City of Garretson January 14, 2013 The City Council of the City of Garretson, Minnehaha County, South Dakota met in regular session on Monday, January 14, 2013 at 6:30 p.m. at City Hall, with Mayor Tim Mullin presiding. 6:30 P.M. Motion passed. 2013 SALARIES RESOLUTION 2013-01 WHEREAS, a complete list of all the salaries for all officers and employees of the municipal corporation shall be published with the minutes of the first meeting following the beginning of the fiscal year, according to SDCL 6-1-10. Hoskins motioned to continue use of East, VandeWoude, & Grant for preparation of the annual report, Lines 2 nd, 6 Ayes, 0 Nays. Motion passed. Rooster s Pub Liquor License Transfer The new owner, Sheri Vyskocil present plans for the continued operation of Rooster s Pub & Grill, to add family dining, and a full menu for lunch and dinner. Godbey motioned to accept the liquor license transfer request, Hoskins 2 nd, 6 Ayes, O Nays. Motion passed. COMMITTEE REPORTS: Minnehaha County Sheriff No representative present. Garretson Fire Department Longhenry reported 146 work detail, training, and meeting hours for December 2012 plus 12 calls. Currently staffed with 24 volunteers of which 11 are EMT s. 2012 yearend report totaled 151 calls, and 1785 hours, 1100 truck miles, and average combined response time of 9 minutes. Garretson Ambulance Ebbing reported 14 calls in December, 174 calls YTD. To date, the Garretson Ambulance has exceeded the highest number of calls per year for Garretson and the surrounding coverage area. 2011 calls totaled 150 and 2010 calls totaled 124. Ebbing expressed a thank to the city for their continued support of the Garretson Ambulance. Natural Gas Natural Gas Prices - Uhl presented a spreadsheet for January 2013 gas prices. In-city usage rate for small customers shall be $.9858 per CCF, medium customers shall be $.9528 per CCF, and large customers shall be $.9348 per CCF. Outside city limits usage rate for small customers shall be $1.0258 per CCF, medium customers shall be $.9928 per CCF, and large customers shall be $.9748per CCF. Council member Lines made a motion to accept, Beaner 2 nd, 6 Ayes, 0 Nays. Motion passed. Pipeline with Crooks Discussion ensued. Lines, Sanders, Beaner, Mullin and Uhl will be present for mediation with Crooks on Wednesday, January 16, 2013. Hoskins motioned to empower the council representatives attending mediation to act on behalf of the entire council and in the best interest of the city, Gilbert 2 nd, 6 Ayes, 0 Nays. Motion passed. Water, Sewer and Streets Uhl presented. Installation of the new system will begin next week. Transmitters are up and operating. Parks Splitrock Park Discussed the summer operations. Godbey motioned to lease out the operations of the Splitrock Bathhouse only and to not include camping, Hoskins 2 nd, Roll call vote: Gilbert Nay, Hoskins -- Nay, Lines Nay, Godbey Aye, Beaner Nay, Sanders -- Nay. 1 Aye, 5 Nays. Motion failed. Lines motioned to revert the operations of Splitrock Park and Camping to be wholly city operated as done prior to 2012, Godbey 2 nd, Roll call vote: Lines Aye Godbey Aye Gilbert Nay

Motion passed. Uhl will place ad in the paper to seek proposals for management of bathhouse and camping. Devil s Gulch no discussion Historical Society This is the first winter in which the building will be heated the entire season to help maintain long-term preservation. JC Complex JC Foundation waiting to receive paperwork concerning the transfer of ownership of the complex. Pool Pool Board and City will develop an operation agreement in order to maintain insurance liability. Pool board will be responsible for purchasing liability insurance for the board. Pool will continue to operate as done in the past. Garretson Industrial Development Brinkman presented. Finance Uhl presented. Uhl is currently working with Badger Meter and PMI to communicate with the community concerning the installation process as well as preparing accounts for the software conversion. Annual report preparation has begun.
