Gentlemen:-- n order that you may be fully advsed of the steps that have taken snce the last meetng of the Board n the matter of plans for the Scence buldng and my reasons therefor, wsh to offer the followng explanatons and shall make then as bref as clearness wll allow: On the 26th ultmo submtted some questons to the Attorney General relatve to the use of a part of the appropraton for the Scence buldng for permanent equpment and a connectng corrdor wth the Admnstraton buldng, and on the sane date repled to. a request of Howard & Merram, statng that under the requrements that must sgn both plans and specfcatons n advance of further consderaton by the Board, should have to name $90,000 as the lmt of cost that would approve. Copes of both communcatons were forwarded to Presdent Collns at the sane tme. t s not nece33ary to go nto detal concernng the questons submtted to the Attorney General. The same questons were submtted several week3 ago and answered n a way that ndcated that we could safely proceed along the lnes on whch we were workng on the prelmnary plans. Ths beng only an unoffcal opnon, the questons were submtted n wrtng n order to secure an offcal opnon. Wth reference to the lmt of cost named n my letter to Howard & Merram, wsh to say that my poston n ths matter s based upon two reasons: Prst - The lack of detaled estmate, showng ether that the buldng could not be constructed n accordance wth the prelmnary plans wthn the lmt named, or that by means of changes whch would stll nsure adequate room and satsfactory constructon for the purposes of such a buldng, the cost could not be brought wthn the lmt. n order to seem to be

Let me say here that have at no tme doubted that ths acton was taken wth the best of ntentons, and accepted t n the sane sprt, although at the tme objected to takng upon myself responsblty Tor the specfcatons. My reason was that the presdent has only advsory power under the law n buldng projects and that responsblty for cost mght force me to take a poston n conflct, or seemngly so, wth the expresson of the Board on the lmt of cost, or one that v/ould be nconsstent wth my atttude before the Fnance Commttee and other 3tate offcals. When we appeared before the Fnance Commttee n support of our budget, and agan when we went to the Governor and other state offcals to secure ther approval of certan changes n the plans for the Admnstraton buldng, went on record n favor of completng each of our new buldngs, ready for use, Wthn the lmt of the appropratons. take t that every one under3umds that we have no specal appropraton for furnshng and equppng the Scence buldng. We have a small amount for apparatus, but the Domestc Scence department must frst be equpped out of t, and the amount left wll not go far n the way of Other uses. Wth the assstance of experts n outfttng laboratores, have recently nqured nto the cost of equppng our Scence buldng, and fnd t wll requre at least $10,000. n vew of the facts have stated, could not consstently go above $90,000 for constructon and archtects' fees. Ths does not mean that would arbtrarly stand for that amount under all crcumstances. t goes wthout sayng that would approve on a bass of my legal responsblty any plan desred by the Board that would serve the purposes of the school. f t can be 3hown that t s mpractcable to erect a sutable buldng on the ste for $90,000, then am ready to do what seems the next best thng, but clam both for the Board and myself the rght for such nformaton as wll show to the scrutnzng mnds by whom our acts wll be revewed the justfcaton for what we do n matters n whjjch we must be so largely guded by our expert advsers. f am wrong n ths contenton, know that you wll set me rght. am fndng plenty to do here, but an enjoyng every mnute of the tme. f any of you should come to the cty whle an here, hope to have the pleasure of a vst from you.
