APPROVE CONSENT ITEMS # 1-22 Consent Items: #6 - Pulled for discussion. Supervisor Gutierrez explained that the issue he has with this item is that the employee traveling is attending an apparent worthy event that is beneficial to the county. If the event is beneficial to the county, then the county should pay for the trip. However, the employee is paying his own way to the event. Supervisor Gutierrez said that he would like to see the department come up with a policy or see the County Administrator provide the Board with any policy direction that the county has dealing with employees going to these events that benefit the county. Bill Mitchell, Director of Public Health Services, stated that he could come up with a written policy addressing this matter. County Administrator Manuel Lopez stated that rather than having individual departments coming up with different criteria, he will work with a group of department heads and come back to the Board with recommendations for the Board to consider. Supervisor Ornellas pointed out that there may be some underlying factors why the employee is paying for the trip. Consent Items: #1 22. Approved. Sieglock/Mow/5 B-06-1019 PUBLIC COMMENT Fire Chief Ed Martel thanked the Board for their support of Consent Calendar #16. He and Captain Cardoza presented Board Members with T-shirts. Airport Director Barry Rondinella also thanked Board Members. Gene Davenport addressed the Board regarding an accident that occurred at the Port of Stockton on August 9, 2006. He distributed copies of the news clipping of the accident and a letter dated August 14, 2006 from Port Director Richard Aschieris to Stockton City Manager Gordon Palmer. Chairman Marenco requested that County Administrator Manuel Lopez look into this matter. Tino Adame, past Commander of the American Legion Karl Ross Post, thanked Supervisor Ornellas, County Administrator Manuel Lopez, Veterans Service Officer Ron Greene and Elena Reyes of the County Administrator s Office for attending the recent meeting in Livermore and for their support of the Veterans nursing home to be located in San Joaquin County. Cary Martin also expressed his gratitude. ToCan Nguyen addressed the Board. BOARD OF SUPERVISORS QUESTIONS AND COMMENTS Supervisor Ornellas referenced the meeting in Livermore and added that he hoped if the Veterans nursing facility is located in San Joaquin County that the county put aside some land for a park-like setting for the veterans and their families to enjoy. departments such as Environmental Health, Sheriff s Office, Public Works, Community Development and the County Administrator s Office to work on the matter of illegal dumping. The group has met twice. Each of the representatives from these departments have been asked to submit a wish list as to what they believe it would take to help in alleviating the problem of Board of Supervisors Questions and Comments (continued) illegal dumping. A third meeting is scheduled for September 18. At this meeting, Ken Stewart, California Coordinator for the Illegal Dumping Task Force, will be reporting on what is taking place at the State level. The group hopes to make recommendations in the near future. Supervisor Sieglock congratulated Deputy Clerk Aida Pizano for receiving her B.S. Degree in Business Management. Supervisor Mow informed the Board of the recent passing of Esther Chan who was the Director of the Jen Wah Senior Service Agency over the past 20 years. Supervisor Gutierrez echoed Supervisor Mow s remarks regarding Esther Chan. He also reminded the Board of the EEO luncheon scheduled for September 28 at the China Palace. Chairman Marenco announced that there was no Closed Session.
