ANNUAL REPORT OF NGO "EUROPE WITHOUT BARRIERS"

The report is prepared by virtue of the project "Strengthening the institutional capacity of the NGO "Europe without barriers" for reforms in the fields of democracy, human rights and freedom of movement" and our partners from Think Tank Development Initiative, which is performed by the International Renaissance Foundation in partnership with the Think Tank Foundation (TTF) under the financial support of the Embassy of Sweden in Ukraine. NGO "EUROPE WITHOUT BARRIERS" (EWB) is an independent advocacy and analytical center. The main areas of our activity is to promote realization the human right to freedom of movement and support socially important reforms in the rule of law, migration and border control, protection of personal data, public order and combating discrimination. Our mission is to find a new balance between freedom of movement and security (national and human security) with the desire to see the Europe without barriers and Ukraine - as a part of such Europe. THE MAIN DIRECTIONS OF OUR ANALYTICAL RESEARCH AND ADVOCACY IN 2016 WERE THE FOLLOWING: Removing visa barriers between Ukraine and the EU Analysis of EU visa policy Reform of the new identification documents Migration profile of Ukraine, analysis of migration to the EU and Visegrad countries Ukraine s Association Agreement with the EU Agreement on Common Aviation Area between Ukraine and the EU Creation of a barrier-free environment for vulnerable groups of population 01

In 2016 we actively worked to approach visa-free regime between Ukraine and the EU by conducting a series of "visa-free" advocacy visits to Brussels and Berlin. Also, we prepared a number of analytical materials on migration in the context of relations with the EU, as well as professional expertise in the implementation of all requirements of the Action Plan on visa liberalization by Ukraine. Ukraine will finally get a long-expected visa-free regime with the EU, and the reforms, which were undertaken as part of the visa liberalization will be sustainable and irreversible. We look forward to the positive results of our efforts in 2017 when We have increased the number and quality of our analytical products, and significantly strengthened our advocacy actions. IN 2016 WE PREPARED 30 PUBLICATIONS, INCLUDING: 8 policy-briefs; 2 analytical reports (in cooperation with colleagues from the Czech Republic, Slovakia and Poland, including social research conducted by EWB in Ukraine); 6 booklet of visualized annexes (infographics) in English, German and French; 4 petitions to state authorities of Ukraine, international institutions, and diplomatic missions; 1 communication memo (in cooperation with the Institute of World Policy and "European Pravda"); 7 copyright articles in the mainstream media; 19 publications of EWB contain clear policy recommendations for different stakeholders in Ukraine and the EU. 02

In 2016 our organization held 14 public events in Ukraine and the EU, which were attended by about 400 people. EWB employees took part in 18 international events as invited experts, speakers, and presenters. WE WERE ACTIVE PARTICIPANTS OF 5 NGO ASSOCIATIONS AND THINK TANK GROUPS: "Reanimation Package of reforms" Ukrainian National Platform of Eastern Partnership Civil Society Forum EU-UA Civil Society Platform International Coalition "Visa-Free Europe" Ukrainian Think Tanks Liaison Office in Brussels "EUROPE WITHOUT BARRIERS" IS A MEMBER OF 2 ADVISORY BODIES AND PLANS TO JOIN ANOTHER ONE IN 2017: In 2015 we became members of the Public Council under the State Migration Service of Ukraine In 2016 we headed the Working Group on the signing and implementation of the Common Aviation Area between Ukraine and the EU at the Ministry of Infrastructure of Ukraine We applied for the membership in the Public Council of the State Aviation Administration of Ukraine 03

IN 2016 YOU SAW US ON TV 50 TIMES AND HEARD US ON THE RADIO 10 TIMES The media quoted us 1168 times or 97,5 times a month in the last year. WE LAUNCHED A NEW WEBSITE OF THE ORGANIZATION with easier and more modern design and changed the domain name, which is more appropriate to the organization's name (europewb.org.ua). We actively communicated with you on Facebook, Twitter and Medium and appeared on platforms Youtube, Slideshare, Issuu. The websites of our organization (the new and the old one) were visited by about 40,000 thousand people in 2016. IN 2016 OUR FACEBOOK PAGE AND OUR TWITTER GOT NEW FOLLOWERS AND YOUR LIKES In 2016 our Facebook page got new followers, and their number reached 2,169 by the end of the year.according to Twitter Analytics monthly number of tweet impressions amounted to 17 100. Publications of EWB on Slideshare were viewed 9700 times from April to December 2016. EWB publications on ISSUU during this period were read 228 times. Also, EWB administers English-language website of the international coalition "Visa-Free Europe," which was attendant in 2016 by approximately 17,000 people in total. 05

