City of Oak Harbor Regular Meeting Minutes January 24, 2019 at 4:00 PM Present: Suzi Pengilly Ron Apgar Jennifer Juniper Willa Robinson Rick Castellano Lonnie Schopen Staff Present: Blaine Oborn, City Administrator Steve Powers, Development Services Director Ray Lindenburg, Associate Planner Absent: Suzi Pengilly Dan Evans 1. Roll Call The meeting was called to order at 4:00 PM. 2. Approval of Minutes from December 13, 2108 Motion: Commissioner Juniper moved to approve the December 13, 2018 minutes as presented. Second: Commissioner Robinson seconded the motion. Commissioners Pengilly and Evans abstained as they had been absent. With all in favor, the motion carried unanimously. 3. Public comment Jackie Vannice spoke to the Commission and commented that she is interested and has applied for a position on the and shared some of her related experience. Scott Hoerning shared that he was involved with DHP and worked on a historic properties database in the 2006 timeframe and he has a power point that explains the information in the database. He would like us to look into the work he completed in the past and consider how or if we may be able to use that to help with the database we are currently working to create. 4. Discussion of Items from December 13, 2018 Meeting Mr. Lindenburg spoke about member terms ending February 2020 and then there will be re-election of existing offices or election of new officers. He also mentioned that the Parliamentary Procedure information can be provided by staff if requested. 5. Presentation of Special Valuation Process Mr. Lindenburg presented on the Special Valuation Process including the background, benefits for property owners, eligibility, requirements, penalties, the process for the property owner and the City. He also walked through the timeline of this application process. He provided handouts to the commissioners on the Special Valuation Process with more information for their reference. His next steps will to be to reach out to Island County Staff to better understand what their role is in this process as well. 6. Update on Historic Inventory Map Mr. Lindenburg commented that he is still in process of updating this map and hopes to have a more complete copy to review at February s meeting. 7. Next Agenda There is a plan for additional discussion on the Historic Inventory Map as well as what staff may be able to integrate from Mr. Hoerning s past work on a historic properties database. Staff will also bring any additional information gained on what the County s role is in our Special Valuations Process. 8. Next meeting date Thursday, The meeting adjourned at 4:34 PM. Public Comment STAFF REPORT As noted in the previous meeting, this agenda item was inserted to allow for interested members of the community to share information, ask questions, and express concerns. The typical amount of time allowed per speaker is 3 minutes. Groups who have similar comments may be asked to find a representative to make comments on behalf of that group. Staff feels that this public comment period will be a valuable outreach to the community and help make more voices heard in the process of developing the historic register and the topic of preservation in general. Discussion of Items from January 24, 2019 Meeting Information was provided from a member of the community regarding a previous effort to inventory historic structures within the city. That information will be further discussed by staff with the update to the Historic Inventory Map below. The Commission expressed interest in more information on existing registers and similar listings. Staff has compiled this information and will present findings at the meeting. Update on the Historic Inventory Map The development of the Historic Inventory Map continues as staff adds more information to the database. Last month s presentation by Mr. Hoerning was very helpful in showing some of the information that is available. Staff met separately with Mr. Hoerning who shared the database with information gathered in 2007. Some of this data will be integrated into the database as part of the Historic Inventory Map as details are added. The process by which staff has been approaching this project is to first identify locations and buildings that meet the basic criteria of being built a minimum of 50 years ago. Once all those buildings and locations have been identified and geo-located, data such as owners, parcel numbers, business names, and other details will be added. At this time it is important to note that this is still a draft version of the map. By the March meeting staff anticipates that a 99% complete map will be readied and will be a valuable tool for the Commission and public to begin first steps in the nomination of structures and places to the Historic Register.
