1. Library and Literacy Commission Minutes December 9, 2014 LIBRARY AND LITERACY COMMISSION Thursday, January 15, 2015 5:30 pm. CONSENT CALENDAR Call to Order: The meeting was called to order at 5:31 pm. Roll Call: Chair Figueroa, Commissioner Bailey, Commissioner Biagio, Commissioner Bishop-Mitchell, Commissioner Christenson (5:36), Commissioner May, and Commissioner La Vonne. Also Present: Milt Stowe, Mayor; Vikki Cervantes, City Librarian; and Anthony Arellano, Library Supervisor. Oral/Written Communications from Public: None. Reports: Commissioner Bishop-Mitchell attended the Porterville Youth Commissioner meeting. Commissioner La Vonne gave the Library and Literacy Commissioner report to City Council. Consent Calendar: Commissioner Bailey motioned to accept. Commissioner La Vonne seconded and the motion passed. Scheduled Matters: Before beginning Scheduled Matters, Chair Figueroa added #6 AB1234 Training. 1. Introductions of Seated Commissioners. Introductions were made around the table with background information. Vikki will send an email to Commissioners so that they can confirm their contact preference. 2. Discussion with assigned City Council Representative. The Commission voiced their concerns to the Mayor Stowe. Concerns centered on direction for the Commission, a new library facility, the Centennial Plaza Building, funding, and site acquisition. Mayor Stowe advised the Commission to keep planning for a new facility and promoting the library s heavy usage statistics. The Centennial Plaza Building may provide an opportunity for a temporary media center. Funding is necessary for site acquisition; Measure H funds may be available for future use. 3. 2014 California Library Association (CLA) Conference. Commissioner May passed out a Resource List document and shared information regarding some of the highlights from the conference workshops that she attended; Chopped, Be the Change, Visualizing Information Literacy for the Next Generation, Leading change with Kids Tech Spaces, and Campaign for Grade Level Reading. Vikki reported on a few of the workshops that she attended; Teen Tech, Foster Kids, Managing Change Effectively, Outcomes Measures, Snippets, and Breaking Down the Walls. 4. Update Commissioner Profiles on the Library Website. Commissioners Christenson and Biagio both need photographs and information for the library website Commissioner Profile page. Other Commissioners may use this opportunity to update their information and/or photograph. At this time Scheduled Matter #6 was addressed before continuing to Commissioner Advocacy Opportunities. 5. Commissioner Advocacy Opportunities. Commissioner Bailey will report to City Council on January 20. Commissioner La Vonne recommended that a year in review presentation be prepared for new City Council members. Commissioner Bishop-Mitchell volunteered to attend the Youth Commission meeting on January 12. Chair Figueroa encouraged commissioners to attend the Parks & Leisure Commission meeting on January 8 and/or the Friends of the Library meeting on January 14 if their schedules permitted. 3
6. AB1234 Training. Commissioners will attend this training at Fire Station #2 on Tuesday, January 13, 2015, from 5:30-7:30pm. The Library and Literacy Commission meeting will be rescheduled to Thursday, January 15, 2015, at 5:30pm. Comments from Commissioners: Commissioner May suggested a field trip to see new library facilities. Vikki offered a staff report of nearby new libraries with associated traveling costs. Schedule Items for Future Meetings: Chair Figueroa would like to discuss the field trip idea at the next meeting. Adjournment: The meeting was adjourned at 7:19 pm to Thursday, January 15 th. 2. December Highlights The Porterville City Library serviced the community by providing photo opportunities with Santa during the Santa Claus @ Your Porterville City Library campaign. Participants had the option of bringing a new unwrapped toy to donate to Toys for Tots or a nonperishable food item to donate to the Kiwanis Food Pantry. Santa made appearances on the following dates: Wednesday, December 3: Margaret J. Slattery Children s Library. There were 66 participants. Saturday, December 6: Pictures and Pancakes with Santa @ Your Porterville City Library. Staff provided pancakes for 94 participants. Tuesday, December 9: Porterville City Library at the morning Story Time. There were 82 participants. Tuesday, December 16: Porterville City Library at evening Spanish Story Time. There were 136 participants. Thursday, December 18: Porterville City Library. There were 49 participants. Saturday, December 20: Porterville City Library. There were 175 participants. There were 602 participants who received photographs with Santa. Grand total attendance in the Santa program was 841. Other announcements December 6, 2014, Saturday Game Day @Your Library. Participants