CRnews is produced with the support of Save the Children, Sweden General News Internal International Workshop: Conceptual Approaches in Human Rights Education for Children Participation and Citizenship Organized by the German Institute for Human Rights / European Network of Masters in Children s Rights in cooperation with europe direct Contact Centre, International Academy (INA ggmbh) at the Free University Berlin and Save the Children Sweden 11th November 2009, 09.00 13.00 h There are different and at times controversial conceptual approaches with regards to children s rights education or human rights education for children. One of the key questions is how to conceptualize the children s status and role in society as well as in the common learning process. What has to be done in order for children to understand human rights as relevant in their daily lives and to see themselves as citizens with real access to political participation? As starting point for the discussion of these questions, the workshop will refer to the COMPASITO manual on human rights education for children aged 6 to 13 of which was initiated in 2007 by the Council of Europe, currently adapted to various European countries and translated into different languages. The workshop takes place in the context of the 20th anniversary of the UN Convention on the Right of the Child. We expect participants from Poland, Estonia, Finland, Sweden, Norway, Great Britain, The Netherlands, Belgium, Spain, Portugal, Italy, Malta, Serbia, Czech Republic, Romania, Moldova and Germany. Interested? For further information please contact: info@enmcr.net Admission of new students at the University Babes Bolyai in Cluj Napoca We are all very pleased that 24 students subscribed for the admission exam and 15 students were finally admitted for budgeted places to the new course of the Children s Rights Masters programme at the the University Babes Bolyai in Cluj Napoca, Romania. 2

General News External Save the Children: Europe Seminar on the protection of unaccompanied children Save the Children organised a seminar in Brussels entitled Addressing the protection gap for unaccompanied and separated children in the EU Role of the Stockholm Programme. The conference took place just before the EU Justice and Home Affairs Council's meeting on 21 September which put unaccompanied children on its agenda. Save the Children, together with UNHCR, Human Rights Watch, Separated Children in Europe and UNICEF has published joint recommendations to the EU: http://tdh childprotection.org/component/option,com_doclib/task,showdoc/docid,859 CRIN's new service: Ask the Experts Do you have a child rights question, but can't find the answer? Or do you think you may hold the answer people are looking for? On CRIN (Child Rights Information Network) website there is a new service which can meet your needs: ask the Experts brings people with questions together with people with answers. Anyone can be an 'expert' as long as you can answer the question to the satisfaction of the person asking. 50 points are awarded for an accepted answer, and there is a leader board for experts who give the most and the best answers. The aim of the new section is to encourage further networking and exchanging of ideas and knowledge. There will be questions and answer sessions with leading child rights experts, but there will also be room for testing your own knowledge or asking a question. See: http://www.crin.org/experts/ Education: Questionnaire on the right to education for migrants, refugees and asylum seekers The annual report of the Special Rapporteur on the right to education to be presented to the Human Rights Council in 2010 will focus on the right to education of migrants, refugees and asylum seekers. With the aim of hearing from all interested persons and/or organisations about their experiences, concerns and thoughts in the provision of education for migrants, refugees and/or asylum seekers, the Special Rapporteur seeks and would welcome your cooperation by responding to this questionnaire as fully as possible. The focus of the report, and as such of the proposed questionnaire, is on persons who are living outside the territory of the county of which they are nationals or citizens, irrespective of their age. It includes migrants in regular or irregular situations, and persons who are subject to the legal protection of the status of refugee and/or those who are seeking asylum. It is strongly encouraged that submissions be made in a UN working language due to limited capacity for translation and transmitted electronically to vernormu@yahoo.es or by post to Vernor Muñoz, PO Box 1245 1007, Centro Colon, Costa Rica In order for the information received to be used for the report of the Special Rapporteur, submission of responses is encouraged as soon as possible and no later than 20 January 2010. See: http://www.crin.org/resources/infodetail.asp?id=21215 Launch of the Children s Rights Information Campaign in Strasbourg Maud de Boer Buquicchio, the Council of Europe Deputy Secretary General and Roland Ries, the Mayor of Strasbourg participated in an event marking the launch of the Council of Europe Information Campaign on Children s Rights on 9 October 2009. The campaign is part of celebrations of the 20th Anniversary of the UN Convention on the Rights of the Child and the 60th Anniversary of the Council of Europe. The FRA met with an expert team to discuss its preparatory study for future FRA activities on human rights education. The study will research existing human rights education initiatives in areas of the FRA s mandate and work, identify how the Agency can contribute further to these initiatives, and gather stakeholder views with regards to the Agency s future work in this area. The results of this study will form the basis for an integration of fundamental rights education activities in the Agency s programme of work where relevant and appropriate. 2009. 265 Seiten. The goals of the site are to: promote understanding of how discrimination affects all children's rights shed light on age discrimination against children support the removal of barriers to all children's inclusion Website: http://www.crin.org/discrimination/index.asp FRA report on child trafficking in the EU Download: http://fra.europa.eu/frawebsite/products/publications_reports/pub_child_trafficking09_en.htm UN Report on child pornography on the Internet At the last session of the UN Human Rights Council, a new report on child pornography on the internet has been presented. Child pornography on the Internet constitutes a worldwide problem: the development of new technologies which greatly increase ways of accessing, disseminating and selling this criminal material has contributed to the growth of this phenomenon. Newsletter Equity for Children : http://equityforchildren.org/ ProNATs Newsletter: http://www.pronats.de/index.php?id=161 Kids Haven calender 2010: http://www.kidshaven.de/ might be as a nice Christmas present?! CoE Youth policy manual How to develop a national youth strategy What is youth policy, and what major elements should a national youth policy strategy include? How can young people be consulted and otherwise involved in developing youth policy? How do institutions such as the European Union, the Council of Europe and the United Nations address youth policy, and how can this work be concretely linked to the efforts of a national government to develop a youth policy agenda? These are some of the essential questions addressed in this publication. The Youth Policy Manual should be considered a resource, a tool and a helpful guide both for policy makers in the youth field and for non governmental organizations and other stakeholder groups who advocate for improved youth policy at the national level. This manual proposes one possible model for how a national youth policy strategy can be developed. It is based on the author's observations from the countries of South eastern and eastern Europe, as they gain experience in addressing youth policy in a transversal and cross sectorial manner and with the active involvement of young people.
