ALASKA STATE LEGISLATURE TWENTY-NINTH LEGISLATURE FIRST SESSION Juneau, Alaska Friday March 6, 2015 Forty-sixth Day Pursuant to adjournment the Senate was called to order by President Meyer at 10:04 a.m. The roll showed eleven members present. Senators Costello, Ellis, Gardner, Hoffman, McGuire, Micciche, Stedman, Stevens were excused from a call of the Senate. Senator Olson was absent. The prayer was offered by the Chaplain, The Reverend Gordon Blue, Holy Trinity Episcopal Church. Senator Coghill moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Eternal God, fountain of wisdom; "In your hand are the caverns of the earth, and the heights of the hills are yours also. The sea is yours, for you made it, and your hands have molded the dry land." [Psalm 95:4,5] Bless these people, our Senators of the State of Alaska. Grant them increased trust in one another; strengthen their quest for justice, and bring them to unity and a common purpose in service to the people. Grant to them imagination, skill and energy that through their work with each other there may grow among us wellbeing and peace. 397

March 6, 2015 401 The following fiscal information was published today: Fiscal Note No. 1, zero, Department of Natural Resources Governor's transmittal letter dated March 5: Dear President Meyer: Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill relating to the development of a natural gas pipeline corridor through Denali State Park, Captain Cook State Recreation Area, Nancy Lake State Recreation Area, and Willow Creek State Recreation Area. The bill would open a corridor in Denali State Park, Captain Cook State Recreation Area, Nancy Lake State Recreation Area, and Willow Creek State Recreation Area to right-of-way leasing for the construction and operation of a natural gas pipeline from the North Slope, while retaining management of the land as park land pending issuance of a right-of-way lease and imposing conditions on any rightof-way lease to protect the scenic and recreational value of the land for citizens of the state. In addition, the bill would provide for the return to special purpose status of all affected land as it is released from the pipeline right-of-way corridor. I urge your prompt and favorable action on this measure.
