A Regular Meeting of the Council of the City of Manassas, Virginia was held in Council Chambers, City Hall, on the above date with the following present: Mayor Harry J. Parrish II, Vice Mayor Jonathan L. Way, Council Member Marc T. Aveni, Sheryl L. Bass, Ken D. Elston, Ian T. Lovejoy and Mark D. Wolfe; Treasurer Robin R. Perkins, City Manager W. Patrick Pate, City Attorney Martin R. Crim, City Clerk Andrea P. Madden, Chief of Police Douglas W. Keen, Fire and Rescue Chief Brett Bowman, Finance and Administration Director Paul York, Community Development Director Elizabeth S. Via Gossman, Development Services Manager Jamie S. Collins, Deputy Director of Water and Sewer Tony Dawood, Deputy Public Works Director Bruce Goudarzi, Economic Development Director Patrick Small, and Public Affairs Specialist Patty Prince. Mayor Parrish called the meeting to order at 5:30 p.m. giving the invocation and leading those present in the Pledge of Allegiance to the flag. City Attorney Report Mr. Crim updated the City Council on legal matters involving the electoral boards of Manassas, Prince William County, and Manassas Park. City Manager Report Mr. Pate stated that the City s emergency management team has been working with Volunteer Prince William to produce an emergency preparedness brochure for residents. The brochure has been tailored specifically for the City of Manassas with Volunteer Prince William producing the brochure with grant resources. Brochures are available at Fire and Rescue and will be distributed at various community events. Mr. Pate announced that in the past week, the City has received phone calls from concerned residents about the eagles near Cannon Branch Fort; callers are often reporting that people are getting too close to the birds in an effort to photograph them. Mr. Pate advised that it is unlawful, under the Federal Bald Eagle and Golden Eagle Protection Act, to disturb the nesting pair and violating the Act could result in a significant fine. Mr. Pate reminded all that this week is Restaurant Week in the historic downtown area of the City. Mr. Pate reported that he was honored to be in Richmond last week with Patrick Small and members of HMI, including Executive Director Debbie Haight and Treasurer Charlie Patullo, as they received a Virginia Main Street Milestone Award for volunteer investment in downtown revitalization efforts. Mr. Pate commended HMI and the City on this outstanding accomplishment. Mr. Pate offered his congratulations to Senior Detectives Michael Gemmell and Amilcar Barahona and Senior Police Officer Erica Bauckman for receiving 2015 Valor Awards on Wednesday, March 18, 2015. Chief of Police Report Chief Keen reported he was unable to attend the Valor Awards because he was attending a meeting regarding future CALEA changes. Chief Keen assured the City Council that it will be apprised of new requirements or standards. Council Time Vice Mayor Way reported on relevant discussions and current happenings at MWCOG (Metropolitan Washington Council of Governments) and the VRE (Virginia Railway Express).
