Bid opening will be changed to 07-May-2015 (Thursday) On: Apr 28 2015 6052964 Architectural Division 08 Openings Section 08 53 00 Vinyl Windows I am inquiring whether you would consider and approve Fiberglass windows in lieu of vinyl windows for the Cavalier Dormitory project, as well as other projects moving forward. Fiberglass windows, have longer life, Are not susceptible to heat below 350 degrees Fahrenheit, and are a fully paintable product should a sprucing up with color be all that is required decades into the future. This will be a product at modest increased product cost over vinyl, which is completely documentable in a Best Value comparison. Ultrex Fiberglass is made in Fargo ND. I have attached some information for your review. Please contact me if you would require further information to assist your consideration of our product. (Attachment: AUCatalog.pdf) On: Apr 22 2015. Any changes to the advertise documents, to accomodate fiberglass windows, would be issued via amendment. That said, there are no plans to issue an amendment at this time. This section states that the CQC System Manager and the Superintendent shall not be the same person. At the site visit it was mentioned that these two roles could be fulfilled by the same person. In an effort to save costs on the project will you allow the Superintendent to also be the CQC System Manager? On: Apr 24 2015. Government Response.. In regards to quality control Section 01 45 00.00 10 Part 3.4.4 Assignment of CQC System Manager. This section states that the CQC System Manager and the Superintendent shall not be the same person. At the site visit it was mentioned that these two roles could be fulfilled by the same person. From O&M Data provided on that project, it appears that the roof on Building 720A is a Firestone UNA-CLAD Metal roof system. This reference is for information only and is not intended to force a single product manufacturer. Please ensure system provided meets all performance requirements identified in the project drawings and specifications. Specification section for oil filled transformers; 26 12 19.10 On: May 01 2015 6070625 LEED 01 33 29 Who will be the commissioning agent throughout the project based on the LEED requirements? Government Response.. EED will document compliance with credits based on the portions of work awarded. All credits should be achieveable (or alternates identified), regardless of the bid options awarded. Documentation may vary slightly. For example, the project should pursue heat island reduction - roof credits with the asphalt shingle or standing seam roof solution. On: May 04 2015 6070631 LEED 01 33 29 Does the LEED Silver Certification have to be completed within the project time line? So do we have to get this within the 365 day calendar day time period. In talking to my LEED AP designated person, he has stated it can take up to 4 months to a year to get a project certified after completion.

Often, projects are certified after the Beneficial Occupancy Date. Contractor must identify anticipated certification in the Government-Approved construction schedule as part of the Contract Closeout procedures. On: May 04 2015 6070635 LEED 01 33 29 Do you have energy modeling of this building? Or will this be a requirement for the LEED AP to provide? Government Response.. An energy model has been completed and is available for review upon contract award. Contractor is not responsible for any credits designated as "Design" or "USACE" credits listed on the provided checklist. LEED documentation for those credits has been completed by the Designer of Record and can be found on LEED Online upon contract award. On: May 04 2015 6070638 LEED 01 33 29 If the LEED AP rejects a product because it does not meet the LEED requirements after the USACE approves it, what is the process of asking for new material? Government Response.. Review of materials for sustainability compliance as well as other performance requirements will be concurrent by the Government. Contractor must provide products that meet performance thresholds identified in the contract documents and must also balance compliance with sustainability requirements. In the event of a conflict, those items should be brought to the attention of the Government, as appropriate. On: May 04 2015 6070640 LEED 01 33 29 Does the option of the furniture have to meet the material and resources credit for LEED? Government Response.. Typically, furniture is exempt from these requirements, unless the Contractor chooses to report these items consistently throughout the project documentation. See the LEED Reference Guide for more information on this topic. On: May 04 2015 6070658 LEED 01 33 29 In the AF MILCON Sustainability Requirements Scoresheet under HPSB V, it states under HPSB V.5 that we are to recycle 75% of all waste and materials. With the job be located in Cavailer, ND and the avaiability of a recycling site not close to the project, I am afraid the 75% requirement to achieve the points for LEED maybe a problem. What is the USACE process with this issue? Government Response.. If the contractor feels that this is a problem, it should be discussed as soon as it is identified after contract award. If the contractor can prove that recycling resources are not available in this remote location, compliance with the threshold may be waived by the Government and based on the merits of that claim. That said, contractor must pursue compliance with this item to the fullest extent feasible. A waiver will not constitute outright exemption from recycling any waste on the project. On: May 04 2015

The registration fee has been paid for by the Government. This allows the project team to develop and document credit compliance through USGBC's "LEED Online" interface. Costs for actual certification must be paid by the Contractor under this contract. On: May 04 2015 6070681 LEED 01 33 29 If item number 1 is the only bid option taken by the USACE and bid options 2-9 are excluded and there are LEED credits associated with those bid options, how do we maintain the LEED credits for those items (like the SS metal roof)? Government Response.. EED will document compliance with credits based on the portions of work awarded. All credits should be achieveable (or alternates identified), regardless of the bid options awarded. Documentation may vary slightly. LEED Silver Certification does not necessarily substantiate compliance with the HPSB Checklist(or vice-versa). Some HPSB requirements may be than the items identified in the LEED Checklist. On: May 04 2015 6070889 Materials 07 31 13 After reviewing several manufacturers specifications, there is not a shingle that meets both the Solar Reflective Index (SRI) of 29 as well as meets the weight of not less than 290 pounds per 100 square feet. One manufacturer stated that in the past they had a shingle that met both specifications but they discontinued that particular shingle. Will it be acceptable to use a shingle that has an SRI of 29 and a lesser weight per 100 square feet? Government Response..
