In Brief -Dillon Sun University High School s Republic-Separatist Joint Crisis Committee takes place directly following the aftermath of the Battle of Geonosis. For decades, tensions had been mounting between the Republic and the growing secessionist movement. In 22 BBY, violence erupted between the Confederacy of Independent Systems and the Galactic Republic during the Battle of Geonosis. An emergency summit of the leaders of the Confederacy of Independent Systems has been convened, in an effort to find a peaceful solution before full galactic war breaks out. Background The roots of the Separatist Crisis date back decades before the Battle of Geonosis. Between 40 BBY and 30 BBY, the Republic began increasing regulation on interplanetary trade, setting in motion the dissatisfaction of several galactic organizations. In 33 BBY, Supreme Chancellor Valorum of the Galactic Republic called for the disbandment of Free Trade Zones, and soon
after the Senate passed legislation placing heavy taxes on trade routes to outer star systems in an effort to raise revenue. As a result of these initial regulatory measures, alliances began to form between the Trade Federation, InterGalactic Banking Clan, Corporate Alliance, and Techno Union in protest. Tensions came to a head in 32 BBY, when the Trade Federation initiated a blockade and subsequent invasion of Naboo in protest of Republic regulatory policies. In the aftermath of the Naboo conflict, Chancellor Valorum was deposed and Chancellor Palpatine was elected to take his place. Dissatisfaction for the Republic reemerged in 24 BBY when several Senators endorsed the Financial Reform Act, a draft Senate bill aimed at reforming the tax system and combating political corruption. However, the assassination of the bill s largest proponent, Senator Jheramahd Greyshade, for politically motivated reasons led to the bill s eventual failure in the Senate. As a result, by 23 BBY several star systems and galactic organization began to secede from the Republic. In addition, many systems began to rally under the leadership of Count Dooku to create a new interplanetary government. By 22 BBY, over 5,000 worlds had joined Dooku s newly created Confederacy of Independent Systems. Many of these systems and conglomerates were drawn
to the CIS because of its decentralized administration and laissez-faire economic and administrative policies. At the same time in the Republic, Chancellor Palpatine s term limit was extended as a state of emergency was declared, and the Chancellor was granted increased emergency powers. A Military Creation Act was put to a vote in a Senate, and as a result of increased galactic tensions, a clone army was created for the Republic. At the end of 22 BBY, tensions rose to the point where CIS and Republic forces came into direct military conflict at the Battle of Geonosis. The skirmish was a decisive Republic victory, although fearing an all-out galactic war, both the Republic and Separatists respectively gathered to try and formulate a last-ditch plan for peace. Questions to Consider Do you support reconciliation or war? How will you achieve this goal? How will the Separatists react to Republic demands? How can you utilize your portfolio powers to benefit the committee? How will you utilize your powers to benefit your planet or organization? How will you convince the Separatist States to rejoin the Republic?
Committee Structure The committee will be structured as a perpetual moderated caucus, with the option for delegates to vote for unmoderated caucuses. Speaking time, comments, and questions can all be voted on and amended by delegates. Since this is a Joint Crisis Committee, crisis updates will be fluid and dependent on the actions of your committee and the opposing committee. According to the Chair s discretion, delegates may communicate, meet with, and request information from members of the other committee. Committee will begin on the 26 th with voting on a draft peace treaty between the Separatists and Republic following the Battle of Geonosis. It is up to you as a committee to decide whether to ratify, amend, or reject this treaty, and the direction of committee will entirely be up to you and the other committee. Delegates can write personal directives, communiques, and press releases, however, we encourage committee-supported directives and actions even more. When conducting research, we suggest the use of starwars.wikia.com and starwars.com along with any additional resources, however research should stick to widely-accepted Expanded Universe accounts.
