TALAVERA COMMUNITY DEVELOPMENT DISTRICT The regular meeting of the Board of Supervisors of Talavera Community Development District was held on Monday, March 20, 2019 at 9:00 a.m. at the Talavera Amenity Center, located at 18955 Rococo Road, Spring Hill, FL 34610. Present and constituting a quorum: Betty Valenti Brady Lefere Lee Thompson Also present were: Angel Montagna Scott Steady Audience FIRST ORDER OF BUSINESS Board Supervisor, Chairman Board Supervisor, Assistant Secretary Board Supervisor, Assistant Secretary District Manager; Rizzetta & Company, Inc. District Counsel, Burr Forman, PA Call to Order Ms. Montagna called the meeting to order and read the roll call. SECOND ORDER OF BUSINESS Audience Comments Ms. Montagna asked if there were any audience comments. The Board entertained a resident request to take down the CDD fencing so that her pool company can get access to her back yard. It was stated that the existing plant beds have Purple Queen currently. The resident will replace them with Variegated Jasmine. The resident was told that everything must be put back exactly like it was prior to the pool company accessing her back yard. On a Motion by Mr. Lefere, seconded by Mr. Thompson, with all in favor, the Board of Supervisors authorized Ms. Montagna, Mr. Brown and Ms. Valenti to walk the area prior to the resident starting construction on her pool for the Talavera Community Development District. THIRD ORDER OF BUSINESS Consideration of Minutes of the Board of Supervisors Meeting held on February 20, 2019

There were none. On a Motion by Ms. Valenti, seconded by Mr. Lefere, with all in favor, the Board of Supervisors approved the minutes of the Board of Supervisors Meeting held on February 20, 2019 as presented for the Talavera Community Development District. FOURTH ORDER OF BUSINESS Consideration of the Operation & Maintenance Expenditures for January 2019 Ms. Montagna presented the Operation and Maintenance Expenditures for January 2019. A brief discussion ensued regarding DCSI. On a Motion by Ms. Valenti, seconded by Mr. Thompson, with all in favor, the Board of Supervisors ratified the Operation & Maintenance Expenditures for January 2019 ($48,194.67) as presented for the Talavera Community Development District. FIFTH ORDER OF BUSINESS Presentation of Landscape Report Ms. Montagna presented the January Landscape Report to the Board. Ms. Montagna presented proposals from Yellowstone. A discussion ensued. The Board only approved on of the proposals and tabled the rest until their next meeting. On a Motion by Ms. Valenti, seconded by Mr. Thompson, with all in favor, the Board of Supervisors approved Yellowstone s proposal for the Pool Equipment Bed only ($925.00 and $1,925.00) for the Talavera Community Development District. SIXTH ORDER OF BUSINESS Presentation of Aquatics Report Ms. Montagna presented the January Aquatics Maintenance Report to the Board. A discussion ensued regarding walking all ponds and making a priority list. SEVENTH ORDER OF BUSINESS Consideration of Aquatic Systems Contract Renewal Ms. Montagna presented the contract renewal for Aquatic Systems. On a Motion by Ms. Valenti, seconded by Mr. Thompson, with all in favor, the Board of Supervisors approved Aquatic Systems Renewal Contract ($595.00/monthly) for the Talavera Community Development District.

Consideration of Aquatic Systems add on Proposal On a Motion by Ms. Valenti, seconded by Mr. Thompson, with all in favor, the Board of Supervisors approved Aquatic Systems proposal to add on 16 additional waterways to the maintenance program ($677.00/monthly) for the Talavera Community Development District. NINTH ORDER OF BUSINESS Discussion Regarding ADA Website Proposal Ms. Montagna gave the Board an update on the ADA website compliance. TENTH ORDER OF BUSINESS This item was discussed under audience comments. ELEVENTH ORDER OF BUSINESS Ms. Montagna asked for a motion to open the public hearing. Discussion Regarding Use of District Property for Access/Pool Installation Public Hearing on Amenity Rules On a Motion by Mr. Lefere, seconded by Mr. Thompson, with all in favor, the Board of Supervisors opened the public hearing on Amenity Rules for the Talavera Community Development District. Mr. Steady reviewed the First Amendment to the Amenity Rules. A discussion ensued regarding the use of the pool facilities for parties. A few changes were made to the First Amendment to the Recreational Facilities Rules and Regulations regarding the pool facilities. Ms. Montagna asked for a motion to close the public hearing. On a Motion by Mr. Thompson, seconded by Ms. Valenti, with all in favor, the Board of Supervisors closed the public hearing on Amenity Rules for the Talavera Community Development District. TWELFTH ORDER OF BUSINESS Consideration of Resolution 2019-05, Amending Amenity Rules Ms. Montagna presented Resolution 2019-05, Amending Amenity Rules.

