MOTIONS MARCH 28, 2018 1. Move to authorize the following language be presented to the Clerk s Office for inclusion on the August 7, 2018 Primary election, with the contingency of adjusting the final numbers based upon s 2018 Equalization Report and Rollback Fractions, which does not extend to an adjustment of the total increase being requested by E911: Shall the expired previously voted increases in the tax limitations imposed under Article IX, Section 6 of the Michigan Constitution in the County of Roscommon, of.06593 ($0.6593 per $1,000 of taxable value), be renewed at and increased up to 1.000 mill ($1 per $1000 of taxable value) and levied for 4 years, 2018 through 2021 inclusive, for the purpose of continuing the operation of a comprehensive E911 emergency telephone and central dispatch system, raising an estimated $1,278,309 in the first year the millage is levied? [ ] Yes [ ] No 2. Move to approve the Resolution to Authorize the Higgins Lake Swimmers Itch Organization s Permit for Common Merganser Control on Higgins Lake : Regarding Michigan Department of Natural Resources (DNR), Common Merganser Control Program (The Program), including capture and relocation; nest and egg destruction out of natural cavities WHEREAS, the has knowledge of swimmer s itch in the County s inland lakes, coming from many of the County s Townships; and WHEREAS, The Program has been shown to be an effective and environmentally conscious solution for the control of site specific swimmer s itch problems for our residents; and
WHEREAS, it is understood that some Common Merganser adults (e.g., hens) or ducklings will be killed by the activities of the program; and WHEREAS, lake associations desiring to implement The Program are required to obtain a DNR Permit every three years, inform affected riparian s of the planned activity, and adhere to the requirements of their permit; NOW, THEREFORE LET IT BE RESOLVED that the, on behalf of the property owners on Higgins Lake, (additional lakes if necessary) in, herby formally requests the assistance of the DNR in the implementation of The Program, capture and relocation; nest and egg destruction out of natural cavities, for a 6-year period from 2018 through 2024, provided that DNR permit requirements are adhered to, and with the understanding that there shall be no cost to the government for these programs. 3. Move to approve the Resolution to Authorize the Higgins Lake Swimmers Itch Organization s Permit for Round Up (Capture) and Hold of Canada Geese on Higgins Lake : Regarding Michigan Department of Natural Resources, Canada Goose Nest Destruction Program and/or Canada Goose Roundup/Removal Program WHEREAS, the County of Roscommon has received complaints of overpopulation of Canada Geese inhabiting the grounds of various locations within the County; and WHEREAS, the County Commission has determined that the DNR Canada Goose Nest Destruction Program and/or Roundup/Removal Program are effective program(s) for the control of site specific problems for our residents; and WHEREAS, the residents clearly understand that any birds removed and relocated during this program may be killed; and WHEREAS, the residents, lake associations, businesses, subdivisions, condo associations etc., must apply for a DNR Permit for these program(s), on an annual basis, and must ensure that all lakefront residents, tenants, employees of this site,
have been informed that this program is taking place at their lake/site, and understand if their site is located within more than one government unit, they are responsible to receive resolutions from each township/city/village, and are responsible for adhering to the requirements under their permit; NOW, THEREFORE LET IT BE RESOLVED that the County Commission of hereby formally requests the assistance of the Michigan DNR on behalf of the requests made in by any lake associations so long as they abide by the DNR permit requirements, in the implementation of the Canada Goose Nest Destruction Program and/or Roundup/Removal Program, for a 5-year period from 2018 through 2023 and additionally, to advise the Department that there shall be no cost to the County of for these programs. 4. Move to appoint Bill Tudor as an alternate member of the Solid Waste Recycling Committee effective March 28, 2018.
