CV17-53-M-DLC DECLARATION OF ENVIRONMENTAL,ECONOMIC AND SOCIAL HARM We, the Board of Commissioners of Park County, Montana, in accordance with the requirements of 28 U.S.C. 1746, declare that: 1. The Board of Commissioners is a member of the Custer Gallatin Working Group, which is a collaborative organization representing a diverse group of stakeholders with direct interest in and involvement with public lands. The Working Group strongly believes in the need for active forest management to improve wildlife habitat, protect air and water quality, reduce the intensity of forest fires, protect private and public infrastructure, and provide for the public health, safety, 2 5
and welfare of the citizens of Montana. Because the North Hebgen project serves these goals, and meets the conditions established by law and federal regulation, the Board of Commissioners and the Working Group support the project. 2. Park County relies on the development and retention of a diversified economy that supports a sustainable and resilient base of business and personal income. RY Timber is an important contributor to Park County s economy, and the company s continued economic viability is reliant on a reasonably assured source of raw materials. In recent years, a large portion of these raw materials has been generated through fuels reduction projects on federal lands. 3. RY Timber is the contracting company for the North Hebgen Project, and a significant source of employment in Park County. The loss of the North Hebgen contract would create serious harm for RY Timber, and to that of Park County.
