Public comment is taken on items listed on the agenda when they are called. Public Comment on items not listed on the agenda will be heard as noted on the agenda. Comments on controversial items may be limited and large groups are encouraged to select 3-5 speakers to represent the opinion of the group. Notice to Lobbyists: When addressing the legislative bodies you must identify yourself as a lobbyist and announce the client/business/organization you are representing (City Code 2.15.160). Speaker slips are available on the City s Website and available from staff, and should be completed and submitted to the Commission Clerk. Government Code 54950 (The Brown Act) requires that a brief description of each item to be transacted or discussed be posted at least 72 hours prior to a regular meeting. The City posts Agendas at City Hall as well as offsite meeting locations. The order and estimated time for Agenda items are listed for reference and may be taken in any order deemed appropriate by the legislative body. The Agenda provides a general description and staff Recommendation; however, the legislative bodies may take action other than what is recommended. Full staff reports are available for public review on the City s website and include all attachments and exhibits. To Be Delivered and Supplemental reports will be published as they are received. Hard copies are available at the Community Development Department and all written material received is available at the meeting for public review. Meeting facilities are accessible to persons with disabilities. AGENDA Monday, October 2, 2017 6:00pm 915 I Street, 2 nd Floor Hearing Room HCH Open Session 6:00 PM Roll Call Public Comments-Matters Not on the Agenda (2 minutes per speaker) Consent Calendar 1. Approval of Minutes for September 17, 2017 Estimated Time: 5 Minutes Issue: The minutes of the previous Youth Commission need to be checked for accuracy. Recommendation: Review the minutes, make any changes if necessary, and motion to confirm the minutes are accurate for records. Discussion Calendar Discussion Calendar items include an oral presentation including those recommending receive and file. 1. Welcome & Introduction Estimated Time: 5 Minutes Issue: The meeting needs a light activity to begin with. Recommendation: Welcome and reintroduce staff members and Sacramento Youth commissioners. Receive and file. 2. Youth Town Hall #2 Estimated Time: 10 Minutes Location: (Council District 2) Issue: The Sacramento Youth Commissioners that were in attendance at the May 13 2017 Town Hall will debrief the SYC on the event. Recommendation: Motion to attend Town hall #2 and identify who will report back to SYC. Receive and file. Monday October 2, 2017 Agenda 3

Youth Commission Officer Elections Estimated Time: 35 Minutes Issue: The Commission needs to elect a fellow Commissioner to each of the following officer positions: Chair, Vice-Chair, Secretary, Treasurer and Historian. Each elected or nominated Commissioner will have 2-3 minutes to make a speech about why they should be an elected officer for the Sacramento Youth Commission. Recommendation: Pass a series of motions to appoint this year s Commissioners to officer positions. 4. SYC By Laws Resolution 2001-023 Estimated Time: 30 Minutes Issue: The Sacramento Youth Commission must review current Bylaws. Recommendation: Pass a motion to honor current Bylaws stating the commissioners will not be scheduled for less than 12 and paid a stipened for more than 15 meetings per calendar year. 5. SYC 2017 Calendar Estimated Time: 10 Minutes Issue: The Youth Commission will have to review and remove one meeting in November and one in December of 2017. Recommendation: Review calendar and pass a motion to approve the meeting dates in November and December of 2017 meeting calendar. 6. Set Tentative 2018 Calendar Estimated Time: 20 Minutes Issue: Commissioners will discuss meeting once per month, January to December for the 2018 Calendar as stated in the current Bylaws. Recommendation: Pass a motion to keep the SYC Metting on the 1 st or 3 rd Monday of the month for the 2018 calendar year. 7. 13 th Annual Creekside Community Fair Estimated Time: 5 Minutes Location: (Council District 1) Issue: The Youth Commission has been invited to provide a table and information at the 13 th Annual Creekside Community Fair on Sunday, October 22 rd from 1:00-4:00pm. Recommendation: Motion to attend and identify who will report back to SYC. Receive and file. Monday October 2, 2017 Agenda 4

8. Veterans Day Parade Nov 11 2017 Estimated Time: 5 Minutes Location: (Council District 4) Issue: The Youth Commission participation in the 2017 Veterans Day Parade. Recommendation: Receive and file. 9. Ad Hoc Project Ideas Estimated Time: 5 Minutes Issue: The Youth Commission will discuss previous Ad Hoc committees. Recommendation: The Ad Hoc committes will recap previous projects and the Commission as a whole will discuss potential future projects.receive and file.
