MINUTES Tuesday, October 9, 2018 LEGISLATIVE COMMITTEE 2 of 16 Door County Government Center Chambers Room (C102), 1st floor 421 Nebraska Street, Sturgeon Bay, WI Call Meeting to Order Chair Nancy Robillard called the October 9, 2018 meeting of the Legislative Committee to order at 3:00 p.m. at the Door County Government Center. Establish a Quorum Roll Call Committee members present Nancy Robillard, Kathy Schultz, Linda Wait, Bob Bultman, and David Enigl. Others present Supervisor Megan Lundahl, Supervisor Laura Vlies Wotachek, Administrator Ken Pabich, Assistant Corp Counsel Karyn Behling, United Way Reps Amy Kohnle and Dakota Londo, County Clerk Jill Lau, Media Rep Peter Devlin and Public. Adopt Agenda / Properly Noticed Motion by Enigl, seconded by Bultman to approve the agenda. Motion carried by unanimous voice vote. Approve Minutes of September 11, 2018 Legislative Committee Meeting Motion by Schultz, seconded by Bultman to approve the minutes of September 11, 2018 meeting. Bultman noted under the WCA Business Resolutions sentence related to resolution #3 and #4 sentence to be completed and/or eliminated. Motion to approve the minutes as amended carried by unanimous voice vote. Communications No communications were presented. Public Comment Seth Wiederanders, 609 N 12 th Avenue, Sturgeon Bay commented on and expressed his support for a countywide cannabis referendum. Ed DeMaio commented on and expressed his support for a countywide cannabis referendum. Supervisor Response None given. "These minutes have not been reviewed by the oversight committee and are subject to approval at the next regular committee meeting." Old Business Countywide Cannabis Referendum Information included in the packet was reviewed. Administrator Pabich explained the committee needs to focus on and establish the parameters of moving forward, or not moving forward, with a countywide referendum. There are three options: it dies at committee level, or Corp Counsel can draft a resolution of support and send on to County Board, or can send on to County Board with no recommendation/support. Discussion regarding what, if any, questions could be forwarded to the board for a potential referendum. Discussion of proper name; marijuana or cannabis, or both. Committee members directed Administrator Pabich to draft a memo to County Board from the committee outlining that the committee discussed the issue, suggested questions discussed, but with no specific recommendation from the committee. Pabich will review the memo with Chairperson Robillard before sending on to County Board Members. It is expected the issue will be discussed at October s County Board meeting and may come back to this committee in November. New Business Review Resolutions from Other Counties and Refer to Appropriate Committees for Recommendation as to Action of the County Board Pepin County - Support for HR 54.29 SIREN Act of 2018 Reviewed. Will monitor.
3 of 16 Douglas County - Compensation Increases for Defense Attorneys Assigned by State Public Defender Office Supported Reviewed. Door County has adopted a similar resolution. Sawyer County - Urging the State of Wisconsin to provide the resources to fully staff the Sawyer County District Attorney's Office Reviewed. Not a statewide or Door County issue.