THIRTEENTH ORDER OF BUSINESS Consideration of Proposal for Repair of Pool Pavers Ms. Montagna stated that the proposal was not ready in time for the meeting. She suggested tabling this item. On a Motion by Mr. Lefere, seconded by Mr. Thompson, with all in favor, the Board of Supervisors authorized District Chairman to finalize the repair of the pool pavers at a not-toexceed cost of $2,000.00 for the Talavera Community Development District. FOURTEENTH ORDER OF BUSINESS A. District Counsel No report. B. District Engineer Not present. C. Clubhouse Manager Not present. Staff Reports D. District Manager Ms. Montagna announced that the next regularly scheduled meeting will be held on Wednesday, April 17, 2019 at 6:00 p.m. at the Talavera Amenity Center, located at 18955 Rococo Road, Spring Hill. FL 34610. FIFTEENTH ORDER OF BUSINESS Supervisor Requests Ms. Montagna asked if there any Supervisor requests. There were none. SIXTEENTH ORDER OF BUSINESS Adjournment Ms. Montagna stated that if there was no further business to come before the Board then a motion to adjourn would be in order. On a Motion by Mr. Lefere, seconded by Ms. Valenti, with all in favor, the Board of Supervisors adjourned the meeting at 10:08 a.m. for the Talavera Community Development District.

Summary & Talavera General Updates, Recent & Upcoming Maintenance Event Replace Chinch Bug damaged turf at the amenity center. Treat turf weeds at the amenity center grounds. Replace missing Red Cedar under warranty. The following are action items for Yellowstone to complete. Management Summary The waterway inspection report for Talavera CDD was completed on March 14th, 2019 for all ponds. Although current conditions favor algal development within the stormwater retention ponds, minimal growth was observed during today s inspection. Minor algae was present along the immediate perimeter of Pond #220 and within Pond #120A, both of which will be treated during our upcoming scheduled treatment dates. Algae is expected to clear within 14-21 days following algaecide application. Overall, the inspected shorelines were observed to be in good condition. Many of the Talavera ponds were noted with positive results following recent herbicide applications. Minor Cattails were noted along the perimeter of Pond #180, which will be spot-treated during our routine scheduled visits to avoid collateral damage to the desirable vegetation. Lastly, erosions was noted within Ponds #105, #100, #110, #120A, #220 and #370. Remediation is recommended. The legal description of the applicable lots encompassed within the District is attached hereto as Exhibit A. Notice is hereby given that the District enjoys a governmental lien of record on the property within the District described in the attached Exhibit A. Such lien is coequal with the lien of all state, county, district and municipal taxes and superior in dignity to all other liens, titles and claims until paid pursuant to Section 170.09 of the Florida Statutes. The District's lien secures the payment of special assessments levied in accordance with the Florida Statutes, which in turn secure the payment of the District's bonds as described in further detail in this Disclosure. Pursuant to Section 190.009 of the Florida Statutes, the District is required to take affirmative steps to provide for the full disclosure of information relating to the public financing and maintenance of improvements to real property undertaken by the District. The District has previously recorded that certain Lien of Record and Disclosure of Public Financing of Talavera Community Development District recorded on August 24, 2015, at Book 9245, Page 3513, of the public records of Pasco County, Florida (the 2015 Lien of Record and Disclosure ) to fulfill this requirement. This 2017 Updated Lien of Record and Disclosure of Public Financing and the District's publicly available records are intended to supplement the 2015 Lien of Record and Disclosure with additional information relating to the District's public financing. Disclosure of Public Financing The District is empowered by Chapter 190 of the Florida Statutes to plan, finance, construct, operate and maintain, for the benefit of its residents, certain community-wide infrastructure facilities and services (the Infrastructure ). A current summary of the Infrastructure that the District maintains is included in this Disclosure. The improvements of and maintenance to Infrastructure are funded in part by the District's issuance and sale of tax-exempt bonds. On February 6, 2007, the Circuit Court of the Sixth Judicial Circuit of the State of Florida, in and for Pasco County, Florida, entered a Final Judgment validating the District's ability to issue an aggregate principal amount not to exceed $43,000,000 in Capital Improvement Revenue Bonds for infrastructure needs of the District. In 2015, pursuant to Chapters 33090119 v1