Council Member Aveni stated that he attended the NVTA (Northern Virginia Transportation Authority) Open House on the evening of March 18 and two of the projects that scored favorably were the widening of Route 28 and the Godwin Drive Extension. Council Member Aveni commented that both projects would alleviate some of the congestion along the Route 28 corridor. Council Member Bass stated that she was honored to attend the Valor Awards and commended the MCPD staff for its hard work and dedication. Council Member Bass reminded all of the groundbreaking at Baldwin Elementary on March 24 at 1:00 p.m. Council Member Elston thanked all those who attended the Prince William Little Theatre s production of Jesus Christ Superstar at the Hylton. The show broke the record for ticket sales and all those involved are grateful to those who attended the performances. Mayor Time Mayor Parrish announced the following appointments to the 2015 VML Policy Committees: Community & Economic Development: o Mark Wolfe, Council Member o Elizabeth S. Lovejoy, Council Member o Ronald King, Family Services Director Transportation: o Jonathan L. Way, Vice Mayor o Bruce Goudarzi, Acting Director of Public Works Mayor Parrish noted that he and another member of the City Council would be unable to attend the March 25 Budget Work Session and asked if there was interest in rescheduling the meeting to April 8. The City Council agreed to reschedule the meeting. Mr. Pate stated that the April 8th Work Session would include the School Board and its staff; consequently, the meeting has been moved to the Public Works Conference Room to accommodate the larger group. Consent Agenda Item 1. Approve Minutes of Regular Meeting of March 9, 2015 and Special Meetings of March 11, 16, and 18, 2015. Item 2. Consideration of Appointment of Glenn Simpson, Utilities Finance Manager, as a Voting Delegate to Participate with the Virginia Municipal Electric Association. COUNCIL MEMBER WOLFE MOVED that Glenn Simpson, Utilities Finance Manager, be appointed as the Voting Delegate to participate with the Virginia Municipal Electric Association. Seconded by Council Member Aveni. Roll call vote: AYES Aveni, Bass, Elston, Lovejoy, Way and Wolfe. MOTION CARRIED. Item 3. Consideration of Commendation Honoring Anne Harrington for Her Valued and Faithful Service As A Member of the Historic Resources Board. COUNCIL MEMBER WOLFE MOVED that the Commendation honoring Anne Harrington for her valued and faithful service as a member of the Historic Resources Board be approved. Consideration of Proclamation Designating April 2, 2015 as Founders Day in the City of Manassas. COUNCIL MEMBER WOLFE MOVED that the Proclamation designating April 2, 2015 as Founders Day in the City of Manassas be approved. Seconded by Council Member Aveni. Budgeting and Appropriating $8,308 for the Litter Prevention and Recycling Grant from the Department of Environmental Quality. B. Budgeting and Appropriating $89,776 of Unallocated Land Sale Revenue for Engineering Work Related to the Development of Gateway. C. Budgeting and Appropriating $250,000 of Micron C&I Revenue and $300,000 of Sewer Fund Balance for the Micron Pond Piping Remedial Project. COUNCIL MEMBER WOLFE MOVED that Item 5 of the Consent Agenda be removed for separate consideration and placed on the Agenda as Item 9. Seconded by Council Member Aveni. Item 8 of the Agenda: First Reading of Ordinance #O 2015 18 Amending and Reenacting the Code of Ordinances, City of Manassas, Virginia (2002), as Amended, by Adding in Chapter 110 A Section Numbered 110 11, Relating to the Assessment of Administrative Costs, Attorney s Fees and Collection Fees Incurred by the City of Manassas in Collecting Delinquent Taxes or Other Delinquent Charges Authorized by Section 58.1 3958 of the Code of Virginia. Treasurer Robin R. Perkins explained that the proposed Ordinance would establish the assessment of administrative costs, attorney s fees, and collection fees on the collections of delinquent taxes or other delinquent charges. The Finance Committee reviewed the Ordinance at its March 18, 2015 meeting and unanimously recommended approval.

Item 9 of the Agenda: Consideration of Resolution 2015 12 R Amending the FY 2015 Budget by: A. Vice Mayor Way stated that he requested Resolution 2015 12 R be removed from the Consent Agenda to highlight the benefits of public/private partnerships, noting specifically the cooperation between the City and Micron to resolve an ongoing issue. Item 11 of the Agenda: Presentation of the FY14 Historic Manassas, Inc. (HMI) Annual Report. Debbie Haight, Executive Director of HMI, presented to the City Council the FY 14 Historic Manassas, Inc. Annual Report. Item 12 of the Agenda: Construction. Presentation of Update on City Development and Jamie Collins, Development Services Manager, presented to the City Council an update on City development and construction. Item 13 was reserved for changes to the Agenda. Item 14 of the Agenda: Recognition of Appreciation for Outstanding Volunteers by the Inter Service Club Council of Greater Manassas (ISCC). Mayor Parrish, Council Member Bass, and members of the Inter Service Club Council presented awards to the volunteers who were honored at the Annual Banquet held some months ago. Item 15 of the Agenda: Presentation of Commendation Honoring Anne Harrington for Her Valued and Faithful Service As A Member of the Historic Resources Board. Mayor Parrish and Elizabeth S. Via Gossman, Community Development Director, presented to Anne Harrington a Commendation honoring her valued and faithful services as a member of the Historic Resources Board.
