Tinton Falls Fire District #1 Regular Meeting, March 17, 2016 BOARD OF FIRE COMMISSIONERS Tinton Falls Fire District #1 2 Volunteer Way Tinton Falls, NJ 07753 Minutes of Regular Meeting of March 17, 2016 The meeting of the Board of Fire Commissioners was called to order by President Donohue at 7:33PM. Board Attorney Richard Braslow advised the Board that all requirements of the Open Public Meeting Laws have been met. Roll call: Donohue-present; Hawkins-present; Bowles-absent; Calvo-present; Costa-present and Richard Braslow, Esq.-present. 2016 Commissioner Roles President Sean Donohue Vice President Skip Hawkins Treasurer Carl Bowles Secretary Andrew Calvo Assistant Secretary/Assistant Treasurer Cary Costa Resolutions Resolution Appointing Auditor for 2016 Resolution Appointing Attorney for 2016 Resolution Appointing Cash Management Plan for 2016 Resolution Setting the Regular Meeting Schedule for 2016 Resolution for Commissioner Surety Bond for 2016 Motion to approve all above listed resolutions made by Commissioner Calvo and seconded by Commissioner Hawkins with all commissioners in agreement. Pinebrook Chief s Report See attached 3-76 Foam Inlet needs to be fixed 2 Fire Fighters going to Middlesex Fire Academy due to work schedules conflicting with Monmouth County and Middletown s Academy Wanted to know what District is doing with Pagers, a number of the pagers have bad batteries Treasurers Report
Due to the treasurer being out due to surgery, Commissioner Calvo gave a brief overview of the treasurer s report and presented the bills to be paid. Motion made to pay bills and accept Treasurers Report, 1 st Hawkins, 2 nd Donohue. With all commissioners in agreement See bill list attached. Attorney s Report Mr Braslow explained the legislative action in regards to changing the Fire District elections. Minutes of the February 18th, 2016 Regular and Workshop meeting were reviewed. Motion made to approve minutes made by Commissioner Hawkins, Second by commissioner Calvo, with all Commissioners in agreement. Commissioner Costa Abstain Resolutions Resolution for disposal of thirty-six (36) SCBA masks which are non-compliant. Motion to approve by Commissioner Calvo second by Commissioner Hawkins with all commissioners in agreement. Resolution to purchase (3) AED s from Team Life on NJ State Contract. Motion to approve by Commissioner Costa, second by Commissioner Calvo with all Commissioners in agreement. Public Comment None Communications None Old Business Title for 36-2-88 Pickup is in name of Board of Fire Commissioners, requiring fire commissioners to sell vehicle on GovDeals.com. Fire Company is not entitled to monies from sale due to title being in name of Fire District. Motion to sell truck on GovDeals.com made by Commissioner Calvo, second by Commissioner Hawkins with all commissioners in agreement. New Business Commissioner Costa asked about thoughts on consolidation of Fire District 1 & 2 and asked that the Commissioners seriously begin to consider consolidation. Commissioner Costa asked Mr. Braslow for the statute which is enabling district consolidation so that the district can look into it further. Tinton Falls Fire District 2 s concern appears to be debt that would be taken on from District 1 although Commissioner Costa feels that our debt is equal to or lower than District 2 s debt. Additionally, the tax rate would probably go down in District 2 with a consolidation.
Commissioner Donohue explained that 36-3-67, 36-3-77 and Station 3 do not have AED devices and asked for the district to purchase three (3) AEDs. Three quotes were provided (attached) with Team Life having the lowest quote and being on state contract. There was discussion about adding a new manufacturer s AED s to the District but Commissioner Costa explained that as a whole the Borough of Tinton Falls has standardized on the Team Life AED s, this includes the EMS, Police Department, Borough Hall and other Fire District 2. Commissioner Costa asked what the District is doing about state mandated training on Whistleblower and Sexual Harassment in the workplace. Did we do it? It appears that the training can be done on NJ Learn for free and all Fire Fighters in NJ should have access to it already Motion to adjourn the Regular Meeting was made by Commissioner Hawkins and second by Commissioner Calvo.
