PUBLIC HEARING: 5. An Appeal submitted by Michael McIntosh, of the Planning Commission determination of October 10, 2012, approving Conditional Use Permit CUP 12-07 for a Compressed Natural Gas (CNG) Fueling Facility available for use by private vehicles as well as the Lompoc Unified School District. The project is located on Central Avenue between A and D Streets in the Public Facilities (PF) Zoning District (Assessor Parcel Number: 87-011-17). Planning Division File No. CUP 12-07. COUNCIL REQUESTS: Planning Manager Lucille T. Breese L_breese@ci.lompoc.ca.us Recommendation: that Council hold the Public Hearing; consider the material presented in the Staff report; and direct Staff to prepare a resolution with appropriate Findings of Fact to: Uphold the Planning Commission decision of October 10, 2012; or Grant the appeal; or Provide alternate direction. 6. Discussion and Possible Action Related to the Sale, Storage, Use and Transportation of Safe and Sane Fireworks. UNFINISHED BUSINESS: Fire Chief Kurt Latipow K_latipow@ci.lompoc.ca.us Recommendation: that Council continue the prohibition of sales, storage, use and transporation of Safe and Sane Fireworks. 7. Draft City Administrator Job Description. 8. Review of Comments and Possible Discussion Related to the 2007 Olson Report and Recommendations for the Future of the Lompoc Fire Department. Fire Chief Kurt Latipow K_latipow@ci.lompoc.ca.us Recommendation: that Council consider directing Staff to initiate the following actions: a) Authorize staff to engage Cal Poly in developing a community-centered design project for a new fire station and direct staff to initiate discussions and planning related to funding construction, once the design has been presented to Council; b) Consider including in the FY 2013-2015 budget funding to contract for an independent engineering evaluation of Fire Station No. 1; c) Consider including in the FY 2013-2015 budget funding for a new Brush Engine, to replace the 1992 Type III Brush Engine and the 2000 Ford SUV Command Vehicle; d) Approve the City to engage the services of a qualified consultant to conduct a comprehensive Standards of Cover (SOC) Analysis, consistent with the Commission on Fire Accreditation International guidelines (Attachment 1); and e) Based on the results of the SOC, authorize the Lompoc Fire Department to work with the consultant and stakeholders to develop a work plan to implement the recommendations generated by the SOC process.
