered by her students for her motivational leadership. To her secondary and collegiate coaching positions she brought her zest for life, support of others, sense of humor, and unwavering spirit. The L.V.C.A. has instituted The Kathy Trosclair Memorial Award. Sec. 2 This award will be bestowed upon a team member who exhibits some of the same qualities that characterize Kathy Trosclair: a genuine love of volleyball, unselfish support of her coach and teammates, leadership, spirit, and sportsmanship. Sec. 3 The chairman and committee members shall be appointed by the president. Sec. 4 The nomination form will be published on the web. Sec. 5 L.V.C.A. members may nominate one senior team member. Sec. 6 Nominations, with resume, shall be submitted in writing to the chairperson of the Kathy Trosclair memorial committee. Nominations must be postmarked by November 30th. Sec. 7 Committee members shall select one recipient from the nominations received.
