MINUTES OF THE PUBliC BEARING OF THE BOARD OF EDUCATION OF LINCOLN SCHOOL DISTRICT 156 - DECEMBER 16, 2013 The Public Hearing on the proposed tax levy for District 156, Cook County, Illinois, was duly called to order and held on the 16th day ofdecember, 2013 at 5:37 p.m., in Board Room #104 located in the Lincoln Elementary School Building, 410-157 th Street, Calumet City, Illinois, within the boundaries of said District. President Pro-Tern Flowers called the Public Hearing on Proposed Tax Levy for District 156 to Order followed by the Pledge ofallegiance. The following Board Members were present: Flowers, Hatcher, and Hathorn Absent: School Board Members Duncan, Kidd, Rawls, and Ross Also Present: Superintendent Dr. D. Taylor, Mrs. G. Oatman, Mr. D. Higgins, Dr. A. Rice, Mrs. B. Walker, Ms. A. Kasal, Mr. J. Sallee, Mr. P. Cantore and Mrs. S. Aschinger (Board Clerk). Visitors: Mr. Greg Kubitz, Senior Financial Advisor with PMA Financial Network, Members ofthe Community and Faculty. School Board Member Rawls entered the hearing at 5:38 p.m. Dr. Taylor presented a power point presentation ofthe proposed Property Tax Levy for 2013 to the Board, Community Members, and Faculty in attendance. A copy ofthe proposed 2013 Tax Levy was provided to the School Board Members for review. Dr. Taylor addressed questions asked by Members ofthe Community present. Member Rawls moved, seconded by Member Hatcher, to adjourn the Public Hearing. President Pro-Tem Flowers called for a voice vote and the motion carried. The Hearing adjourned at 5:56 p.m.

The Board received a letter ofgratitude from New Shining Light Church of God in Christ for the donation ofuneaten, non-perishable breakfast food that was served to Lincoln Elementary School students. In order for donations to be considered as "gifts" they must be accepted by the Board. B. PMA Financial Network, Inc. - 5-Year Financial Projection 1. Mr. Greg Kubitz, Senior Financial Advisor with PMA Financial Network, presented th7 Board with an update ofdistrict 156's 5-Year Financial Planning Program Model. The plannmg process is utilized to assist District 156 in making important fmancial decisions. District 156 will use the Planning Program to assist with Budget Planning, Trend Analysis, Set Fiscal Policies, Scenario Analysis and Annual Update and Reassessments. FOIA Request.- Better Government Association FOIA Request 1. District 156's response to the FOIA request is attached for the Board's review. Division of English Language Learning (DELL), ISBE Response to ELL Monitoring Visit on February 19, 2013 1. A copy ofthe letter from the Division ofell (DELL) ofisbe dated December 6, 2013 was provided to the Board requesting the District to provide an additional explanations and/or documentation. Notice ofretirement Lori Mech at Thornton Fractional Township Treasurer's Office. 1. District 156 received a letter from Scott Wheaton, Township School Treasurer, that Lori Mech will be retiring from the Township School Treasurer's Office as ofdecember 31,2013 after almost 31 years of service. LifelHealth Safety Visitation- December 10, 2013 1. A copy ofthe Life/Health Safety Visitation Report from SC-ISC4's visitation to Lincoln Elementary School was provided to the Board for review. The report gives a general view ofthe adequacy and efficiency ofschool buildings used for instruction, per 23 III Admin Code, Health/Life Safety Code for Public Schools in Illinois, Section 180. The District to provide a written response to SC-ISC4 of any items violations noted on the report that have been remediated by January 8, 2014. Lincoln PTA National PTA's School ofexcellence Program 1. Lincoln PTA has taken the first step ofenrolling in National PTA's School of Excellence Program. As a National PTA School of Excellence, Lincoln Elementary School and PTA will be recognized as a national leader in family-school partnerships, and at the forefront ofengaging families in continuous school improvement. 4

J. 7th Grade Science Classroom 1. Five (5) SmartBoards have been installed in the 7th Grade Science Room as part of the District's SMART Collaborative Agreement. School Board Members are invited to visit the classroom to see Lincoln students engaging in science programs/projects with the use ofmulti SmartBoards. Legislation: None Old Business (Stand Alone Items): None New Business (Stand Alone Items): Member Hatcher moved, seconded by Member Rawls, to approve District l56's Certificate oftax Levy on taxable property for the year 2013, a Resolution relating to the Property Tax Extension Limitation Act, PA 89-1, and accompanying Certifications as presented. The Board Saluted Lincoln PTA for enrolling in the National PTA's School ofexcellence Program and to express their appreciation for all ofthe work that Lincoln's PTA does to support Lincoln Elementary School. Correspondence: I. A copy ofa "Thank You" note from Illinois Association of School of Boards (lasb) to Rosalyn Hathorn and Dr. Darryl Taylor was acknowledged by the Board. The information, insights and expertise offered as a participant on the panel "Write Effective Resolutions-Take Action for Change" was greatly appreciated at the Joint Annual Conference in Chicago. C. Workshops: The following workshops and/or meeting dates were provided to Board Members. I. IASB announced its final scheduled round ofregional Professional Development Leadership Training for School Board Members.. 2. South Cook Winter Breakfast February 1,2014. 3. South Cook Spring Division Meeting - April 30, 2013 Member Rawls moved, seconded by Member Hathorn, to go into Closed Session at 6:44 p.m. for the appointment, employment, compensation, and dismissal ofspecific employees ofthe public body. 5 ILCS 12012(c)(l). School Board Member Donald Duncan was in attendance during the Open Session. ~ Dr. Taylor provided the Board with a copy of a reminder he received from the State Superintendents of Schools that the following five (5) holidays do not require the waiver process with the passage ofp A 96 640, effective August 24, 2009: Birthday ofdr. Martin Luther King, Jr.(third Monday in January); Birthday of President Abraham Lincoln (February 12); Birthday of General Casimir Pulaski (first Monday in March); Christopher Columbus Day (second Monday in October); and Veterans' Day (November 11). District 156 does not have any other holidays that students will be or will not be in attendance that will require the Board to schedule a public hearing in conjunction with a regular board meeting prior to the approval of next year's proposed School Calendar. Member Rawls moved, seconded by Member Hathorn, to adjourn the meeting. President Pro-Tern Flowers called for a voice vote and the motion carried.
