The Meadows Union School Board of Trustees met in a Regularly Called Session on June 14, 2016. CALL TO ORDER: ROLL CALL: President Enrique Cervantes called the meeting to order at 5:34 p.m. Enrique Cervantes, Ernesto Pinedo, Beatriz Rodriguez, Rochelle Rolfe, Brenda Villegas, Matt Phillips and Sue Anderson. Motion carried 5-0 by the following roll call vote: Member Rolfe: Welcome and thank you for all your hard work. Even with power failure graduation went well. Member Pinedo: Was a great year. 8 th Grade graduation ceremony was awesome. Meadows teachers do a great job preparing our students-thank you. Member Villegas: Welcome. Attended 8 th Grade graduation and was amazed. It was a wonderful year and hope next year is the same. Member Rodriguez: Attended TK, Kindergarten and 8 th Grade Graduations. TK students danced their hearts out. Other ceremonies were good. Welcome and thank you to the Fabulous Friday parents and thanked them for all their efforts. Member Cervantes: Attended 8 th Grade graduation ceremony-got there just in time-had attended Kiki Camerana s ceremony and ours exceeded by far their ceremony. Thanks to all. In recognition of our wonderful Fabulous Friday parents award certificates were presented. Praise for those parents was given by the board and administration. It was noted that it was great to see the group of dedicated parents working so hard to support our school.
PUBLIC FORUM: CONSENT AGENDA: MINUTES: PAYROLL STATEMENTS: EXPENDITURE STATEMENTS: Conchita Gonzales thanked administration and board for providing a room for their meeting place. She was happy to be honored. Grace Cervantes spoke of her five grandchildren attending our school and her concerns: On their arrival in the morning the parking lot is empty-noted that teachers had lost their preparation time. She was used to the Early Bird teachers who volunteered at 7:45 she hopes this doesn t fall on deaf years. She also voiced concern regarding the sixth grade teacher; is concerned about disciplinary and classroom management issues and stated that she had kept the issue to herself as to not be condescending. She is worried that staff members will chose teachers for their kids and wants us to put students first. M/S Rolfe/Pinedo for approval of the consent agenda. PUBLIC HEARING ON LOCAL CONTROL PLAN ANNUAL LCAP UPDATE: PUBLIC HEARING ON THE BUDGET OF THE DISTRICT: Meadows Union School District held a public hearing 5:58 to 6:03 p.m. to receive public comments regarding the Annual LCAP update for July 1, 2016 to June 30, 2017 related to the Local Control Funding Formula (LCFF) in regards to the Local Control and Accountability Plan (LCAP) in order to comply with Education Code Section(s) 42127 and 52060-52077 to discuss spending regulations for supplemental and concentration grants. Meadows Union School District held a public hearing 6:04 to 6:06 p.m. to receive public comments on the budget of the District for the year ending June 30, 2016 and the Preliminary Budget for July 1, 2016, prior to the final adoption as required by Education Code Section(s) 42103 and 42127.
PUBLIC HEARING ON SB858 RESERVE LEVEL DISCLOSURE: CLOSED SESSION: NEGOTIATIONS- CONFERENCE WITH DISTRICT NEGOTIATOR- GOVERNMENT CODE SECTION 54957.1: ACTION ITEMS: DISTRICT PROFESSIONAL DEVELOPMENT PLAN FOR EDUCATOR EFFECTIVENESS FUNDING: AWARDING SUCCESSFUL BID(S) FOR CONSTRUCTION/ PAINTING PROJECT(S): Meadows Union School District held a public hearing 6:56 to 6:14 p.m. to receive public comments on the SB858 Reserve Levels Disclosure for 2016-2017 Budget Adoption. SB858 requires a school district that proposes to adopt or revise a budget that includes a combined assigned or unassigned ending fund balance that is in excess of the minimum recommended reserve for economic uncertainties, as established by the state board, to provide at a public hearing, among other things, a statement of reasons that substantiates the need for the balance. Meadows Union School District s minimum reserve level is 4%, but as a District policy maintains to the best ability a reserve that allows for 2 months of payroll and accounts payable expenditures. These employees must be full time monthly salaried employed 11-12 months, fully vested in PERS and have worked for the district for 15 years or more pending AB1200 review from ICOE.