Item 16 of the Agenda: Presentation of Resolution #R 2015 38 Honoring Michael C. Moon upon His Retirement from the City of Manassas. Mayor Parrish, Utility Commissioner Milligan, and members of the Utilities and Public Works staff presented Resolution #R 2015 38 to Michael C. Moon upon his retirement. Item 17 of the Agenda: Presentation of Proclamation Designating April 2, 2015 as Founders Day in the City of Manassas. Mayor Parrish, Council Member Lovejoy, and Council Member Elston presented to Doug Horhota, Program Coordinator at the Manassas Museum, and Debbie Haight, Executive Director of HMI, a Proclamation designating April 2, 2015 as Founders Day in the City of Manassas. Item 18 was reserved for changes to the Agenda. Item 19 of the Agenda: Citizens Time Rick Davis, Executive Director of the Hylton Performing Arts Center, presented the City Council with a brief update on the Hylton Center highlights, which included video clips from various performances. Lianne Best, a resident of the City of Manassas, spoke in support of women s reproductive choice and asked that the Council treat all businesses in the City fairly. Michael McManus, a resident of the City of Manassas, spoke in support of unborn children and suggested that the City Council listen to residents of the City when making decisions. Mr. McManus noted that a large number of the speakers at the March 16, 2015 Public Hearing were not from the City and suggested the Council adopt a policy regarding who may speak at Public Hearings and at Citizens Time. Closed Session Item 20 of the Agenda: Consideration of a Motion Authorizing a Closed Meeting on Subjects in Accordance with the Amended Freedom of Information Act. COUNCIL MEMBER AVENI MOVED that the City Council convene in closed session to discuss appointments to Boards, Committees and Commissions, and to discuss a contract with Prince William County involving the expenditure of public funds, including interviews of bidders or offerors, and to discuss the terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the public body, as permitted by Virginia Code 2.2 3711 Paragraphs A (1) and (29), for which the Virginia Freedom of Information Act permits discussion in closed session. Seconded by Vice Mayor Way. Roll call vote: AYES Aveni, Bass, Elston, Lovejoy, Way and Wolfe. MOTION CARRIED. Mayor Parrish announced that the Mayor and City Council would be included in the closed meeting discussion regarding appointments to Boards, Committees and Commissions. Mayor Parrish announced that the Mayor and City Council, the City Attorney, and the City Manager would be included in the closed meeting discussion regarding contract negotiations. Council retired to the closed meeting at 6:35 p.m. Item 21 of the Agenda: Consideration of a Motion Certifying That the Closed Meeting was Conducted in Conformity with Virginia Law. COUNCIL MEMBER AVENI MOVED that the City Council certify that, in the closed meeting just concluded, nothing was discussed except the matters specifically identified in
the motion to convene in closed meeting and lawfully permitted to be discussed under the provisions of the Virginia Freedom of Information Act cited in the motion. Seconded by Council Member Bass. (ADDED) Consideration of Appointments to Boards, COUNCIL MEMBER LOVEJOY MOVED that Theresa Coates Ellis be appointed to the Advisory Board to Family Services for a four year term ending March 23, 2019. Seconded by Council Member Bass and CARRIED UNANIMOUSLY. COUNCIL MEMBER LOVEJOY MOVED that the City Council authorize the City Attorney to recommend to the Circuit Court of Prince William County the names of Kim Barrow, Christine Finne, and Col. Ulysses X. White for appointments to the Board of Equalization to fill an unexpired term ending June 30, 2017. Seconded by Council Member Bass. Roll call vote: AYES Aveni, Bass, Elston, Lovejoy, Way and Wolfe.
