To adopt a resolution authorizing a joint meeting with the City of Venice, as required by C. To adopt a resolution authorizing a joint meeting with Charlotte County, as required by D. To adopt a resolution authorizing a joint meeting with Manatee County, as required by E. To adopt a resolution authorizing a joint meeting with the Town of Longboat Key, as required by Section 125.001, Florida Statutes. 3. ENTERPRISE INFORMATION TECHNOLOGY To approve a master license and services agreement with e-builder, Inc. for the implementation and annual maintenance of a software system for contract, document management and project scheduling, for a three-year period, in a total amount not to exceed $944,100.00.

GENERAL SERVICES To adopt a resolution establishing a time and place for a public hearing to consider Street Vacation Petition No. SV18-04, to vacate, abandon, discontinue and close the County s interest in a portion of the terminus of a 60-foot-wide road platted as Third Street and now known as Meadowood Street, Sarasota. 5. GENERAL SERVICES To approve a license agreement with Jon F. Swift, Inc. for surplus property located at 2400 Hatton Street, Sarasota, for a term of 364 days, unless terminated earlier, in the amount of $550.00 per month. 6. GENERAL SERVICES To approve a partial release of agreement with M/I Homes of Sarasota, LLC to release the County s interest in an agreement between the Sarasota - Fruitville Drainage District and V.F. Edwards, and to terminate the County s right to use a portion of the subject property for the operation of future stormwater facilities. 7. GENERAL SERVICES To approve a termination and release of permanent utility easements for Sunrise Land Partners, LLLP, located within the Sunrise Preserve development in Sarasota. 8. LIBRARIES AND HISTORICAL RESOURCES To authorize the County Administrator, or designee, to approve individual purchases with Bibliotheca, LLC to provide library materials and subscription fees for content hosting services, in an amount not to exceed $150,000.00 per fiscal year. 9. LIBRARIES AND HISTORICAL RESOURCES To authorize the County Administrator, or designee, to approve individual purchases with OverDrive, Inc. to provide library materials and content hosting services, in an amount not to exceed $150,000.00 per fiscal year. 10. PARKS, RECREATION AND NATURAL RESOURCES To approve a purchase agreement with Advanced Recreational Concepts, LLC for the purchase and installation of new playground equipment at North Jetty Park, located at 1000 Casey Key Road, Nokomis, in an amount not to exceed $138,780.80. 11. PLANNING AND DEVELOPMENT SERVICES To appoint Justin Powell to fill an unexpired three-year term on the Board of Zoning Appeals, effective through January 2019, and an additional three-year term, effective through January 2022. 12. PLANNING AND DEVELOPMENT SERVICES To appoint Clifford L. Truitt to serve a three-year term on the Coastal Advisory Committee as an at-large representative, effective through January 2021. 13. PLANNING AND DEVELOPMENT SERVICES A. To appoint Kevin Cooper to serve a three-year term on the Public Facilities Financing Advisory Board as a civic organization representative, effective through October 2020; B. To appoint Steven Kourelakos to serve a three-year term on the Public Facilities Financing Advisory Board as a financial professional representative, effective through January 2021.

Higgins, Inc. for the Central County Solid Waste Disposal Complex leachate storage tank access walkways, in the amount of $242,600.00. 15. PUBLIC UTILITIES To approve Work Assignment No. 16 to Contract No. 2014-035 with Layne Inliner, LLC for the Hoxie Lane stormwater pipeline infrastructure rehabilitation, in an amount not to exceed $150,311.63. 16. CLERK OF THE CIRCUIT COURT AND COUNTY COMPTROLLER To ratify and approve the warrants dated December 4, 2017 through January 5, 2018, in the amount of $84,375,430.49, as detailed in the voucher packages filed in the Finance Department. 17. CLERK OF THE CIRCUIT COURT AND COUNTY COMPTROLLER To approve the minutes of the meetings dated December 8, December 12 and December 13, 2017. SARASOTA COUNTY TRANSPORTATION AUTHORITY CONSENT SECTION The Board of County Commissioners will convene as the Sarasota County Transportation Authority (SCTA) to consider the following item(s). All matters listed under the SCTA Consent Section are considered to be routine and will be enacted by one motion. 18. SARASOTA COUNTY AREA TRANSIT To adopt the revised 2018 Sarasota County Transportation Authority Substance Abuse Policy. DISCUSSION SECTION: 19. SARASOTA COUNTY AREA TRANSIT To approve the issuance to potential vendors of a request for information regarding alternative ways of providing public transit in Sarasota County.
