Ripley County Council Meeting May 19, 2014 The Ripley County Council met on Monday, May 19, 2014 at the Ripley County Annex in Versailles, Indiana. Council President Ms. Dephane Smith opened the meeting with the Pledge of Allegiance to the flag. Council Members Dephane Smith, Ron Decker, Ed Armbrecht, Brenda Wetzler, Bill McDonald and Bill Warren were in attendance. Council Member Horstman was absent. Also in attendance were Attorney Ertel and Auditor Wagner. Approval of the minutes from the April 21, 2014 meeting: Council Member Armbrecht moved to approve the minutes. Council Member Warren seconded and the motion passed with 5 yes. Council Member Wetzler abstained. TRANSFERS AND ADDITIONAL APPROPRIATIONS: Transfer of funds From To Recorder $2000.00 1001-33200-000-0006 Computer Ser/Microfilm Council Member Warren moved to approve with a second from Council Member Decker. 1001-11202-000-0006 First Deputy Motion passed with 6 yes. To cover accrued benefits by Employee leaving. Recorder $6806.00 1189-13300-000-0255 Group Insurance 1189-11600-000-0255 Clerical As of August 1, 2014 First Deputy Will be going to part time clerical. Council Member Wetzler moved to approve with a second from Council Member McDonald. Motion passed with 6 yes.

Additional Appropriations Highway $77132.58 1176-32520-000-0026 Highway Maintenance & Repairs INDOT funds for Friendship Road for the reimbursement for detour. Council Member McDonald moved to approve with a second from Council Member Decker. Motion passed with 6 yes. EMA $3000.00 9121-37806-000-0000 GIS Data Exchange Program Use grant funds to help pay WHT for GIS services. Council Member McDonald moved to approve with a second from Council Member Warren. Motion passed with 5 yes. Council Member Wetzler voted no. Reduction Appropriation OLD BUSINESS: none NEW BUSINESS: Health Department-Mr. Tony Schneider requested the Council sign a Community Impact Support Letter for the Health Department to apply for a grant. Council Member Wetzler moved to approve Council President Dephane Smith to sign the letter with a second from Council Member Armbrecht. Motion passed with 6 yes. Mr. Schneider also requested approval for a contract employee to help with the accreditation for the Health Dept. He was advised to obtain a recommended rate of pay from the State. The Council would then consider approving a contractual amount for the budget.

Auditor Wagner presented the request from Ertel Cellars Winery, Inc. and Ertel Cellars LLC for tax abatement. The Council reviewed the requests and Council Member Wetzler moved to approve both with a second from Council Member Warren. Motion passed with 6 yes. OTHER INFORMATION: Sheriff Rodney Stratton Sheriff Stratton addressed the issue of the Class D Felonies being housed in the local jails instead of the Indiana Department of Corrections effective 7-1-2014. He advised the other counties are going to have the same issues and many such as Dearborn County are not going to accept out of county prisoners. This will create a huge problem with Ripley County as the jail is currently running at capacity. Jail Commander McDonald also stated the prisoners under the old sentencing will be kept on that with the new prisoners being under the new guidelines and would require additional software to keep each separate. The Council advised Sheriff Stratton that with the new budgets coming up soon it will be necessary to meet with the Prosecutor, Probation, Sheriff, and Jail Commander to discuss possible solutions to the problem and needs. E911 ADVISORY BOARD: Mr. Ron Decker None SEI REGIONAL PLANNING COMM: Ms. Dephane Smith--None GRANTS COMMITTEE: Ms. Dephane Smith None SOUTHEAST INDIANA RECYCLING: Mr. Bill McDonald Batesville recycle site is moving forward. Council President Smith advised the Finance Committee would need to meet soon to prepare recommendations for the 2015 budget preparation. May 28, 2014 at 10:00 am in the Annex Commissioners meeting room was established. Finance Committee consists of Council Members Dephane Smith, Ed Armbrecht, Bill McDonald, Commissioner Robert Reiners, and Auditor William Wagner. With no further business to come before the Council a motion was made by Council Member Armbrecht to adjourn. A second was made by Council Member McDonald and the motion passed with 6 yes.