had the opportunity to play a variety of card, board, and video games. There were 41 participants. December 11, 2014, staff conducted 3 library tours for the 2 nd grade students from John J. Doyle School. There were 69 participants. December 15, 2014, Full Steam Ahead @ Your City Library- Reading Incentive Program & Winter events started. For ages: 0-17 years old. The Reading program will run until January 30, 2015. Winter events started December 22, 2014, and ran through January 10, 2015. Youth Summit group held their meeting at the library. December 18, 2014, staff celebrated Patron Appreciation Day. Staff served refreshments and cookies. Patrons had the opportunity to enjoy a special Christmas holiday performance from the Porterville Bell Ringers. 4
December 18, 2014, staff conducted 2 library tours for the 3 rd grade students from Monte Vista School. There were 58 participants. December 22, 2014, Food for Fines campaign officially ended. There were 1,714 canned foods collected in lieu of $1,029.33 in fines. December 27, 2014, Lego Club @ Your Library. Participants had the opportunity to play with a variety of Legos. The children learn how to share and use their imagination. Staff had a competition for building the largest gift box. The winner of the competition won a Lego movie. There were 19 participants who got to watch the Legends of Chima, the Lion, and the Crocodile and the Power Chi Lego movies. Staff conducted 1-Hour courses on the following Computer Topics: 12/6 Intro to Email 12/13 Intro a Correro electronico (Spanish) 12/20 Intro to Social Media 12/27 Job Scout! Total participants: 19 December Monthly Volunteer Hours 12 Volunteers: 160 hours 3 Community Service: 74 hours Boppy Times for Babies: parents and their babies get to play and bond together. There were 4 participants. Tuesday Morning Story Times: preschoolers enjoy singing, dancing, and books. There were 167 participants. Tuesday Evening Spanish Story Times: preschoolers enjoy Spanish stories, Spanish songs, and crafts. There were 80 participants. Sunday traffic counts for December: Sunday, December 7: 239 Sunday, December 14: 186 Sunday, December 21: 137 Sunday, December 28: 191 3. Literacy Report Tutors trained: 2 Learner assessments: 0 Tutor matches: 5 December 19, 2014, Read to Succeed staff and Literacy participants gathered to watch a Christmas 1940 classic motion picture The Shop around the Corner. Staff provided refreshments and goodies. There were 16 participants. Learners Achievement Corner Briana C. signed up for a library card and checked out library books. Oak J. successfully read the Porterville Recorder for the first time. 5
English as a Second Language Conversation Circle group currently meets Tuesdays and Thursdays. The group is currently utilizing the Life Skills series and continues to work on vocabulary phrases, expressions, and greetings. There were a total of 51 participants. The Library has partnered with the Police Department Thunderbolt Program staff. We currently have 9 students that were referred during the month of October. 4. Chamber Ambassador Report December 3: Staff attended the Ambassador luncheon at the chambers office sponsored by Randy s Bistro. December 5: Staff attended First Friday Coffee sponsored by The City of Porterville. December 15: Staff attended a ribbon cutting for Sierra View Medical Center Wound Healing Center. 5. Announcements Tuesday, January 13 AB1234 Training at Fire Station #2, 5:30 7:30 pm Wednesday, January 14 Transactions and Use Tax Oversight Committee (TUTOC), 6pm at City Hall Coleman Meeting room CITY COUNCIL City Council will have a place on their Tuesday, January 20, agenda for the Library & Literacy Commission to report. Commission Vice-Chair Bailey has volunteered to give the report. 6
SCHEDULED MATTERS 1. Modern Library Site Visits At the request of the Commission, staff has placed this item on for discussion to explore the feasibility of planning modern library site visits within the state. Commissioner May, who served as a volunteer on the Library Facility Planning Committee in 2009-2010, voiced the many benefits that came from touring modern library facilities. Specifically the modern libraries visited were two libraries in Fresno County (Woodward Park and Fowler), Tulare County - Visalia Central (library expansion), and Porterville College Library (renovation and expansion). Staff suggests that the Commission identify the focus of modern library site visits and a timeframe to complete fieldtrips. 2. Update Commissioner Profiles on Website Staff handed out a template to collect information for the Commissioner profiles on the library website. Please come prepared to take your photos and submit your profile information. You may visit www.portervillelibrary.org to review the profile information you previously submitted when you began your term. 3.
