MINUTES MORTON COUNTY COMMISSIONERS MAY 10, 2010 Bob called the meeting to order at 9:00 a.m. with open doors. Present: Bob Boaldin, Chairman; Ron DeGarmo, Vice-Chairman; Teresa Harder, Commissioner; Eric Witcher, County Attorney; Mary Gilmore, County Clerk The Agenda was reviewed and approved with additions. Minutes of the April 26, 2010 meeting were read and approved as amended on a motion by Teresa, seconded by Ron. Bills were reviewed and approved for payment. Eric introduced Marck Cobb, candidate for 1 st Congressional District. A discussion took place. Tracie Nixon entered the meeting and requested approval to purchase 10 computers to be used in the County s regular rotation schedule of computers. Total cost of the computers is $14,690. Motion was made by Teresa, seconded by Ron, to approve this purchase. The Capital Outlay Request Form was signed. A discussion took place concerning County computers having Facebook and My Space on them; this goes against County Policy. The Commissioners instructed Tracie to check each county-owned computer to confirm there is nothing on the computers that is not supposed to be there; this includes any personal items. A discussion took place concerning a change to be made in the Information Systems Policy for the Handbook. The Clerk was instructed to add the following statement to the Policy: The I.T. Manager is to be given each employee s User ID and Password for each county-owned computer the employee utilizes. A letter of interest to serve on the Area Mental Health Advisory Board from Elkhart Police Officer, Justin Groth, was reviewed. Eric felt he should visit with Judge Volden before the Commissioners make this appointment in the event there might be a conflict of interest. Item tabled pending additional information.
At this time the Commissioners reviewed the following proposals: Stiver Construction to remove rock at FSA/Conservation District building, replace rock with pavestone decora brick, and block out for four trees, a 5 x 5 area. Labor, materials & clean-up $9990.00. Stiver Construction to paint garage door on storage building located on Border Street. Clean and paint two coats rust resistance enamel. Labor & materials $800.00. Stiver Construction to install metal jamb and door at Rolla Senior Center. Labor and materials $1549.29. Cactus Roofing to apply vinyl siding to top part of FSA/Conservation District building. Labor & materials $4725.00. Adams Pro Exterior to install seamless guttering on the front of the FSA/Conservation District building using four down spouts. Labor & material $1105.00. Following a discussion motion was made by Ron, seconded by Bob, to accept all proposals as detailed above. The Commissioners signed the following: The Added/Abated Orders; the Risk Avoidance Grant Application for the Sheriff s Department to get reimbursement for the purchase of the restraint chair; the Accounts Payable and Payroll Warrant Registers; the Payroll Form; and the Kirkham Michael Contract Documents for the Road 9 Overlay. Upcoming meetings/seminars include: ICS-300 May 11-12 at Civic Center (Teresa and Mary will attend); Port Authority and WEKANDO meeting in Hugoton May 12 th (Bob and Ron will attend); Landmark Appraisal meeting in Ulysses May 21 st (Bob and Ron will attend.) The Clerk asked if the Commissioners would approve KCAMP scheduling a defensive driving class for Morton County employees. Motion was made by Teresa, seconded by Ron, to approve having this class. A discussion took place concerning the monthly rent from the FSA. The Clerk was informed that last month s rent went to the Conservation District. Consensus of the Commissioners was that one-half of the March rent, and all of the April and May rent should have come to the County. It
is that income that will be used to complete the landscaping and other items required in the government contract. The Clerk was asked to notify the Conservation District of this decision. The meeting recessed at noon for lunch. The meeting reconvened at 1:00 p.m. Jack Thompson met with the Commissioners; Charley McKinley was out of town this day. Jack presented the Commissioners a copy of the monthly Road Report. Jack reported the signs have been received to designate FSA parking on the west side of the Courthouse. Jack also reported they should be finished hauling rock from Holly in about 10 days, depending on the weather. Jack mentioned that the chip spreader is almost ready for the summer paving project. Next month the Road Department plans to seal approximately 20 miles. The Commissioners asked Jack if he would check to see if the sprinkler is still in the road near Bill Tucker s house. John Tucker has been given two weeks to get the sprinkler removed. Jack did call back to the Commissioners and reported the sprinkler is still in the road. Gwen Rodriguez met with the Commissioners and reported the Weed Department could only spray one day last week because of the high winds. She was, however, able to get some bindweed sprayed between the lights at the Airport. She will spray at the highway property as soon as she can. Gwen mentioned she will be attending the district meeting in Gove County. During times she has to be gone she will forward calls to her personal cell phone until she hires an assistant. Gwen stated she will have a recommendation for hire to fill her vacant position when the Commissioners meet on May 24 th. Gwen presented a copy of the Landfill Groundwater Monitoring Report from HWS Solutions. Deb Ferris came to the meeting at the Commissioners request. It had come to the Commissioners attention that there was a graduation reception planned to be held at the EMS building. The Commissioners stated this is not one of the County buildings rented for social events,
unless the event is related to the business of the EMS. Deb said she will plan on having the reception at another location. Kevin Shook met with the Commissioners and presented a copy of the January 2010 and March 2010 Minutes of the Point Rock Golf Club Advisory Board. A discussion took place concerning a preliminary drawing, created by McBride Construction, for a new golf course maintenance building. This item was tabled pending further information. The Clerk mentioned that she had contacted Bucher, Willis & Ratliff, and was told that the golf course could construct a three foot split-rail fence if the fence is at least 79 feet from any Airport building. Justin Holliday, Sheriff, and Shelby Ralstin, Undersheriff, met with the Commissioners. Justin gave an update on the condition of Deputy Scott Werkmeister s new baby boy. The baby is currently in Wichita with health problems. Justin stated his department plans to have a couple of fund raisers to help the family during the time they are in Wichita. Justin and Shelby, with the help of Larry Simmons, demonstrated the new restraint chair in the Sheriff s Department. The chair has a base unit with wheels and a prisoner in the chair would probably be placed in the detox room. The Sheriff s Department has already received training on the use of the chair. Sally Akers entered the meeting and reported that Joan Frydendall will be leaving. Her husband has been transferred to Ulysses. Sally stated she will begin advertising Joan s position. Applications will be accepted until the position is filled. Charley Tucker met with the Commissioners. Charley said the new counter top and base in the Civic Center Kitchen are very nice. He also reported that Gray s Yard Service will be at the Civic Center today to check the water lines to the plants and attempt to find out why some of the plants have died. The new flag pole for the Civic Center came in last Friday. Bob said he will have some of his guys help get the new pole in place. A discussion took place concerning mowing around the northeast end of the Civic Center building between the ditch and the Civic Center. The
Fair Board stated that area is on the County s property. Therefore, the County is responsible for the mowing. Charley reported that the Rummage Roundup was the biggest yet with 21 booths. Any information he wants the public to know about needs to go on the County s web page. The Commissioners reminded Charley that having Facebook, My Space, and other personal web pages on county-owned computers is against County Policy. Tracie will be checking all computers to make sure there are only county business related items on the computers. The I.T. Manager is to be given each employee s User I.D. and Password to their county-owned computer. The Clerk reported that the side of the garage at the Elkhart Senior Center appears to have been hit by a vehicle. No one knows when this occurred. Deputy Werkmeister completed a courtesy report for the Clerk s files. Pictures of the garage are included in the report. Larry Simmons entered the meeting and reported there are birds getting in under the roof and eave at the FSA/Conservation District building. They are in the attic. The Commissioners approved Larry to use a spray foam to seal the areas in the attic off from the outside. There being no further business the meeting adjourned on a motion by Teresa, seconded by Ron.