I. MONITORING OF THE IMPLEMENTATION OF BIOMETRIC TECHNOLOGY IN VISA AND MIGRATION PRACTICE We conducted an independent monitoring of the implementation of biometric technology in visa and migration practice. Our recommendations were made, particularly regarding the illegal collection of additional public costs for passport issuance, which was overcome by removing the employees of State Enterprise "Document" from the buildings of the State Migration Service departments. II. IMPROVING ACCESSIBILITY OF VISA AND IMMIGRATION SERVICES FOR PEOPLE WITH DISABILITIES The project was aimed to research the accessibility of visa and immigration services for people with disabilities, development of recommendations for Ukrainian state authorities and diplomatic missions. In the project frameworks data from visa consular offices and centers of 23 countries of the EU and the Schengen area, as well as 14 regional subdivisions of the State Migration Service of Ukraine in Kyiv was collected and analyzed. In addition, networking between organizations of people with disabilities across the country was strengthened. We conducted a public advocacy of accessibility to visa and immigration services for people with disabilities, in particular, photo exhibition and the public discussion with the participation of all responsible parties were held. 08

III. LAST STEPS TOWARDS VISA-FREE REGIME: COMMUNICATION OF REFORMS AND CONSOLIDATION OF THE EU S SUPPORT An extensive advocacy campaign in the EU was carried out in the frameworks of the project, as well as exclusive analytical products were created. The following analytical materials: "The Migration Security map of Ukraine", "Progress of Ukraine second phase of the Action Plan on visa liberalisation", an analytical report "The prospect of visa liberalisation as an impetus for domestic reform in Ukraine" the visuals booklets "How Ukraine becomes a safer place on the road to visa liberalisation?" and "Key facts of migration security card", and a "Letter of appeal of Ukrainian civil society to the European Parliament" were prepared (in English, German, and French). Two advocacy visits to Brussels and one to Berlin had a place, during which 20 meetings (private and public) consultations, discussions, and briefings with European stakeholders were held. IV. THE OPEN SKY INITIATIVE Our organization began to research the problems of common aviation area between Ukraine and the EU. The "Open Sky" initiative with conventional research turned into an exclusive analytical product and advocacy campaign, which was held in Brussels and on the basis of the Ukrainian Platform of the Eastern Partnership during the annual conference in Kyiv. This new direction of our work includes a range of issues related to mobility, liberalisation of air transport security in close cooperation with the EU. On the initiative of EWB, a Working Group under the Ministry of Infrastructure of Ukraine was set up, which is composed of leading independent experts and representatives of relevant state bodies. The Working Group has developed a new Decree of the Cabinet of Ministers of Ukraine on the Action Plan for the preparation and the implementation of the Common Aviation Agreement between the Ukraine and the EU and its` state - members. A presentation "Is the European Union ready to support visa liberalization for Ukraine"was held in the European Parliament. 09

V. MONITORING OF MIGRATION IN UKRAINE: FORCED AND LABOUR MOBILITY An interesting and important project of monitoring labour and forced migration from Ukraine to the countries of the Visegrad Group, which was implemented by the NGO "Europe without Barriers" together with its partners from the Czech Republic, Poland, and Slovakia, was completed. In the frameworks of the project was conducted a complex sociological research in Ukraine as well as in 3 countries of "Visegrad Four". In particular, the stereotypical allegation about high migration risk for the EU by the Ukrainian internally displaced persons and the threat of mass illegal migration to the EU was refuted. The results of the research are published in English and Ukrainian languages. 10

INSTITUTIONAL CAPACITY We increased analytical and international advocacy capacity, the organization grew institutionally, the structure was improved, and our employees improved their knowledge and skills. Our team was renewed and increased, and finally achieved gender balance. Among our new colleagues are communication manager, project manager, financial manager. Moreover, 4 trainees and 2 volunteers assisted us in 2016. We move to the success by the updated strategic directions because we developed a new strategy of NGO "Europe without Barriers" for 2017-2019. We became more transparent and efficient the system of operational and financial management was improved, a delegation of responsibilities was held between the employees of the organization, and a number of new policies were developed. All the above-mentioned changes were implemented by virtue of the project "Strengthening the institutional capacity of the NGO "Europe without barriers" for reforms in the fields of democracy, human rights and freedom of movement" and our partners from Think Tank Development Initiative, which is performed by the International Renaissance Foundation in partnership with the Think Tank Foundation (TTF) under the financial support of the Embassy of Sweden in Ukraine. 11
