Consideration to Waive Reading in Full of all Ordinances and Resolutions Fiscal Impact: None Recommended Action: Approve 1.b. HOUSING SUCCESSOR AGENCY CONSENT CALENDAR: 1.d. Amendment No. 1 to the Purchase and Sale Agreement for Real Property Consisting of a Single Parcel Located at 229 Alta Street (APN 339-061-10) Owned by the City of Placentia Housing Successor Agency Where the Net Sales Proceeds Will Be Deposited with the City of Placentia Housing Successor Agency Fiscal Impact: Expense: $ 20,450 Brokerage Services & 33433 Report Offsetting Revenue: $ 409,000 Sale of the Property No General Fund Dollars Will Be Used for This Project Recommended Action: It is recommended that the City Council: 1) Approve Amendment No. 1 to the Purchase and Sale Agreement and Escrow Instructions with Kapil Verma for real property located at 229 Alta Street; and 2) Authorize the City Administrator/Executive Director to execute the necessary documents, in a form approved by the City Attorney. 2. PUBLIC HEARINGS: 2.a. Introduction and First Reading of Ordinance No. O-2019-01, whereby Chapter 23.73 of the Municipal Code, Currently Entitled Second Units Shall Be Amended to Comply with New State Regulations Regarding Accessory Dwelling Units and Making Conforming Changes to Chapters 23.04, 23.10, 23.12, 23.15, 23.25, 23.72 and 23.107 of the Municipal Code Fiscal Impact: None Recommended Action: It is recommended that the City Council: Placentia City Council/Successor Agency/ICDA Agenda, February 5, 2019 Page 4 of 6

1) Open the Public Hearing concerning Ordinance No. O-2019-01; and 2) Receive the Staff Report, consider all public testimony, ask any questions of Staff; and 3) Close the Public Hearing; and 4) Find that adoption of Zoning Code Amendment No. 2018-03 is categorically exempt from environmental review and direct Staff to file a Notice of Exemption, in that CEQA Guidelines Section 15282(h) establishes that the adoption of an ordinance regarding second units in a single-family or multifamily zone by a city or county to implement the provisions of Sections 65852.1 and 65852.2 of the Government Code relating to granny housing and second unit ordinances are exempt from the requirements of CEQA; and 5) Waive full reading, by title only, and introduce for first reading, Ordinance No. O-2019-01, an Ordinance of the City Council of the City of Placentia, whereby Chapter 23.73 of the Municipal Code, currently entitled second units shall be amended to comply with new State regulations regarding accessory dwelling units and making conforming changes to Chapters 23.04, 23.10, 23.12, 23.15, 23.25, 23.72 and 23.107 of the Municipal Code. 3. REGULAR AGENDA: 3.a. First Quarter Fiscal Year 2018-19 Financial Update Fiscal Impact: None Recommended Action: It is recommended that the City Council: 1) Receive and file the First Quarter Fiscal Year 2018-19 Financial Update for period ending September 30, 2018. 3.b. Expansion of Number of Committee Members on the Citizens Oversight Committee, and Consideration of Appointments Fiscal Impact: None Recommended Action: It is recommended that the City Council: 1) Motion to waive full reading and to introduce Ordinance No. O-2019-02, an ordinance of the City Council of the City of Placentia, California adding Chapter 3.32 to the City s Municipal Code, entitled Transaction and Use Tax, Citizens Oversight Committee ; and 2) Consider appointments to the Citizens Oversight Board. CITY COUNCIL/BOARD MEMBERS REQUESTS: Council/Board Members may make requests or ask questions of Staff. If a Council/Board Member would like to have formal action taken on a requested matter, it will be placed on a future Council or Board Agenda.
