NTRODUCTON OF PROPOSED ORDNANCE NO. 54-83 APPROPRATNG $9,000.00 FROM THE OPERATON, MANTENANCE AND CONSTRUCTON MPROVEMENT FUND OF DEER CREEK TO BE USED FOR THE CONSTRUCTON OF STORM SEWERS, TOGETHER WTH REPAYMENT OF THE COST OF ENGNEERNG, SURVEY AND NSPECTON, AND MSCELLANEOUS OTHER COSTS NCURRED N CONNECTON WTH SUCH CONSTRUCTON PROJECT, N TREARCY LANE NO. 12334 (S-1722, C-905), N THE CTY OF DES PERES, MSSOUR. Proposed Ordinance No. 54-83 was presented and read, appropriating $9,000.00 from the Operation, Maintenance and Construction mprovement Fund of Deer Creek to be used for the construction of storm sewers, together with repayment of the cost of Engineering, Survey and nspection, and miscellaneous other costs incurred in connection with such construction project, in Trearcy Lane No. 12334 (S-1722, 0^905), in the City of Des Peres, Missouri. Mr. Piskulich explained that the cost of this storm sewer project would be on a 50/50 basis with the City of Des Peres and would correct a problem for four homes by building 270 feet of 12 inch sewer line. Proposed Ordinance No. 55-83 was. presented and read, confirming a contract with Midwest Piping Contractors, nc. for storm sewer construction in Trearcy Lane No. 12334 (S-1722, C-905), in the City of Des Peres, Missouri. Mr. Piskulich stated that Midwest Piping Contractors, nc. was the lowest of 10 bidders at $5,955.50. The high bid was $10,908.50 and the District's estimate was $9,000.00. Proposed Ordinance No. 57-83 was presented and read, appropriating $8,500.00 from the General Fund of the District to be used for the construction of sanitary sewers, together with repayment of expenses incurred by the District in connection with such construction project known as Subdistrict No. 592 (Fee Fee Road, 3255, 3305, 3313), in the City of Bridgeton, Missouri. Mr. Brady explained that the District is merely acting as a disbursement agent for this private sanitary sewer project and that we are collecting approximately $3,000.00 per lot and paying the contractor. NTRODUCTON OF PROPOSED ORDNANCE NO. 58-83 TRANSFERRNG $198,939.30 FROM VAROUS FUNDS OF THE DSTRCT TO THE GENERAL FUND OF THE DSTRCT; AND APPROPRATNG $1,050,000.00 FROM THE GENERAL FUND OF THE DSTRCT, OF WHCH $198,939.30 S TO BE USED TO PAY THE DSTRCT'S SHARE; $709,217.25 WLL BE RECEVED FROM THE ENVRONMENTAL PROTECTON AGENCY OF THE UNTED STATES, AND $141,843.45 WLL BE RECEVED FROM THE DEPARTMENT OF NATURAL RESOURCES OF THE STATE OF MSSOUR FOR THE COST OF SECOND YEAR PROGRAM MANAGEMENT SERVCES FOR DSTRCT-WDE WATER POLLUTON ABATEMENT PROGRAMS OF THE DSTRCT, PART OF FEDERAL PROJECT NO. Proposed Ordinance No. 58-83 was presented and read, transferring $99,469.65 from the Mississippi River Construction Fund, $33,155.55 from the Fee Fee Connection Fees/Construction Account, $33,155.55 from the Coldwater Creek Sewer Extension and mprovement Fund, and $33,156.55 from the Bonfils Reserve for Connection Fees, to the General Fund of the District; and appropriating $1,050,000.00 from the General Fund of the District, of which $198,939.30 is to be used to pay the District's share; $709,217.25 will be received from the Environmental Protection Agency of the United States, and $141,843.45 will be received from the Department of Natural Resources of the State of Missouri for the cost of second year Program Management Services for District-wide water pollution abatement programs of the District, part of Federal Project No. C-290875, Contract E-330, as amended, as initially authorized by District Ordinance No. 4339, adopted April 15, 1931, Mr. Kaiser explained that this ordinance would extend the program management services for another year. He stated that program management of projects for the State Stormwater Program will be included and that the Board will be receiving an up to date status of the projects. Mr. Lee asked how long this program would continue, and Mr. Kaiser stated that with Federal and State funding the program management project would continue at least two more years. Motion made by Mr. Jones, seconded by Mr. Borghi, that proposed Ordinance No. 58-83 be introduced. Proposed Ordinance No. 59-83 was presented and read, authorizing the Executive Director and Secretary-Treasurer on behalf of The Metropolitan St. Louis Sewer District to execute Amendment No. 1 of Contract E-330 with
CH2M-Hill Central, nc./havens and Emerson, nc., a Joint Venture, for District-wide Program Management Services (part of Federal Project No. C-290875). Proposed Ordinance No. 50-83 was presented and read, making a supplemental appropriation of $300,000.00 from the Mississippi River Construction Fund, of which $30,000.00 is to be used to pay the District's ten percent share; a grant of $225,000.00 has been received from the Environmental Protection Agency, and $45,000.00 has been reserved by the Clean Water Commission of the State of Missouri for the checking of shop drawings and innovative/alternative investigation of Lemay Wastewater Treatment Plant - Maintenance Building and Modifications and Addition to existing ncinerator and Filter Building, Contract PA-54, in St. Louis County, Missouri, Federal Project No. 0290640-03. Mr. Kaiser explained that this appropriation was necessary to cover the investigation of the Lemay incineration system. He pointed out that if this new method of incineration were successful, the equipment cost could be lowered by $4,000,000.00, but completion of the Lemay project would be delayed one year. LOUS COUNTY, MSSOUR. Proposed Ordinance No. 52-33 was presented and read, appropriating $39,500.00 from the Operation, Maintenance and Construction mprovement Fund of Gravois Creek to be used -for the construction of storm sewers, together with repayment of the cost of Engineering, Survey and nspection, and miscellaneous other costs incurred in connection with such construction project, in Darlene 9015 (S-1738, C-902), in St. Louis County, Missouri. Mr. Koeper stated that this project, covering 623 feet of 18 and 21 inch pipe, is necessary to relieve back-ups along Radio Avenue in south St. Louis County caused by stormwater inlets connected to the sanitary sewer line, Mr, Jones asked how many back-ups have occurred and how old was the subdivision, and Mr, Koeper responded by saying the subdivision was not more than 10 years old and there were numerous back-ups on Radio Avenue. Motion made by Mr. Jones, seconded by Mr. Borghi, that proposed Ordinance No. 52-83 be introduced.

LOUS COUNTY, MSSOUR. Proposed Ordinance No. 63-83 was presented and read, confirming a contract with J. H. Berra Construction Co., nc. for the construction of storm sewers in Darlene 9015 (S-1738, C-902), in St. Louis County, Missouri. Mr. Koeper stated that J. H. Berra Construction Co., nc. was the lowest of 9 bidders at $33,071.00. The high bid was $44,889.00 and the District's estimate was $45,533.10. Motion made by Mr. Borghi, seconded by Mr. Jones, that proposed Ordinance No. 63-83 be introduced. Mr. Kaiser presented a status report on the repairs at Broadway and Fillmore and submitted a copy of the contract with Fred Weber, nc. for the official minutes (copy in Secretary-Treasurer's file). Mr. Kaiser made a presentation of the proposed computerized complaint system for all customer complaints. Motion made by Mr. Slay, seconded by Mr. Borghi, that the meeting be adjourned.