170, 190 and 197 of the Florida Statutes, Ordinance No. 14-23 and Resolution Nos. 2015-06, 2015-07 and 2015-09, the District adopted and levied special assessments (the Series 2016A Special Assessments ) to finance construction and maintenance costs of the District's improvements to Infrastructure (the Improvements ). Resolution 2015-09 required that, as each series of bonds was issued to fund all or any portion of the Improvements, a supplemental resolution would be adopted to set forth the specific terms of the bonds and to certify the amount of the lien of the special assessments securing any portion of the bonds. Accordingly, Resolution No. 2017-05 was adopted to state that the Series 2016A Special Assessments would secure $3,405,000 Talavera Community Development District Capital Improvement Revenue Bonds, Series 2016A-1 and $3,330,000 Talavera Community Development District Capital Improvement Revenue Bonds, Series 2016A-3 (collectively, the Series 2016A Bonds ) and to set forth the required details regarding the Series 2016A Special Assessments. Resolution No. 2017-06 was subsequently adopted to modify and correct the Final Supplemental Special Allocation Report and the Series 2016A Assessment Roll originally described in and attached to Resolution No. 2017-05. The Series 2016A Bonds and interest due thereon are payable solely from and secured by the levy of non-ad valorem assessments against lands within the District that benefit from the construction, acquisition, establishment and operation of the District's Improvements (the Debt Assessment ). The Debt Assessment pertaining to the Series 2016A Bonds is comprised of the Series 2016A Assessments, as amended, which are levied and collected by the District pursuant to Section 190.022 of the Florida Statutes and in accordance with the terms of the Declaration of Consent to Jurisdiction of the Talavera Community Development District Imposition of Special Assessments, and Imposition of Lien of Record recorded on August 24, 2015, at Book 9245, Page 3507 of the public records of Pasco County, Florida (the 2015 Declaration of Consent ) and the Declaration of Consent to Jurisdiction of Talavera Community Development District and to Imposition of Special Assessments recorded on January 4, 2017, at Book 9480, Page 936, of the public records of Pasco County, Florida (the 2017 Declaration of Consent ), and the 2015 Lien of Record and Disclosure. The schedule of annual debt service obligations of a particular parcel that must be defrayed by the Debt Assessment will depend upon the size and type of property. A copy of the District's assessment methodology is available for review in the District's public records. Additionally, the District adopts annual operations and maintenance assessments (the O/M Assessment ) to fund the District's operations and maintenance activities. The O/M Assessment is determined and calculated annually by the Board after it has adopted its operations and maintenance budget for the year. The Debt Assessment and O/M Assessment are billed and collected in the same manner as are county ad valorem taxes. All owners of property located within the District are obligated to pay to the District the Debt Assessment, O/M Assessment and any outstanding special assessments that the District has levied or will levy in the future, including but not limited to those referenced in the 2015 Declaration of Consent, the 2017 Declaration of Consent and the 2015 Lien of Record and Disclosure, if applicable. Prospective purchasers of property within the District should contact the District Manager to determine the outstanding assessments for that property.
